THE MINISTER OF LABOR, INVALIDS AND SOCIAL AFFAIRS ISSUES THIS CIRCULAR TO REGULATE MATERIAL AND TECHNICAL BASES FOR PRACTICE, EXPERIMENTATION, AND TESTING IN VOCATIONAL TRAINING AT THE COLLEGE AND HIGHER COLLEGE LEVEL FOR TWO PROFESSIONS: METAL CUTTING; AIR CONDITIONING AND VENTILATION TECHNOLOGY.

Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Based on the proposal of the Director General of the General Department of Vocational Education;
ACCOMPANYING THIS CIRCULAR ARE REGULATIONS ON MATERIAL AND TECHNICAL BASES FOR PRACTICE, EXPERIMENTATION, AND TESTING IN VOCATIONAL TRAINING AT THE COLLEGE AND HIGHER COLLEGE LEVEL FOR TWO PROFESSIONS: METAL CUTTING; AIR CONDITIONING AND VENTILATION TECHNOLOGY, INCLUDING:
Article 1. 1. REGULATIONS ON MATERIAL AND TECHNICAL BASES FOR PRACTICE, EXPERIMENTATION, AND TESTING IN VOCATIONAL TRAINING AT THE COLLEGE LEVEL FOR THE METAL CUTTING PROFESSION AS ATTACHED IN ANNEX 01.
2. REGULATIONS ON MATERIAL AND TECHNICAL BASES FOR PRACTICE, EXPERIMENTATION, AND TESTING IN VOCATIONAL TRAINING AT THE COLLEGE LEVEL FOR THE AIR CONDITIONING AND VENTILATION TECHNOLOGY PROFESSION AS ATTACHED IN ANNEX 02.
THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 15, 2021.
Article 2. 1. COLLEGE AND HIGHER COLLEGE SCHOOLS THAT HAVE REGISTERED TO PROVIDE VOCATIONAL EDUCATION FOR THE ABOVE MENTIONED PROFESSIONS SHALL BE RESPONSIBLE FOR INVESTING AND BUILDING MATERIAL AND TECHNICAL BASES IN ACCORDANCE WITH THE REGULATIONS SET OUT IN THIS CIRCULAR TO ENSURE QUALITY AND EFFECTIVE TRAINING.
Article 3. Implementation
2. MINISTRIES, GOVERNMENT-LEVEL AGENCIES, PROVINCE AND CITY PEOPLE'S COMMITTEES UNDER THE CENTRAL GOVERNMENT, AND ASSOCIATED ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.
2. The ministries, ministerial-level agencies, government agencies, provincial people's committees under the central government, and related organizations and individuals shall be responsible for implementing this Circular.
In the course of implementation, if there are any difficulties, they are requested to promptly report to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.
