CIRCULAR

Regulations on health standards for railway employees directly serving train operations

directly serving train operations

Pursuant to the Railway Law No. 06/2017/QH14 dated June 16, 2017;

Pursuant to the Government's Decree No. 75/2017/NĐ-CP dated June 20, 2017 on the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Department of Medical Examination and Treatment;

The Minister of Health issues this Circular stipulating health standards for railway employees directly serving train operations.

Article 1. Application of health standards for railway employees directly serving train operations.

Clause 1. Application of health standards for the positions of Train Driver; Assistant Train Driver:

Meeting the health standards specified in Group 3, Appendix No. 01 issued together with Circular No. 24/2015/TTLB-BYT-BGTVT dated August 21, 2015 of the Ministry of Health and the Ministry of Transport on health standards for drivers, regular health check-ups for automobile drivers, and regulations on medical facilities conducting health examinations for drivers.

Clause 2. Application of health standards for the positions of Train Chief; Train Crew Leader; Shift Supervisor at Train Station; Train Dispatcher along the route, Train Dispatcher at Station; Ticket Collector; Locomotive Coupler, Car Coupler; Track, Bridge, Tunnel, and Tunnel Guard; Level Crossing Guard, Shared Bridge Guard:

a) Meeting Health Standard Class II or higher when undergoing recruitment examination as prescribed by Decision No. 1613/BYT-QĐ dated August 15, 1997 of the Minister of Health on "Health Standards for Recruitment Examination and Regular Health Check-Ups" for workers (hereinafter referred to as Decision No. 1613/BYT-QĐ).

b) Meeting Health Standard Class III or higher when undergoing regular health check-up as prescribed by Decision No. 1613/BYT-QĐ.

Article 2. Provisions on health examinations for railway employees directly serving train operations

Clause 1. Medical and healthcare establishments (hereinafter referred to as KBCB) conducting health examinations (hereinafter referred to as KSK) for railway employees directly serving train operations (hereinafter referred to as railway employees) and the conduct of KSK for railway employees by KBCB must comply strictly with the provisions of laws on medical examination and treatment.

Clause 2. Recruitment health examination certificate and contents of recruitment health examination for railway employees according to the model prescribed in Appendix No. 01 issued together with this Circular.

Clause 3. Periodic health examination book/certificate and contents of periodic health examination for railway employees as prescribed in Appendix No. 02 issued together with this Circular.

Article 3. Effectiveness

1. This Circular takes effect from July 1, 2018.

Clause 2. The health standards applicable to traffic vehicle operators issued together with Decision No. 4132/QĐ-BYT dated October 4, 2001 of the Minister of Health on "Health Standards for Traffic Vehicle Operators" shall cease to be effective from the date this Circular takes effect.

Article 4. Reference Provisions

Where referenced documents in this Circular are replaced or amended, implementation shall be in accordance with the replacing or amending documents.

During implementation, if there are difficulties or obstacles, it is recommended that agencies, organizations, and individuals report them to the Ministry of Health for consideration and resolution./.
