Decision No. 120/2000/QĐ/BNN-VP on the establishment of the Steering Board for the International Support Program" (LSG Steering Board) of the Ministry of Agriculture and Rural Development

DECISION OF THE MINISTER

MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT RURAL AREA

Regarding the establishment of the Steering Board for the "International Support Program" (ISG Steering Board) of the Minister of Agriculture and Rural Development

MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT RURAL AREA

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 132/QĐ-BNN-HTQT dated September 22, 1999 of the Ministry of Agriculture and Rural Development promulgating the Regulation on management and use of foreign aid funds directly managed by the Ministry; Based on the Minutes and agreements reached between relevant ministries and agencies of Vietnam and representatives of some countries and international organizations meeting in Hanoi (on January 10, 1997, March 24, 1997, February 18, 2000, and May 30, 2000), and the consensus on the content of the Terms of Reference (TOR) of the International Support Program among donors and the Ministry of Agriculture and Rural Development;

Upon the proposal of the Director of the Cadre Organization Department and the Director of the International Cooperation Department.

Now, the International Support Program (ISG) of the Ministry of Agriculture and Rural Development hereby establishes the Steering Board for the International Support Program (referred to as the Steering Board). The composition of the Steering Board for the International Support Program includes: 1. Chairman: Deputy Minister of Agriculture and Rural Development,

DECISION:

Article 1. 2. Vice-Chairman and Director of the ISG Office:

- Director of the International Cooperation Department,

3. Members:

- Director of the Agricultural and Rural Development Policy Department,

- Director of the Planning and Planning Department,

- Director of the Finance and Accounting Department,

- Director of the Cadre Organization Department,

- Director of the Science, Technology, and Product Quality Department,

- Director of the Agricultural Extension and Forestry Promotion Bureau,

- Director of the Water Resources and Irrigation Works Management Bureau,

- Director of the Forestry Development Bureau,

- Representatives of related ministries and agencies, donors, and participating international organizations.

Tasks of the Steering Board:

Article 2. a. Advising the leadership of the Ministry on measures and forms to strengthen state management in the field of mobilizing and effectively utilizing foreign aid funds and international support for agricultural and rural development.

b. Assisting the Ministry in coordinating international cooperation activities in the fields of ODA and FDI mobilization, trade promotion, and international integration.

c. Identifying priority issues in the sector that need research, development, experience exchange, and international support.

d. Drafting plans and guiding specialized working groups of the International Support Program in their detailed work.

e. Approving the annual fundraising plan and budget of the International Support Program.

In addition to the main tasks mentioned above, the activities of the Steering Board must comply with the Terms of Reference (TOR) of the International Support Program approved by donors and the Ministry of Agriculture and Rural Development.

The Head of the Ministry's General Office, the Directors of the Cadre Organization Department and the International Cooperation Department, heads of units named in Article 1 under the Ministry, and those specified in Article 1 shall be responsible for implementing this Decision.

The Terms of Reference (TOR) of the International Support Program have been approved by the donors and the Ministry of Agriculture and Rural Development.

Article 3. This Decision takes effect fifteen days from the date of issuance.

Article 4. The Director of the Ministry's Office, the Head of the Organization Department, the Head of the International Cooperation Department, the Heads of units named in this Decision and specified in Article 1 shall be responsible for implementing this Decision.
