Considering the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Can Tho city,
DECREE:
Article 1. Adjustment of administrative boundaries of communes, establishment of communes under Thot Not district, Vinh Thanh district, Co Do district; establishment of Thot Not district and its wards; adjustment of administrative boundaries of Co Do district to establish Thoi Lai district under Can Tho city as follows:
I. ADJUSTMENT OF ADMINISTRATIVE BOUNDARIES OF COMMUNES AND ESTABLISHMENT OF COMMUNES UNDER THOT NOT DISTRICT, VINH THANH DISTRICT, CO DO DISTRICT
1. Establish Vinh Binh commune under Thot Not district based on the adjustment of 1,095.67 hectares of natural area and 3,191 population from Thoi Thuan commune; 857.84 hectares of natural area and 4,038 population from Trung Nhat commune.
Vinh Binh commune has 1,953.51 hectares of natural area and 7,229 population.
Administrative boundary of Vinh Binh commune: East borders Thoi Thuan commune and Trung Nhat commune; West borders Vinh Thanh district; South borders Trung An commune and Vinh Thanh district; North borders Thuan An commune and Vinh Thanh district.
2. Adjust the entire 1,953.51 hectares of natural area and 7,229 population of Vinh Binh commune, Thot Not district, to be managed by Vinh Thanh district.
3. Adjust 201.85 hectares of natural area and 1,047 population of Trung Hung commune under Vinh Thanh district to Trung Thanh commune under Thot Not district management.
Trung Thanh commune has 2,399.56 hectares of natural area and 18,063 population.
4. Adjust 1,197.90 hectares of natural area and 11,116 population of Trung An commune under Thot Not district to be managed by Co Do district.
5. Adjust the entire 2,399.56 hectares of natural area and 18,063 population of Trung Thanh commune under Thot Not district to be managed by Co Do district.
6. Establish Thanh Loi commune under Vinh Thanh district based on the adjustment of 4,323.81 hectares of natural area and 10,472 population of Thanh Thang commune.
Thanh Loi commune has 4,323.81 hectares of natural area and 10,472 population.
Administrative boundary of Thanh Loi commune: East borders Thanh An commune and Thanh Thang commune; West borders Kien Giang province and An Giang province; South borders Thanh Thang commune and Kien Giang province; North borders Thanh An commune and An Giang province.
7. Adjust 545.19 hectares of natural area and 2,426 population of Trung Hung commune to Thanh Loc commune under Vinh Thanh district management.
Thanh Loc commune has 3,593.13 hectares of natural area and 15,148 population.
8. Adjust the entire 9,570.53 hectares of natural area and 20,520 population of Thanh Phu commune under Vinh Thanh district to be managed by Co Do district.
9. Adjust the remaining 3,459.87 hectares of natural area and 20,469 population of Trung Hung commune under Vinh Thanh district to be managed by Co Do district.
10. Establish Dong Thang commune under Co Do district based on the adjustment of 1,501.82 hectares of natural area and 5,128 population of Dong Hiep commune.
Dong Thang commune has 1,501.82 hectares of natural area and 5,128 population.
Administrative boundary of Dong Thang commune: East borders Dong Hiep commune; West borders Thoi Xuan commune and Co Do town; South borders Dong Binh commune and Dong Thuong commune; North borders Thoi Hung commune.
11. Establish Thoi Xuan commune under Co Do district based on the adjustment of 1,710.64 hectares of natural area and 7,009 population of Thoi Dong commune.
Thoi Xuan commune has 1,710.64 hectares of natural area and 7,009 population.
Administrative boundary of Thoi Xuan commune: East borders Dong Binh commune and Dong Thang commune; West borders Thoi Dong commune and Vinh Thanh district; South borders Dong Binh commune and Thoi Dong commune; North borders Co Do town and Vinh Thanh district.
12. Establish Tan Thanh commune under Co Do district based on the adjustment of 1,631.58 hectares of natural area and 7,928 population of Thoi Thanh commune.
Tan Thanh commune has 1,631.58 hectares of natural area and 7,928 population.
Administrative boundary of Tan Thanh commune: East borders Thoi Thanh commune and Dinh Mon commune; West borders Thoi Hung commune, Xuan Thang commune, and Thoi Lai town; South borders Thoi Lai town and Dinh Mon commune; North borders Thoi Hung commune and O Mon district.
13. Establish Truong Xuan B commune under Co Do district based on the adjustment of 2,014.89 hectares of natural area and 7,503 population of Truong Xuan A commune.
Truong Xuan B commune has 2,014.89 hectares of natural area and 7,503 population.
Administrative boundary of Truong Xuan B commune: East borders Hau Giang province; West borders Dong Thuong commune; South borders Truong Xuan A commune; North borders Dong Thuong commune and Truong Xuan commune.
14. Establish Truong Thang commune under Co Do district based on the adjustment of 1,481.86 hectares of natural area and 6,466 population of Truong Thanh commune; 656.54 hectares of natural area and 4,711 population of Thoi Lai commune.
Truong Thang commune has 2,138.4 hectares of natural area and 11,177 population.
Administrative boundary of Truong Thang commune: East borders Truong Thanh commune and Dinh Mon commune; West borders Thoi Lai commune and Truong Xuan commune; South borders Truong Xuan commune and Truong Thanh commune; North borders Dinh Mon commune, Thoi Lai commune, and Thoi Lai town.
After adjusting the administrative boundaries of communes and establishing communes under Thot Not, Co Do, and Vinh Thanh districts:
- Thoi Thuan commune remains with 1,803.15 hectares of natural area and 30,268 population.
- Trung Nhat commune remains with 1,679.94 hectares of natural area and 18,085 population.
- The remaining 186 hectares of natural area and 2,755 population of Trung An commune will be adjusted to establish a ward under Thot Not district.
Thot Not district has 11,780.74 hectares of natural area and 160,580 population, with 7 direct administrative units including communes: Thoi Thuan, Trung Nhat, Trung Kien, Thuan Hung, Tan Hung, Tan Loc, and Thot Not town.
- Thanh Thang commune remains with 2,327.02 hectares of natural area and 7,124 population.
Vinh Thanh district has 29,759.06 hectares of natural area and 117,930 population, with 11 direct administrative units including communes: Vinh Trinh, Vinh Binh, Thanh My, Thanh Quoi, Thanh An, Thanh Tien, Thanh Thang, Thanh Loi, Thanh Loc, Vinh Thanh town, and Thanh An town.
- Dong Hiep commune remains with 1,642.66 hectares of natural area and 6,288 population.
- Thoi Dong commune remains with 1,874.42 hectares of natural area and 6,121 population.
- Thoi Thanh commune remains with 1,397.05 hectares of natural area and 11,791 population.
- Truong Xuan A commune remains with 1,664.32 hectares of natural area and 7,157 population.
- The remaining area of Thới Lai commune is 1,762.76 hectares of natural land and 6,600 inhabitants (renamed to Thới Tân commune).
- The remaining area of Trường Thành commune is 1,897.41 hectares of natural land and 12,427 inhabitants.
- Trung An commune has 1,197.90 hectares of natural land and 11,116 inhabitants.
Cờ Đỏ district has 56,613.97 hectares of natural land and 249,306 inhabitants, with 23 subordinate administrative units, including communes: Thới Thạnh, Tân Thạnh, Định Môn, Trường Thành, Trường Xuân, Trường Xuân A, Trường Xuân B, Xuân Thắng, Trường Thắng, Thới Tân, Đông Bình, Đông Thuận, Thới Hưng, Đông Hiệp, Đông Thắng, Thới Đông, Thới Xuân, Trung An, Trung Thạnh, Thạnh Phú, Trung Hưng, Cờ Đỏ town and Thới Lai town.
II. ESTABLISHMENT OF THỐT NỐT DISTRICT AND SUBORDINATE WARD
1. Establishment of Thốt Nốt District:
Establish Thốt Nốt District under Cần Thơ City based on the entire 11,780.74 hectares of natural land and 160,580 inhabitants of Thốt Nốt district (including the entire natural land and population of Thốt Nốt town and communes: Thới Thuận, Trung Nhứt, Trung Kiên, Thuận Hưng, Tân Hưng, and Tân Lộc).
Thốt Nốt District has 11,780.74 hectares of natural land and 160,580 inhabitants.
Administrative boundaries of Thốt Nốt District: East borders Đồng Tháp Province; West borders Vĩnh Thạnh and Cờ Đỏ districts; South borders Cờ Đỏ district and Ô Môn district; North borders An Giang and Đồng Tháp provinces.
2. Establishment of wards under Thốt Nốt District:
a. Establish Thới Thuận Ward under Thốt Nốt District based on adjusting 1,026.06 hectares of natural land and 16,296 inhabitants from Thới Thuận commune.
Thới Thuận Ward has 1,026.06 hectares of natural land and 16,296 inhabitants.
Administrative boundaries of Thới Thuận Ward: East borders Tân Lộc Ward and Đồng Tháp Province; West borders Vĩnh Thạnh district; South borders Thuận An Ward and Tân Lộc Ward; North borders An Giang and Đồng Tháp provinces.
b. Establish Thuận An Ward under Thốt Nốt District based on 777.09 hectares of natural land and 13,972 inhabitants remaining from Thới Thuận commune.
Thuận An Ward has 777.09 hectares of natural land and 13,972 inhabitants.
Administrative boundaries of Thuận An Ward: East borders Tân Lộc Ward; West borders Vĩnh Thạnh district; South borders Trung Nhứt Ward, Thốt Nốt Ward, and Tân Lộc Ward; North borders Thới Thuận Ward.
c. Establish Thốt Nốt Ward under Thốt Nốt District based on the entire 575.48 hectares of natural land and 23,266 inhabitants of Thốt Nốt town.

d. Establish Thạnh Hòa Ward under Thốt Nốt District based on adjusting 556.64 hectares of natural land and 5,377 inhabitants from Trung Nhứt commune; and the remaining 186 hectares of natural land and 2,755 inhabitants from Trung An commune.
Thạnh Hòa Ward has 742.64 hectares of natural land and 8,132 inhabitants.
Administrative boundaries of Thạnh Hòa Ward: East borders Trung Kiên Ward; West borders Trung Nhứt Ward and Cờ Đỏ district; South borders Cờ Đỏ district; North borders Trung Nhứt Ward and Trung Kiên Ward.
đ. Establish Trung Nhứt Ward under Thốt Nốt District based on 1,123.30 hectares of natural land and 12,708 inhabitants remaining from Trung Nhứt commune.

h. Establish Tân Hưng Ward under Thốt Nốt District based on the entire 1,466.25 hectares of natural land and 9,216 inhabitants of Tân Hưng commune.

i. Establish Tân Lộc Ward under Thốt Nốt District based on the entire 3,268.16 hectares of natural land and 30,595 inhabitants of Tân Lộc commune.

III. ADJUSTMENT OF ADMINISTRATIVE BOUNDARIES OF CỜ ĐỎ DISTRICT TO ESTABLISH THỚI LAI DISTRICT
Establish Thới Lai District under Cần Thơ City based on adjusting 25,566.30 hectares of natural land and 126,842 inhabitants from Cờ Đỏ district (including the entire natural land and population of 13 subordinate administrative units, including communes: Thới Thạnh, Tân Thạnh, Định Môn, Trường Thành, Trường Xuân, Trường Xuân A, Trường Xuân B, Trường Thắng, Xuân Thắng, Thới Tân, Đông Bình, Đông Thuận, and Thới Lai town).
Thới Lai District has 25,566.30 hectares of natural land and 126,842 inhabitants, with 13 subordinate administrative units, including communes: Thới Thạnh, Tân Thạnh, Định Môn, Trường Thành, Trường Xuân, Trường Xuân A, Trường Xuân B, Trường Thắng, Xuân Thắng, Thới Tân, Đông Bình, Đông Thuận, and Thới Lai town.
The administrative boundary of Thới Lai District: East borders Phong Điền District, Ô Môn District; West borders Cờ Đỏ District, Cần Thơ City, and Kiên Giang Province; South borders Phong Điền District, Cần Thơ City, and Hậu Giang Province, Kiên Giang Province; North borders Cờ Đỏ District, Ô Môn District.
After establishing Thốt Nốt District and its affiliated wards; adjusting the administrative boundary of Cờ Đỏ District to establish Thới Lai District:

Cần Thơ City has 140,161.60 hectares of natural area and 1,147,067 population, with 9 subordinate administrative units, including the districts: Ninh Kiều, Bình Thủy, Cái Răng, Ô Môn, Thốt Nốt, and the counties: Phong Điền, Cờ Đỏ, Thới Lai, Vĩnh Thạnh.
Article 2. This Decree shall take effect fifteen days after its publication in the Official Gazette.
Article 3. The Minister of Home Affairs, the Chairman of the People's Committee of Cần Thơ City, and the heads of relevant agencies are responsible for implementing this Decree./.
