DECREE-LAW
No. 12 dated September 7, 1945
THE CHAIRMAN OF THE PROVISIONAL GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Considering the current needs,
At the proposal of the Minister of National Defense and the Minister of Economy,
DECREE-LAW:
Article 1: The Vietnam Mineral and Industry Directorate is authorized to organize and oversee the production of weapons and ammunition.
Article 2: The Vietnam Mineral and Industry Directorate shall establish a specialized committee to carry out this work.
Article 3: The Vietnam Mineral and Industry Directorate and the specialized committee must plan for the short-term production of necessary weapons and ammunition for national defense.
Article 4: While performing their duties, the Director of the Vietnam Mineral and Industry Directorate has the authority to requisition factories and materials needed for the production of weapons and ammunition in accordance with Decree-Law No. 9 dated September 6, 1945.
Article 5: The Ministers of National Defense, Economy, Finance, and the Chairmen of the People's Committees of North, Central, and South Vietnam are hereby instructed to implement this decree-law./.
