Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of the Master Plan for Socio-Economic Development, and Decree No. 04/2008/NĐ-CP dated January 11, 2008 amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government;

Considering the proposal of the People's Committee of Binh Thuan Province,

DECISION:

Article 1. Approves the Master Plan for Socio-Economic Development of Binh Thuan Province until 2020 with the main contents as follows:

I. DEVELOPMENT VIEWS

1. Mobilize the highest possible resources to accelerate the speed and improve the quality of economic growth to quickly narrow the gap and catch up with the general level of development of the whole country.

2. Ensure the socio-economic development of Binh Thuan Province within the overall development of the whole country and international economic integration.

3. Promote the restructuring of the economy towards industrialization and modernization. Increase rapidly sectors, fields, and regions of the economy with high labor productivity. Leverage human factors and advantages in marine resources and geographical location to form and develop key industries and products, driving regions to accelerate economic growth, enhance competitiveness, and strengthen international economic integration.

4. Develop socio-economy sustainably, combining economic growth with social development, poverty reduction, and social equity.

5. Closely combine economic development with national defense and security consolidation in each locality, on islands, and in coastal areas of the province.

II. DEVELOPMENT OBJECTIVES

1. General Objective

Build and develop Binh Thuan to become a modern, dynamic industrial-service province by 2020. Modern infrastructure will be built and synchronized with the rest of the country and internationally. Production relations will progress, and people's living standards will continuously improve and increase.

2. Specific objectives

a) On the economy:

- The average annual economic growth rate (GDP) for the period 2009-2010 is approximately 14.0%, for the period 2011-2015 is approximately 13.0-14.3%, and for the period 2016-2020 is approximately 12.0-12.8%. Per capita GDP in 2010 will increase 1.84 times compared to 2005, in 2015 will increase about 1.78 times compared to 2010, and in 2020 will increase about 1.7 times compared to 2015.

- The economic structure will continue to shift towards increasing the proportion of industry-construction and services. Strive to reach by 2010, the proportion of industry-construction in GDP is 36.29%, agriculture-forestry-fishery is 20.97%, and services is 42.74%; by 2015, it will correspondingly be 45.6%, 12.8%, and 41.6%; and by 2020, it will correspondingly be 47.72%, 7.83%, and 44.45%.

- The ratio of budget revenue mobilized from the state (excluding oil and gas resource taxes) to GDP for the period 2009-2010 will be around 15-16%, for the period 2011-2015 will be around 16-17%, and for the period 2016-2020 will be around 18-20%.

- Export turnover for the period 2009-2010 will increase at an average rate of 20% per year, and for the period 2011-2020 will increase at an average rate of about 17-18% per year. Strive to reach an export turnover of about 235 million USD by 2010, about 480-500 million USD by 2015, and about 1 billion USD by 2020.

- Economic and social infrastructure will be built synchronously and modernly to meet the requirements of production and people's lives throughout the province.

- Increase and use effectively the total investment capital for the entire society. Strive to achieve a total investment capital for the entire society of 54-56% of GDP for the period 2009-2010, 44-46% of GDP for the period 2011-2015, and 40-42% of GDP for the period 2016-2020.

b) On society:

- Reduce the birth rate for the period 2009-2010 at an average rate of 0.56‰ per year, and for the period 2011-2020 at an average rate of 0.21‰ per year. Control the natural population growth rate at 1.14% in 2010 and 1.0-1.1% in 2020.

- Create new jobs for the period 2009-2010 at an average rate of 22,000-23,000 workers per year, and for the period 2011-2020 at an average rate of 11,000-12,000 workers per year. Accelerate the restructuring of the workforce towards progress. Strive to reach by 2010, the proportion of agricultural-livestock-fishing labor in the total number of working labor is 55-57%, industry-construction is 18-20%, and services is 26-27%; by 2020, the corresponding proportions will be 27-28%, 27-28%, and 44-45%. The labor force with training will reach about 30% in 2010 and about 50-55% in 2020. Increase the utilization of rural labor time, reduce urban unemployment to below 4% in 2010 and 3-3.5% in 2020.

- Average income of the people will increase 1.8-2.0 times, reduce the poverty rate (according to new standards) to 5.0-7.0% in 2020, and decrease more than two-thirds of the poverty rate according to corresponding standards during the period 2011-2020.

- Increase the enrollment rate and improve the quality of preschool and primary education. The enrollment rate of students of appropriate age for junior secondary school will reach 85% in 2010 and over 95% in 2020; for senior secondary school, it will correspondingly reach 60-65% in 2010 and over 80% in 2020. Strive to achieve over 20% of schools reaching national standards by 2010 and over 7% by 2020.

- Consolidate and complete the basic health care network. Construct and upgrade commune health stations to national standards. Strive to achieve 85% of commune health stations meeting national health standards by 2010 and 100% by 2020.

- Reduce malnutrition among children under five years old to below 15% in 2010 and below 7% in 2020. Increase the average life expectancy of the population to 70-72 years in 2010 and 76-78 years in 2020.

- Based on the development of industry and services, increase the rate of urbanization to about 40-42% in 2010 and 60-65% in 2020.

c) On environmental protection:

- Increase forest coverage to 51% in 2010 and 53-54% in 2020. Minimize drought conditions (both in terms of area and duration).

- Urban areas and industrial zones shall have systems for collecting and treating waste. By 2020, 100% of hazardous industrial waste and medical waste shall be treated according to Vietnamese standards. By 2010, 100% of urban population and approximately 85% of rural population shall have access to clean water; 80% of rural households shall have sanitary latrines. By 2020, over 95% of rural population shall have access to clean water for daily use and over 95% of households shall have sanitary latrines, with 100% of household waste collected and treated.

- Exploit and use natural resources reasonably, protect biodiversity, especially in natural conservation areas in Tanh Linh and Ham Tan Thuong South, industrial mining development areas, tourism areas, coastal and near-coastal regions.

III. DIRECTIONS FOR DEVELOPING SECTORS AND DOMINANT PRODUCTS

1. Developing industry, small-scale industry, and construction

a) Develop industries towards diversification; prioritize industrial products with high technological content and significant added value, focusing on sectors and fields where the Province has advantages in potential and economic geography such as energy industry, mining, production of building materials, food processing, biotechnology, mechanical engineering, manufacturing serving marine economy, agricultural and rural development, and supporting industries for the Southern key economic region.

b) Develop industry at a high and stable pace. The average annual growth rate of added value during the period from 2009 to 2010 shall reach about 20-21%, from 2011 to 2015 about 18-19%, and from 2016 to 2020 about 16.0-17.5%.

c) The industrial structure shall shift towards concentrating on developing the following product groups:

- Energy: including thermal power, hydropower, wind power.

- Frozen and processed seafood.

- Mining and processing of minerals, oil and gas, and production of building materials.

- Machinery, electronics, shipbuilding and repair, marine transportation.

- Production of mineral water, soft drinks, yarn, weaving, garment, footwear.

- Processing of agricultural and forestry products and production of handicrafts.

d) Vigorously develop rural industry and traditional small-scale craft industries. Encourage enterprises to innovate technology, improve management levels, increase the proportion of processed industrial products, and enhance product values.

đ) Construct and develop the Vinh Tan and Son My Power Centers. From now until 2020, establish eleven industrial zones within the territory: Tuy Phong, Phan Thiet, Ham Kiem, Tan Duc, Son My, Ke Ga, Ham Cuong, Ba Dang Port, Tan Hai, Tan Phuc, Phan Ri Cu. Gradually build industrial clusters with a scale of 75-100 hectares in each district, striving to have 2-3 concentrated industrial clusters in each district and town by 2020.

2. Developing agriculture, forestry, and fisheries

Develop agriculture, forestry, and fisheries in combination towards sustainable ecological production, efficient commodity production linked to markets, and the development of crafts, building new countryside. The average annual growth rate of added value during the period from 2009 to 2010 shall reach 6.0-7.0%, and from 2011 to 2020 about 4.0-5.4%. Directions for developing sectors are as follows:

a) Fisheries: concentrate on developing distant-water fishing and aquaculture. Strengthen the construction of fishery infrastructure. Build and complete fishery infrastructure, focusing on fish ports (Phan Thiet, Phu Quy, La Gi, Phan Ri Cu) and anchorage areas for typhoon shelters (Lien Huong, Chi Cong, Phan Ri Cu, Mui Ne, Phu Hai, Ba Dang, La Gi, and Phu Quy). Closely integrate fishing activities with the protection of aquatic resources. Strive for an average annual growth rate of the sector from 2009 to 2010 of 9-10%, and from 2011 to 2020 of 7.0-8.0%; by 2010, the catch volume shall reach 180,000 tons and aquaculture volume 20,000 tons; by 2020, the catch volume shall reach 190,000 tons and aquaculture volume 30,000 tons.

b) Agriculture: invest in developing agriculture towards diversifying crops and livestock breeding linked to processing industries and suitable markets based on local advantages and market demands. Shift the agricultural economic structure towards increasing the proportion of livestock product value and increasing commodity agricultural products with local advantages. Based on leveraging local advantages, form specialized production areas for long-term cash crops and fruit trees (cocoa, rubber, coffee, dragon fruit...) and large livestock breeding (cattle, goats...). Focus on grain production, striving for rice production to reach 495-500 thousand tons in 2010 and around 550 thousand tons in 2020 to ensure food security. Implement safe production measures to meet domestic demand for clean food, export requirements, and raw materials for processing industries.

c) Forestry: protect and care for existing forests, actively plant new ones, encircle and regenerate forests, nurture and rationally exploit forests. Increase forest coverage to 51% of total natural land area by 2010 and to 53-54% by 2020.

3. Developing tourism

Develop tourism into a significant contributor to the Province's economic development. Maintain an average annual growth rate of tourism revenue throughout the period of 16-18%, and an average annual growth rate of tourist arrivals of 10-12%.

Promote international tourism strongly, using international tourism as a driving force to boost domestic tourism and the development of service industries. Diversify tourism products, focusing on cultural tourism, ecological tourism, resort and leisure tourism, sports tourism, and conference and seminar combined tourism. Vigorously promote and market tourism, building and promoting the brand of Binh Thuan tourism in the global market, seeking to expand new markets. Develop key tourist areas in Tien Thanh - Phu Hai - Mui Ne - Hon Rom - Hoa Thang - Binh Thanh - Vinh Hao, Thuon Qui - Ke Ga - La Gi... some international-scale tourist zones with competitive capabilities compared to major coastal tourist centers in the region. Invest in developing a synchronized infrastructure system to serve tourism. Organize and connect tourism routes within the province with national tourism routes. Gradually raise the standards of the tourism industry to international levels.

4. Develop service industries

Mobilize all capabilities and resources to develop service industries. Strive for the average annual growth rate of the service sector during the period of 2009-2010 to reach 15.6%, during the period of 2011-2015 to reach 15.3%, and during the period of 2016-2020 to reach 12.8%. Among which, focus on developing the following main service industries:

a) Transportation services: develop comprehensive transportation services to meet the needs of economic development and serve the people's lives. Focus on building a fleet of marine transport vessels and transportation means serving thermal power centers and aluminum-bauxite production. Strengthen the development of cargo and passenger transport between the mainland and Phu Quy Island. Vigorously develop integrated logistics services.

b) Trade and import-export business: develop trade, gradually modernize it, ensure fast and convenient circulation of goods, stimulate production development. Concentrate on consolidating the commercial network throughout the province. Build modern commercial-service centers in Phan Thiet City and La Gi Town. Complete the network of markets, especially central markets in Phan Thiet City, La Gi Town, and district capitals. Form a seafood wholesale market in the southern part of Phan Thiet City. Build one to two central markets and regional markets in each district, complete the rural market system. In export, shift towards increasing high-value-added processed industrial products. Study and plan the construction of an international trade exchange center in Phan Thiet City.

c) Develop other service industries such as finance, banking, insurance, consulting services, information technology and software, research and transfer of scientific and technological progress, supply of technical materials serving agricultural and fisheries production... to meet needs and be consistent with the level of economic and social development of the Province at different stages of development. By 2010, implement electronic information portals, trading platforms, and electronic libraries on science and technology, provincial video conferencing systems. After 2010, establish some information technology industrial bases operating in the direction of service development, mainly software services, content services, and initially hardware industry.

5. Construct infrastructure

a) On transportation:

- Renovate and upgrade the section of National Highway 1A passing through the province to meet Class I technical standards. Construct the North-South expressway section within the province. Construct the ring road (new bypass) of Phan Thiet City to meet Class I technical standards with 4-6 lanes. Upgrade the road connecting National Highway 1A with Phan Thiet Port, Ke Ga Port, and Son My Port.

- Construct coastal roads including Route 706B (Phan Thiet - Mui Ne) and connect existing sections along the coast of the province's districts and with Ninh Thuan Province in the north at Vinh Hao - Vinh Tan area and with Ba Ria - Vung Tau Province in the south.

- Renovate and upgrade National Highway 28 connecting with Lam Dong and National Highway 55 connecting with Ba Ria - Vung Tau, the sections passing through the province to meet Class I technical standards.

- Upgrade and renovate provincial roads: 711, 712, 714, 715, 716, 718, 719, 720, 766 to meet Class III and Class IV technical standards.

- Develop a modern urban transportation network. Construct large bridges including Van Thanh, Hung Vuong, Nguyen Van Cu and bridges over rivers: Ca Ty, Phan Thiet, Dinh. Construct a modern central bus station, upgrade bus stations in district centers and urban areas.

- Connect some district and commune roads into inter-district and inter-commune trunk roads. The proportion of paved road surfaces reaches 80-90%. Construct and upgrade the ring road around Phu Quy Island. Develop and upgrade the rural road network to highland and remote areas, ensuring smooth access to residential areas in the province.

- Renovate and upgrade the Thong Nhat railway line, Muong Man - Phan Thiet railway line, Muong Man railway station, and construct a new Phan Thiet railway station. Invest in constructing a railway line from the Central Highlands to the Ke Ga multi-purpose port to serve the exploitation and production of bauxite and the socio-economic development of regions along the railway route. Prepare to invest in constructing a high-speed railway line from Ho Chi Minh City - Phan Thiet - Nha Trang meeting international standards.

- Construct a multi-purpose and specialized Alumin Ke Ga port to serve bauxite exploitation and transportation and socio-economic development of regions along the railway route. Construct specialized ports to serve the Vinh Tan Thermal Power Center, Son My Port, and Hon Rom Tourist Port. Upgrade and expand Phan Thiet Port, Phu Quy Port, and inland waterway ports and wharfs.

- Implement upgrades and expansions of the airport on Phu Quy Island and study and construct the Phan Thiet Airport.

b) Regarding electricity: invest in constructing the Vinh Tan Thermal Power Center and Son My. Construct hydropower plants, combining water supply for agricultural production, industry, and domestic use. Study and develop clean and renewable energy sources (wind, solar, tidal). Invest in developing energy supply for Phu Quy Island, with a focus on renewable energy sources. Standardize the distribution network, improve the quality of power supply and its coverage. Continue implementing the rural electrification program. Strive to achieve 100% of communes with 90-95% of households using electricity from the national grid by 2010.

c) Regarding irrigation:

- Concentrate investment in completing major and important local irrigation projects: the Phan Ri - Phan Thiet project, the Luu River reservoir project, the Ta Pao project, and the reservoirs: Long Song, Ca Tot, Capet, Dinh River, Gieng River, and Phan River.

- Construct a synchronized and robust canal system for reservoir projects to serve production and flood prevention.

- Construct embankments and sea walls to prevent salinity intrusion, erosion, and coastal collapse at river mouths and weak coastal areas.

d) Regarding water supply and drainage:

- Invest in constructing water supply systems for the Vinh Tan Thermal Power Center and Son My, the cities of Phan Thiet and La Gi, Phu Quy Island, and coastal tourist areas.

- Improve the quality of urban water supply services, ensuring that 100% of the urban population has access to clean water (tap water) with a standard of 120-150 liters/person/day-night by 2010, and 180-200 liters/person/day-night by 2020. Construct water supply systems to support economic development and public welfare on Phu Quy Island. For rural areas, integrate programs to develop centralized and village-level water supply systems according to appropriate scales based on the distribution of residents in each commune, prioritizing particularly difficult communes and ethnic minority regions. Strive to ensure that 85% of rural residents have access to clean water by 2010, and over 95% by 2020, with 50% supplied through centralized water systems.

- Construct separate and semi-separate stormwater drainage systems along with wastewater treatment facilities in industrial zones, the Vinh Tan Thermal Power Center and Son My, the city of Phan Thiet, the town of La Gi, and other towns and marketplaces.

đ) Regarding the environment:

- Domestic and industrial wastewater in urban areas, industrial zones, and factories must be collected and treated at centralized treatment plants before being discharged.

- Strive to collect and treat 100% of solid waste and garbage in industrial zones and urban areas; in rural areas, garbage should be treated at sanitary landfill sites.

- Allocate appropriate land for expanding and building cemeteries and graveyards. Study the construction of crematoriums in Phan Thiet City.

e) Regarding information:

- Modernize the province's telecommunications and postal network. Upgrade and complete coastal and offshore communication networks. Strive to reach an average of 63-65 telephones per 100 people and an internet subscription density of 14-16 subscriptions per 100 people by 2010, and 70-75 telephones and 40-45 internet subscriptions per 100 people by 2020.

- Invest in upgrading telephone exchanges, develop new modern service types, and modernize broadcasting and television technology. Strive to achieve 100% coverage of radio and television signals in all communes and 100% of communes and wards having radio stations by 2010.

6. Develop social sectors and fields

a) Regarding population, employment, and poverty reduction:

- Implement measures to reduce birth rates and control the natural population growth rate at 1.14% by 2010 and 1.0-1.1% by 2020. Reasonably arrange and relocate the population between different regions within the province. The urban population ratio should reach 42-45% by 2010 and 65-70% by 2020.

- Implement comprehensive solutions to address employment for workers and reduce poverty. Strive to create new jobs averaging 22,000-23,000 annually during 2009-2010 and 11,000-12,000 annually during 2011-2020; reduce the number of poor households to about 5-7% by 2010 and decrease the poverty rate by more than two-thirds during 2011-2020 compared to the corresponding period.

b) Regarding education and training:

- Vigorously develop preschool education, striving for 18% of children in preschool age to attend kindergartens by 2010 and 30-40% by 2020; the corresponding kindergarten attendance rate should be 80% and 90-95%.

- Maintain and enhance the quality of compulsory secondary education. Strive to achieve over 99% of school-age children attending primary school; increase the proportion of school-age children attending junior high school to 80-85% by 2010 and over 95% by 2020; senior high school attendance should be 60-65% by 2010 and over 80% by 2020.

- Build and modernize school infrastructure and equipment towards national standards. Strive to achieve by 2010, kindergarten classrooms reaching 50% solid construction, primary schools reaching 70%, and secondary schools reaching 100%; national standard schools reaching 20% by 2010 and over 70% by 2020.

- Strengthen boarding schools, regular education centers, and community learning centers in communes and wards.

- Increase investment and expand the scale of local vocational training institutions. Establish Binh Thuan University and a Vocational College. Invest in equipment and infrastructure for the Health College. Promote socialization in education and training. Strive to achieve a labor force training rate of 30% by 2010 and 50-55% by 2020.

c) Regarding health care and people's health protection:

- Construct a provincial general hospital with a capacity of 700-800 beds, develop specialized hospitals (obstetrics and gynecology, pediatrics, traditional medicine, mental health), and centers (ophthalmology, dermatology, malaria control, endocrinology, forensic medical examination, occupational health, and environmental health). Strive to complete the expansion and upgrade of district hospitals, regional multi-specialty clinics, and establish a Phan Thiet City Hospital by 2010.

- Strengthening and perfecting the primary healthcare network; constructing and upgrading communal health stations to national standards. Strive to achieve 85% of communal health stations meeting national health standards by 2010 and 100% by 2020; the ratio of hospital beds reaching 25.5 beds per ten thousand people by 2010 and 28 beds per ten thousand people by 2020; the ratio of doctors reaching 6 to 7 people per ten thousand people by 2010 and 9 to 10 people per ten thousand people by 2020.

- Developing preventive healthcare networks from province to commune level, promoting socialization in the healthcare sector. Strive to have 3 to 4 private hospitals by 2010 and 5 to 6 private hospitals by 2020.

- Increasing average life expectancy to 70 to 72 years old by 2010 and 76 to 78 years old by 2020; the rate of malnutrition among children under five years old below 15% by 2010 and below 7% by 2020; reducing the incidence and mortality rates from infectious diseases; controlling epidemic diseases at the lowest possible levels; effectively preventing and managing social diseases, occupational diseases, and accidents.

d) Regarding culture and information, physical education and sports:

- Promoting grassroots cultural movements, implementing well the mass movement "All People United for the Building of a Cultural Life." Expanding forms of cultural activities and services. Diversifying types of cultural and information activities. Implementing the program to cover television and radio broadcasts throughout the province; increasing broadcasting hours and improving the quality of programs of the Binh Thuan Radio and Television Station. Striving to reach 70% of communes and wards having basic cultural and information facilities by 2010; 75% of villages (villages, hamlets, neighborhoods, wards) having cultural houses, with 55% of villages meeting cultural standards; and 100% of districts (districts, towns, cities) having basic cultural and information facilities. By 2020, achieving 100% of communes (communes, wards, towns) having basic cultural and information facilities and 100% of villages having cultural houses meeting national standards.

- Planning the organization of traditional festivals and folk culture events to strengthen connections, promote community spirit, look towards roots, preserve and promote the value of cultural heritage, and maintain ethnic cultural identity.

- Vigorously developing the mass physical education and sports cause. Constructing and developing sports disciplines with specific characteristics of the Province, with particular emphasis on the requirement of combining development with tourism, especially marine sports. b) Developing sustainable ecological agriculture. Protecting and enriching existing natural forest resources, planting new forests, and scattered trees. Controlling the use and disposal of chemicals containing factors that cause environmental pollution in agriculture, forestry, and fisheries. Having comprehensive and reasonable plans for mineral resource exploitation, water resources, and post-mining land reclamation and ecological environment recovery. Paying attention to the treatment of industrial, agricultural, and medical waste. Regularly and strictly monitoring wastewater, waste, and garbage treatment measures.

c) Enhancing environmental management work, protecting biodiversity. Increasing investment in material and equipment to improve forecasting and warning of natural disasters, modernizing search and rescue equipment, and mitigating disaster aftermaths. Improving the ability to prevent and limit the negative impacts of natural disasters and adverse climate changes on the economy, society, and the environment. Effectively responding to and mitigating environmental pollution incidents and natural disasters.

Building a strong environmental management system, promoting socialization in environmental protection work.

8. Combining economic development with ensuring security, defense, and building a robust political system.

Closely integrating economic and social development with strengthening defense, security, and diplomacy. Building the whole-people defense posture, the people's security posture, and the people's border defense posture. Closely coordinating between military, border defense, police agencies, departments, sectors, mass organizations, and the entire population to form a combined strength, building a province that is politically strong, economically wealthy, militarily powerful, and secure. IV. DEVELOPMENT DIRECTION ACCORDING TO TERRITORIALITY

1. Urban and Industrial Space Development

a) Developing urban space within the province with main centers and urban areas: the central urban area of Phan Thiet - Mui Ne with Phan Thiet City as the center, a central city in the South of the South Central Coast region, a Class II city, and a national-level tourist city; the northern cluster of the province including Phan Ri Cu and Lien Huong; the southern region including La Gi Town and urban areas connected with Ham Kiem, Ham Cuong, Ke Ga, Tan Hai, and Ba Danh industrial zones; the southwestern region connected with Tan Phuc, Tan Duc, Son My industrial zones; the La Nga River town cluster including Vo Xu and Lac Tang townships.

b) Construct and develop industrial spaces including industrial zones: Phan Thiet - Ham Kiem - Ham Cuong - Ke Ga, Phan Ri Cu - Vinh Hao - Vinh Tan, Tan Duc - Son My, Tan Hai - Ba Dang.

2. Develop agricultural, forestry, and fisheries spaces

VI. 实施规划的主要措施

1. Mobilization of Investment Capital

为了调动投资资金实现规划目标,平顺省提出分阶段筹集资金方案,选择优先研究投资项目,合理分期投资,并采取具体实际措施吸引投资,确保实现既定目标,具体如下:

a) 对于财政资金:除中央政府在该地区投资项目的资金外,省级使用中央财政支持资金集中建设必要的经济社会基础设施,包括水利设施和生活用水供应,扩大农村交通网络,电网。

b) 在土地法框架内,采取适当措施最大限度地利用土地基金发展城市、工业和手工业。

c) 对于外部资金:加强吸引外国直接投资,同时争取优惠贷款资金用于重点计划和项目,特别是教育、卫生、环境保护、农村基础设施、贫困乡村和困难地区的投资。

d) 制定和实施激励机制和政策,鼓励各种经济成分投资发展经济,尤其是农村生产和经营活动的发展。

e) 加强社会化的教育、培训、医疗卫生、文化信息、体育等领域,以动员社会资源进行这些领域的投资和发展。

2. 改革国有企业和发展各种经济成分

7. Planning solutions

Incorporate planning work into routine operations, making it a powerful tool for the State in managing the economy. Implement decentralization in planning formulation, review, approval, implementation, and supervision. Invest according to plans, in line with capital balance capabilities and other resources.

8. Implementation organization

Organize the announcement of approved planning. Study and implement comprehensive and synchronized planning. Develop plans to achieve high results and effectiveness in implementing planning.

Article 2. This planning serves as guidance and a basis for formulating, submitting for approval, and implementing sectoral planning, territorial regional planning, and investment projects in Binh Thuan Province as prescribed.

Article 3. The People's Committee of Binh Thuan Province, based on the goals, tasks, and directions for socio-economic development of the Province in the Planning, shall take the lead and coordinate with relevant Ministries and sectors to direct the formulation, submission for approval, and implementation in accordance with regulations:

1. Comprehensive socio-economic development planning for districts, towns, cities; urban planning; land use planning and plans; industry and sector development planning to ensure overall and synchronous development.

2. Study and promulgate, within its authority, or submit to competent state agencies for promulgation certain mechanisms and policies appropriate to the development requirements of the Province and national laws at each stage, aimed at attracting and mobilizing resources to implement the Planning.

3. Formulate long-term, medium-term, and short-term plans; key development programs; specific projects for focused or phased priority investments.

4. Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to this Planning in line with the socio-economic development situation of the Province and the country at each stage of the Planning.

Article 4. Assign relevant central Ministries and sectors to support the People's Committee of Binh Thuan Province in researching and formulating the above-mentioned planning; study and submit to competent state agencies for promulgation certain mechanisms and policies appropriate to the socio-economic development requirements of the Province at each stage. Accelerate investment and implementation of large-scale projects with regional impact and importance to the Province's development that have been decided upon. Study and submit to authorized authorities for approval adjustments and supplements to sectoral development planning and investment plans for projects mentioned in the Planning. Support the Province in finding and allocating domestic and foreign investment funds to implement the Planning.

Article 5. This Decision takes effect from November 25, 2009.

Article 6. The Chairman of the People's Committee of Binh Thuan Province, Ministers, Heads of ministerial-level agencies, Heads of government agencies are responsible for enforcing this Decision./.
