Pursuant to the Law on Water Resources dated June 21, 2012;

Pursuant to the Law on Prevention and Control of Natural Disasters dated June 19, 2013;

BASED ON THE GOVERNMENT DECREE NO. 112/2008/NĐ-CP dated October 20, 2008 on management, protection, and comprehensive exploitation of water resources and environmental protection for hydroelectric and irrigation reservoirs;

CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,

DECISION:

Article 1. Issued together with this Decision are the Operation Procedures for interconnected reservoirs in the Srêpôk River Basin, including the following reservoirs: Buôn Tua Srah, Buôn Kuốp, Srêpôk 3, Srêpôk 4, and Srêpôk 4A.

Article 2. Implementation Provisions

1. This Decision shall take effect from August 15, 2014.

2. Repeal Decision No. 624/QĐ-TTg dated April 26, 2011 of the Prime Minister regarding the issuance of the Operation Procedures for interconnected reservoirs Buôn Tua Srah, Buôn Kuốp, Srêpôk 3, and Srêpôk 4 during the flood season annually.

3. The operation procedures for reservoirs issued before the effective date of this Decision must be revised and supplemented to comply with this Decision.

4. Buôn Đôn Hydroelectric Joint Stock Company is responsible for completing the adjustment and supplementation of the spillway structure to ensure water discharge downstream of the Srêpôk River from below the Srêpôk 4 dam to the Bản Đôn Hydrological Station according to the provisions of this Procedure by August 1, 2015.

Article 3. The Ministers: Natural Resources and Environment, Agriculture and Rural Development, Industry and Trade, Construction, Head of the Central Steering Committee for Flood and Storm Control, Chairmen of People's Committees, Heads of Provincial Flood and Storm Control and Search and Rescue Commands in Dak Nong, Dak Lak provinces, Chairman of the Mekong River Commission of Vietnam, Director of the National Hydro-meteorological Center, Heads of units managing and operating reservoirs, and related units are responsible for implementing this Decision./.

 

PROCEDURE

1. During the flood season:

PART I

GENERAL PROVISIONS

Article 1. - Ensuring absolute safety for hydroelectric projects Buôn Tua Srah, Buôn Kuốp, and Srêpôk 3, without allowing the reservoir water level to exceed the check water level for any flood with a recurrence interval of less than or equal to 1,000 years;

- Ensuring absolute safety for the hydroelectric project Srêpôk 4, without allowing the reservoir water level to exceed the reinforced water level for any flood with a recurrence interval of less than or equal to 1,000 years.

b. Contributing to reducing floods downstream and not causing sudden changes in flow at the border between Vietnam and Cambodia;

c. Ensuring power generation efficiency.

2. During the dry season:

a. Ensuring safety of structures;

b. Ensuring minimum water demand downstream.

The flood season and dry season in this Procedure are defined as follows:

1. Flood season from August 1 to November 30.

2. Dry season from December 1 to July 31 of the following year.

b. Ensuring minimum water demand downstream.

Article 2. The operation of discharge structures of the reservoirs must be carried out strictly in accordance with the discharge structure operation procedures that have been issued, aiming to ensure stability for the main system of structures.

Chapter II

4. During the operation process, continuous monitoring and updating of information on weather conditions, rainfall, floods; water levels at hydrological stations, inflow water levels and flows to the reservoirs, and subsequent forecast bulletins must be conducted to operate and regulate in accordance with actual conditions.

Article 5. PRINCIPLES FOR OPERATING RESERVOIRS TO REDUCE FLOODS DOWNSTREAM

5. After completing the process of reducing floods downstream, the water levels of the reservoirs must gradually return to the pre-flood water level specified in Table 2, except in cases stipulated in Article 13 of the Procedure.

FLOOD SEASON WATER LEVEL OPERATING REGULATIONS FOR RESERVOIRS

1. The flood warning levels corresponding to each flood warning level on the river at hydrological stations are specified in Table 1.

Article 7. Operation to reduce floods for downstream areas with Buôn Tua Srah reservoir

1. Authority to decide on orders to operate the reservoirs during the flood season:

a) Under normal weather conditions, the Director of the unit managing and operating the reservoir shall proactively operate and regulate to ensure that the water level of the reservoir does not exceed the value specified in Table 2, except as provided for in Article 13 of this Procedure;

b) When weather patterns as specified in Clause 2 of this Article or rain and flood situations as specified in Clauses 3, 4, and 5 of this Article occur, the Head of the Provincial Steering Committee for Flood Control and Search and Rescue in Dak Nong Province shall decide on the operation of the reservoir.

2. Operation to lower the reservoir water level to receive floods:

When the National Hydro-meteorological Center forecasts an urgent typhoon, tropical depression near the coast, or other weather patterns capable of causing rain and floods that may directly affect areas within the Srepok River basin within 24 to 48 hours, the Head of the Provincial Steering Committee for Flood Control and Search and Rescue in Dak Nong Province shall decide on the operation of the reservoir as follows:

a) In case the reservoir water level exceeds the value specified in Table 3:

- When the water level at the Ban Don Hydrological Station and the water level at the Duc Xuyen Hydrological Station are above Warning Level II but below the value specified in Table 4, operate and regulate with discharge flow equal to the inflow to maintain the current water level of the reservoir;

- When the water level at the Ban Don Hydrological Station and the water level at the Duc Xuyen Hydrological Station are below Warning Level II, operate and regulate with discharge flow greater than the inflow to gradually lower the water level of the reservoir, but not lower than the value specified in Table 3. During the operation, if the water level at the Ban Don Hydrological Station or the water level at the Duc Xuyen Hydrological Station exceeds Warning Level II and is below the value specified in Table 4, operate with discharge flow equal to the inflow to maintain the current water level of the reservoir;Central; Đức Xuyên is below Warning Level II, operate with discharge flow greater than inflow to gradually lower the reservoir water level, but not lower than the value specified in Table 3. During operation, if the water level at Hydrological Station Bản Đôn or Hydrological Station Đức Xuyên exceeds Warning Level II and is below the value specified in Table 4, operate with discharge flow equal to inflow to maintain the current reservoir water level. b) In the case where the water level of the reservoir is less than the value specified in Table 3, the owner of the reservoir is permitted to operate and regulate water, but must ensure that the water level of the reservoir does not exceed the value specified in Table 3;

c) During the operation according to Point a, Point b of this Clause, based on the forecast bulletin of the National Hydro-meteorological Center, if the weather patterns capable of causing rain and floods no longer have the potential to directly affect areas within the Srepok River basin, operate and regulate to gradually bring the water level of the reservoir back to the value specified in Table 2.Currency Exchange Agent No. 1 This clause is based on the forecast bulletin of the National Meteorological and Hydrological Center, if weather conditions capable of causing rain and floods no longer have the potential to directly affect localities within the Srêpôk River basin, operate to gradually bring the reservoir water level back to the value specified in Table 2. 3. 4. Operation to reduce floods for downstream areas:

a) When the water level at the Ban Don Hydrological Station or the water level at the Duc Xuyen Hydrological Station exceeds the value specified in Table 4, the Head of the Provincial Steering Committee for Flood Control and Search and Rescue in Dak Nong Province shall decide to operate the reservoir with discharge flow less than the inflow to reduce floods downstream, but must ensure that the water level of the reservoir does not exceed the normal water level;Central; people of Dak Nong Province decide on the operation of Buôn Tua Srah reservoir. b) When the reservoir water level reaches the normal water level, regulate the reservoir with discharge flow equal to the inflow.

5. Operation to return the reservoir water level to the highest pre-flood level:

a) When the water level at the Ban Don Hydrological Station or the water level at the Duc Xuyen Hydrological Station exceeds the value specified in Table 4, the Head of the Provincial Steering Committee for Flood Control and Search and Rescue in Dak Nong Province shall decide to operate the reservoir with discharge flow less than the inflow to reduce floods downstream, but must ensure that the water level of the reservoir does not exceed the normal water level;Central; When the water level at the Ban Don Hydrological Station or the water level at the Duc Xuyen Hydrological Station drops below Warning Level I, the Head of the Provincial Steering Committee for Flood Control and Search and Rescue in Dak Nong Province shall decide to operate and regulate with discharge flow greater than the inflow to gradually bring the water level of the reservoir back to the value specified in Table 2;

b) During the operation, if the water level at the Ban Don Hydrological Station or the water level at the Duc Xuyen Hydrological Station reaches Warning Level II, operate and regulate to maintain the current water level of the reservoir.

6. In extraordinary situations, the Chairman of the People's Committee of Dak Nong Province decides on the operation of the Buon Tu Srah Reservoir.of the National Assembly; 3. When the process of operating to regulate the reservoir water level to receive floods as stipulated in Point a and Point b Clause 2 of this Article has ended, and the conditions for operating to reduce floods for downstream areas as stipulated in Clause 4 of this Article have not yet appeared, operate the reservoir with discharge flow equal to inflow to maintain the current reservoir water level and prepare to switch to flood reduction operation for downstream areas upon order from the Head of the Provincial Steering Committee for Flood Control and Search and Rescue in Dak Lak Province.

Article 8. Reduce floods downstream for the Buon Kouop and Srepok 3 reservoirs.

1. Authority to decide on orders to operate the reservoirs during the flood season:

a) Under normal weather conditions, the Director of the unit managing and operating the reservoir shall proactively operate and regulate to ensure that the water level of the reservoir does not exceed the value specified in Table 2, except as provided for in Article 13 of this Procedure;unit b) When weather patterns as specified in Clause 2 of this Article or rain and flood situations as specified in Clauses 3, 4, and 5 of this Article occur, the Head of the Provincial Steering Committee for Flood Control and Search and Rescue in Dak Lak Province shall decide on the operation of the reservoirs.

a) In case the reservoir water level exceeds the value specified in Table 3:

- When the water level at the Ban Don Hydrological Station is below Warning Level II, operate and regulate with discharge flow greater than the inflow to gradually lower the water level of the reservoir, but not lower than the value specified in Table 3. During the operation, if the water level at the Ban Don Hydrological Station exceeds Warning Level II and is below the value specified in Table 4, operate with discharge flow equal to the inflow to maintain the current water level of the reservoir;

a) When the water level at the Ban Don Hydrological Station exceeds the value specified in Table 4, the Head of the Provincial Steering Committee for Flood Control and Search and Rescue in Dak Lak Province shall decide to operate the reservoirs with discharge flow less than the inflow to reduce floods downstream, but must ensure that the water level of the reservoir does not exceed the normal water level;Installation - When the water level at Hydrological Station Bản Đôn is below Warning Level II, operate with discharge flow greater than inflow to gradually lower the reservoir water level, but not lower than the value specified in Table 3. During operation, if the water level at Hydrological Station Bản Đôn exceeds Warning Level II and is below the value specified in Table 4, operate with discharge flow equal to inflow to maintain the current reservoir water level.

b) When the water level of the reservoir reaches the normal water level, operate and regulate the reservoirs with discharge flow equal to the inflow.

5. Operation to return the reservoir water level to the highest pre-flood level:

a) When the water level at the Bản Đôn Hydrological Station falls below the Level I warning level, the Head of the Provincial Steering Committee for Flood and Storm Control and Search and Rescue in Đắk Lắk Province shall decide on the operation to regulate the reservoir with a discharge rate greater than the inflow rate to gradually bring the reservoir water level back to the value specified in Table 2;

b) During the operation process, if the water level at the Bản Đôn Hydrological Station reaches the Level II warning level, the regulation operation shall be carried out to maintain the current water level of the reservoir.

6. In extraordinary situations, the Chairman of the People's Committee of Dak Nong Province decides on the operation of the Buon Tu Srah Reservoir.of the National Assembly; The People's Committee of Đắk Lắk Province shall decide on the operation of the Buôn Kuốp and Srêpôk 3 reservoirs.

Article 9. Operation to reduce flood downstream for the Srêpôk 4 Reservoir and Srêpôk 4A Hydropower Plant

a) During the operation process of the Buôn Tua Srah, Buôn Kuốp, and Srêpôk 3 reservoirs to reduce flood downstream, the Srêpôk 4 Reservoir must operate to ensure that the reservoir water level does not exceed the normal water level, andnot must ensure continuous power generation at maximum capacity;

b) In abnormal situations, the Chairmanof the National Assembly; of the People's Committee of Đắk Lắk Province shall decide on the operation of the Srêpôk 4 Reservoir and Srêpôk 4A Hydropower Plant.

Article 10. Operation to ensure safety of the works

When the water levels of the reservoirs reach the normal water level, but the incoming flood continues to increase and has the potential to affect the safety of the works, the operational regime to ensure the safety of the works according to the Operating Procedures of the reservoirs issued by the competent authority shall be implemented.

Article 11. When not participating in the operation to reduce flood downstream, the Buôn Kuốp, Srêpôk 3, Srêpôk 4 reservoirs, and Srêpôk 4A Hydropower Plant must operate to ensure the maintenance of flow downstream after the dam as follows:

1. The Srêpôk 4 Reservoir and Srêpôk 4A Hydropower Plant must coordinate their operations to ensure the maintenance of flow downstream after the Srêpôk 4 Dam as follows:

a) In the case where the Srêpôk 4 Reservoir generates electricity, the Srêpôk 4A Hydropower Plant must adjust the intake gate based on the amount of water discharged through the dam to the lower reaches of the Srêpôk River from the Srêpôk 4 Reservoir to ensure that the total discharge volume to the Srêpôk River is not less than 27 m³/s;

b) In the case where the Srêpôk 4 Reservoir does not generate electricity, the Srêpôk 4 Reservoir must continuously discharge water through the dam to the lower reaches of the Srêpôk River with a discharge rate not less than 27 m³/s.

2. When requested byof the National Assembly; the People's Committee of Đắk Nông Province, of the National Assembly; the People's Committee of Đắk Lắk Province, the Buôn Kuốp Reservoir must discharge water through the dam to the lower reaches of the Srêpôk River according to the request.

3. When requested by the People's Committee of Đắk Lắk Province, the Srêpôk 3 Reservoir must coordinate with the Srêpôk 4 Reservoir and Srêpôk 4A Hydropower Plant to ensure the discharge of water to the lower reaches of the Srêpôk River from the area below the Srêpôk 4 Dam to the Bản Đôn Hydrological Station according to the request.

Article 12. When the National Hydro-meteorological Center issues a warning of the possibility of large floods outside the time period specified in Clause 1, Article 2 of this Procedure, the Head of the Provincial Steering Committee for Flood and Storm Control and Search and Rescue in Đắk Nông Province shall decide on the operation of the Buôn Tua Srah Reservoir; the Head of the Provincial Steering Committee for Flood and Storm Control and Search and Rescue in Đắk Lắk Province shall decide on the operation of the Buôn Kuốp, Srêpôk 3, Srêpôk 4, and Srêpôk 4A Reservoirs and Hydropower Plants according to the Regulation Installation Add

Article 13. End-of-flood season water storage

1. From November 1 to November 30 each year, based on the assessment of weather and hydrological trends by the National Hydro-meteorological Center, if there is no weather pattern likely to cause floods in the basin, the reservoir managers may proactively accumulate water to gradually bring the reservoir water level back to the normal water level.

2. Duringthe period when the reservoirs accumulate water as stipulated in Clause 1 of this Article, if the National Hydro-meteorological Center forecasts an urgent typhoon, tropical depression near the coast, or other weather patterns likely to cause rain and floods that will directly affect the areas within the Srêpôk River basin within 24 to 48 hours, the operation the of the reservoirs shall be as follows:

a) The Head of the Provincial Steering Committee for Flood and Storm Control and Search and Rescue in Đắk Nông Province shall decide on the operation to lower the water level of the Buôn Tua Srah Reservoir to prepare for floods according to Point a, Clause 2, Article 7 of this Procedure, but not lower than the value specified in Table 2, and operate to reduce flood downstream according to Clause 3 and Clause 4, Article 7 of this Procedure;

b) The Head of the Provincial Steering Committee for Flood and Storm Control and Search and Rescue in Đắk Lắk Province shall decide on the operation to lower the water level of the Buôn Kuốp and Srêpôk 3 Reservoirs to prepare for floods according to Point a, Clause 2, Article 8 of this Procedure, but not lower than the value specified in Table 2, and operate to reduce flood downstream according to Clause 3 and Clause 4, Article 8 of this Procedure;

c) The Head of the Provincial Steering Committee for Flood and Storm Control and Search and Rescue in Đắk Lắk Province shall decide on the operation of the Srêpôk 4 Reservoir and Srêpôk 4A Hydropower Plant according to Article 9 of this Procedure;

d) During the operation process as specified in Points a, b, and c of this Clause, based on the forecast bulletin of the National Hydro-meteorological Center, if the weather patterns likely to cause rain and floods no longer have the potential to directly affect the areas within the Srêpôk River basin, the operation shall be adjusted to gradually bring the reservoir water level back to the normal water level.

3. After the completion of the operation to reduce flood downstream, if there is no subsequent warning bulletin from the National Hydro-meteorological Center as specified in Clause 2 of this Article, the reservoirs may accumulate water, but not exceeding the normal water level.

Chapter III

OPERATIONS OF THE BUÔN TUA SRAH, BUÔN KUỐP, SRÊPÔK 3, SRÊPÔK 4, AND SRÊPÔK 4A RESERVOIRS DURING THE DRY SEASON

Article 14. Principles of operation during the dry season

1. Operate the reservoirs according to periods; in 10-day segments.

2. During the operation of the Buôn Tua Srah Reservoir, it must be based on the current water level of the reservoir and the forecasted average flow over the next 10 days to adjust the operation so that the reservoir water level does not fall below the values specified at the times indicated in Appendix IV.

Article 15. Periods of operation of the reservoirs during the dry season

1. Period I:

a) From December 1 to December 31;

b) From June 1 to July 31.

2. Period II:

From January 1 to May 31.

Article 16. Operations of the reservoirs during Period I

1. Buôn Tua Srah Reservoir: Continuous discharge with a rate not less than 100 m³/s, for a duration of not less than 12 hours/day or not less than 80m³/s for a duration of not less than 15 hours/day. The start time of the operation shall not be later than 7 AM daily.

a) Continuous discharge with a rate not less than 100 m³/s, for a duration of not less than 15 hours/day;

b) When requested byof the National Assembly; the People's Committees of Đắk Nông and Đắk Lắk Provinces, they must discharge water through the dam to the lower reaches of the Srêpôk River according to the request.

3. Srêpôk 3 Reservoir: Operate water discharge with a flow rate not less than 130 m³/s for at least 17 hours/day.³/s, continuous discharge with a flow rate not less than 100 m

- Check water level elevation:

a) Operate power generation continuously 24/24 hours with a flow rate not less than 90 m³/s.³/s;

/s for a period of no less than 12 hours/day or not less than 80 m³/s.

5. Srêpôk 4A Hydroelectric Power Plant: When the Srêpôk 4 Reservoir operates power generation, the Srêpôk 4A Hydroelectric Power Plant must operate the intake canal to ensure continuous water discharge to the Srêpôk River with a flow rate not less than 27 m³/s.³/s.

/s for a period of no less than 15 hours/day.of the National Assembly; Upon request of the people of Dak Lak Province, Central; Srêpôk 3 Reservoir must coordinate with Srêpôk 4 Reservoir and the Srêpôk 4A Hydroelectric Power Plant to ensure continuous water discharge downstream of the Srêpôk River from below the Srêpôk 4 Dam to the Thủy Văn Bản Đôn Station according to the request.

Article 17. Operation of reservoirs during Period II

1. Buôn Tua Srah Reservoir:

By no later than 07:00 AM every day, continuous water discharge operations must be carried out as follows:

Direct the Vietnam Electricity Corporation and the National Power System Dispatch Center to mobilize the maximum power generation from Buon Tua Srah, Buon Kop, Srepok 3, Srepok 4, and Srepok 4A hydropower plants during the flood control operation period for the downstream areas; establish and adjust power generation plans for these hydropower plants to ensure compatibility with the operational periods of the reservoirs during the dry season as stipulated in this Procedure.

4. Report to the Prime Minister and simultaneously report to the Head of the Central Steering Committee for Flood and Storm Control before the emergency release of water from the reservoirs to ensure safety for the main structures.

Article 24. Responsibilities of the Minister of Agriculture and Rural Development

1. During the flood season:

Article 25. Responsibilities of the Minister of Natural Resources and Environment

1. Organize the promulgation and guidance for implementation of the Procedure. Direct the Water Resources Management Agency and competent agencies to conduct inspections and checks on the operation of the reservoirs according to this Procedure.

2. Direct the National Hydro-Meteorological Center to implement monitoring, forecasting, and warning activities according to the prescribed schedule and provide information and data as stipulated in Articles 29, 30, and 31 of this Procedure.

3. The General Director of the units managing and operating the reservoirs shall be responsible for organizing inspections of equipment and components of the projects, conducting repairs to ensure compliance with the prescribed operational regime, and reporting to the Ministry of Industry and Trade, the Central Steering Committee for Flood Control and Disaster Prevention, Vietnam Electricity Corporation, and the Heads of Provincial Steering Committees for Flood Control and Disaster Prevention and Search and Rescue in Dak Lak and Dak Nong Provinces for monitoring and directing.

6. In cases where project and equipment incidents cannot be fully repaired by July 31, the General Directors of the units managing and operating the reservoirs must immediately report to the relevant agencies as stipulated in Clause 5 of this Article for directing handling.

Article 29. Monitoring and Forecasting Regime during the Flood Season

1. Under normal weather conditions, when no situations that may cause floods as specified in Clause 2 of this Article have appeared, the agencies and units must implement the monitoring and forecasting regime as follows:

a) Daily, the Central Hydro-Meteorological Forecasting Center must issue one forecast bulletin at the Ban Don and Duc Xuyen hydrological stations at 11:00 AM;

b) Daily, the Hydro-Meteorological Station in the Central Highlands must issue one forecast bulletin at the Ban Don and Duc Xuyen hydrological stations at 11:00 AM;

c) Daily, the Buon Kop Hydroelectric Company and the Dai Hai Investment and Power Development Joint Stock Company must implement monitoring and forecasting as follows:

- Organize water level monitoring, calculation of reservoir water levels, inflow to the reservoir, and discharge over the spillway and through the power plant at least four times daily at 01:00, 07:00, 13:00, and 19:00;

- Issuing one forecast bulletin at 10:00 AM. The content of the forecast bulletin must include inflow volume to the reservoir, current reservoir level, and levels at 6 AM, 12 PM, 6 PM, and midnight; projected total discharge volumes at 6 AM, 12 PM, 6 PM, and midnight (if applicable).

2. When there is an urgent typhoon, tropical depression near the coast, or other weather patterns causing potential floods affecting areas within the Srepok River basin, the agencies and units must implement the monitoring and forecasting regime and maintain it until the end of the flood period as follows:

a) The Central Hydro-Meteorological Forecasting Center:Central; Central:

- Issuing forecast and warning bulletins. The frequency of issuing forecast and warning bulletins is carried out according to the regulation on tropical depressions, typhoons, and floods;

- Collecting rainfall and water level data at meteorological and hydrological stations within the Srepok River system according to regulations;

- Issuing flood forecast bulletins at the Ban Don and Duc Xuyen hydrological stations. The frequency of issuing flood forecast bulletins is carried out according to the regulation on tropical depressions, typhoons, and floods.

b) The Hydro-Meteorological Station in the Central Highlands:

- Issuing flood warning bulletins at the Ban Don and Duc Xuyen hydrological stations. The frequency of issuing flood forecast bulletins is carried out according to the regulation on tropical depressions, typhoons, and floods;

- Collecting rainfall and water level data at meteorological and hydrological stations within the scope of management on the Srepok River system according to regulations;

- Issuing water level forecast bulletins, flood bulletins, and urgent flood bulletins at the Ban Don and Duc Xuyen hydrological stations. The frequency of issuing flood forecast bulletins is carried out according to the regulation on tropical depressions, typhoons, and floods;

- Monitoring, forecasting, and identifying the time when water levels at the Ban Don and Duc Xuyen hydrological stations reach values specified in Tables 1 and 4.

c) The Buon Kop Hydroelectric Company and the Dai Hai Investment and Power Development Joint Stock Company must implement monitoring and forecasting as follows:

- Organize water level monitoring and calculation of inflow to the reservoir, discharge over the spillway, and through the power plant at least once every fifteen minutes;

- Implement flood forecast bulletins for the reservoir on a regular basis every three hours once. The bulletin content includes the current water level of the reservoir, inflow to the reservoir at the present time and at six-hour intervals up to twenty-four hours ahead, including forecasting the time of peak flood arrival; and projected total outflow at six-hour intervals up to twenty-four hours ahead.

3. Annually, before November 1st, the Central Hydro-Meteorological Forecasting Center must implement a bulletin assessing weather and hydrological trends and the likelihood of floods occurring from November 1st to November 30th to serve the operation management of reservoirs as stipulated in Article 13 of this Procedure.

Article 30. Responsibilities for providing information and reporting during the flood season

1. Under normal weather conditions, when there has not yet been a situation that may cause heavy rain and flooding, agencies and units must provide the following information and data:

a) The Central Hydro-Meteorological Forecasting Center must provide the forecast bulletin specified in Point a Clause 1 Article 29 of this Procedure to the Central Steering Committee for Flood and Storm Prevention and Control before noon each day;

b) The Hydro-Meteorological Station in the Central Highlands must provide the forecast bulletin specified in Point b Clause 1 Article 29 of this ProcedureInstallation this to the Flood Control Steering Committee, General for Flood and Storm Prevention and Search and Rescue in Dak Lak and Dak Nong Provinces, Buon Kup Hydropower Company, and Dai Hai Investment and Power Development Joint Stock Company before noon each day;

c) Buon Kup Hydropower Company and Dai Hai Investment and Power Development Joint Stock Company must provide the forecast bulletin and monitoring data and calculations specified in Point c Clause 1 Article 29 of this Procedure to the Flood and Storm Prevention and Search and Rescue Steering Committees in Dak Lak and Dak Nong Provinces, National Power System Dispatching Center, Central Hydro-Meteorological Forecasting Center, and Hydro-Meteorological Station in the Central Highlands before 10 AM each day;||| Additionally, Buon Kup Hydropower Company must also provide the forecast bulletin and monitoring data and calculations of Srepok 3 Reservoir specified in Point c Clause 1 Article 29 of this Procedure to Dai Hai Investment and Power Development Joint Stock Company before 10 AM each day.

2. When there is an urgent typhoon, tropical depression near the coast, or other weather patterns causing heavy rain and flooding, which may directly affect areas within the Srepok River basin, agencies and units must provide the following information and data:

a) The Central Hydro-Meteorological Forecasting Center must immediately and continuously provide the data, warning and forecast bulletins specified in Point a Clause 2 Article 29 of this Procedure to the Central Steering Committee for Flood and Storm Prevention and Control, Ministry of Industry and Trade, Vietnam Electricity Corporation;||| b) The Hydro-Meteorological Station in the Central Highlands must immediately and continuously provide the data, warning and forecast bulletins specified in Point b Clause 2 Article 29 of this Procedure to the Flood and Storm Prevention and Search and Rescue Steering Committees in Dak Lak and Dak Nong Provinces, Buon Kup Hydropower Company, and Dai Hai Investment and Power Development Joint Stock Company.

When the water level at the Ban Don and Duc Xuyen Hydrological Stations reaches the levels specified in Tables 1 and 4, immediate notification must be made to the Flood and Storm Prevention and Search and Rescue Steering Committees in Dak Lak and Dak Nong Provinces, Buon Kup Hydropower Company, and Dai Hai Investment and Power Development Joint Stock Company.for c) Buon Kup Hydropower Company and Dai Hai Investment and Power Development Joint Stock Company must immediately provide the forecast bulletin along with the monitoring data and calculations specified in Point c Clause 2 Article 29 of this Procedure to the Flood and Storm Prevention and Search and Rescue Steering Committees in Dak Lak and Dak Nong Provinces, National Power System Dispatching Center, Central Hydro-Meteorological Forecasting Center, and Hydro-Meteorological Station in the Central Highlands.

At the same time, Buon Kup Hydropower Company must immediately provide the forecast bulletin and monitoring data and calculations of Srepok 3 Reservoir specified in Point c Clause 2 Article 29 of this Procedure to Dai Hai Investment and Power Development Joint Stock Company.

3. Dai Hai Investment and Power Development Joint Stock Company is responsible for providing information to Cambodia regarding operations and water discharge according to the following procedures:

a) In normal operation, notify the two-week water discharge plan via fax seven days in advance to the following agencies:General Mekong River Commission of Cambodia; Governor of Mondulkiri Province; Mondulkiri Irrigation Company and Central; Mekong River Commission of Vietnam;

b) In special operations (water discharge, water storage, etc.), notify seven days in advance via fax to the Vietnam Mekong River Commission to inform Cambodia;

c) In emergency water discharge, notify immediately via urgent fax to the following agencies:

Mekong River Commission of Cambodia, Governor of Mondulkiri Province, and Mondulkiri Irrigation Company, closely coordinating withof the National Assembly; Mekong River Commission of Vietnam to ensure timely information for relevant Cambodian agencies, minimizing losses due to emergency water discharge. of the National Assembly; 4. Buon Kup Hydropower Company and Buon Don Hydropower Joint Stock Company must promptly share and report operational and regulation information to Dai Hai Investment and Power Development Joint Stock Company to ensure timely notification to Cambodia.

5. Reporting responsibilitiescase Buon Kup Hydropower Company, Dai Hai Investment and Power Development Joint Stock Company, and Buon Don Hydropower Joint Stock Company are responsible for reporting the results of flood reduction operations and the status of the facilities, which shall be carried out as follows:

a) Within two days after the end of the flood period, the reservoir management and operation units must report the results of flood reduction operations, the post-flood status of the reservoir, and related information to the Central Steering Committee for Flood and Storm Prevention and Control, Ministry of Industry and Trade, Flood and Storm Prevention and Search and Rescue Steering Committees in Dak Lak and Dak Nong Provinces, Vietnam Electricity Corporation, National Power System Dispatching Center, and Water Resources Management Agency for monitoring and guidance;case b) Before December 15th each year, the management units must of the National Assembly; the Mekong River in Vietnam, of the National Assembly; the Cambodian Mekong River, the Governor of Mondulkiri Province, and the Mondulkiri Irrigation Company, concurrently not coordination closely with of the National Assembly; the Vietnamese Mekong River to ensure timely information for relevant Cambodian agencies, minimizing losses caused by flood discharges.

4. Buon Kup Hydropower Company and Bu Don Hydropower Joint Stock Company must promptly share and notify information on operation and regulation to Dai Hai Investment and Development Power Joint Stock Company to ensure the completion of the notification task to Cambodia.

5. Reporting Responsibility

Buon Kup Hydropower Company, Dai Hai Investment and Development Power Joint Stock Company, and Bu Don Hydropower Joint Stock Company are responsible for reporting the results of flood reduction operations, the post-flood status of facilities, and related information, which shall be carried out as follows:

a) Within two days after the end of the flood period, units managing and operating reservoirs must report the results of flood reduction operations, the post-flood status of the reservoir, and related information to the Central Steering Committee for Flood Control and Natural Disaster Prevention, the Ministry of Industry and Trade, Provincial Steering Committees for Flood Control and Search and Rescue in Dak Lak and Dak Nong, Vietnam Electricity Corporation, National Dispatching Center, Water Resources Management Agency for monitoring and guidance;

b) Before December 15 each year, units managing andreasonThe operation of the reservoir must report the results of operation during the flood season, the operational status of the reservoir during the flood season, proposals, recommendations, and related information to the Central Steering Committee for Natural Disaster Prevention and Control, the Ministry of Industry and Trade, the Provincial Command for Natural Disaster Prevention and Control and Search and Rescue in Dak Lak and Dak Nong provinces, Vietnam Electricity Corporation, the National Power System Dispatching Center, and the Water Resources Management Agency.

6. Method of Providing Information and Data

The provision of information and data to the agencies and units specified in Clauses 1, 2, 3, 4, and 5 of this Article shall be carried out in one of the following methods:

a) By fax;

b) Through communication channels;

c) Through computer networks;

d) Directly over the telephone.

Article 31. Monitoring, Forecasting Regime and Responsibility for Providing Information and Reporting During the Dry Season

1. Monitoring and Forecasting Regime:

a) The West Central Meteorological and Hydrological Station:

- Collect rainfall data and water levels at meteorological and hydrological observation stations within its management jurisdiction on the Srepok River system;Central; - Provide forecasts of water levels and average flow rates over 10 days at the Duc Xuyen and Bandon Hydrological Stations on the 1st, 11th, and 21st of each month;

- Monitor and forecast weather and hydrological trends in the Srepok River basin for the upcoming month on the 1st of each month.

b) Buon Kup Hydropower Company; Dai Hai Investment and Development Joint Stock Company must carry out monitoring and forecasting as follows:

- Conduct measurements and monitoring of inflow to the reservoir, spillway flow, power plant flow, upstream and downstream reservoir water levels at least twice a day at 7 am and 7 pm;

- Conduct forecasts of inflow to the reservoir and Buon Tu Srah reservoir water level 10 days ahead on the 1st, 11th, and 21st of each month.

2. Responsibility for Providing Information and Data:

a) The West Central Meteorological and Hydrological Station must provide forecast bulletins and observational data as stipulated in Point a Clause 1 of this Article for the past 10 days before 4 pm on the 1st, 11th, and 21st of each month to the people of Dak Lak and Dak Nong provinces, the National Power System Dispatching Center, Buon Kup Hydropower Company, and Dai Hai Investment and Development Joint Stock Company;

b) Buon Kup Hydropower Company and Dai Hai Investment and Development Joint Stock Company must provide the following data to the people of Dak Lak and Dak Nong provinces, the Central Meteorological and Hydrological Forecasting Center, the West Central Meteorological and Hydrological Station, and the National Power System Dispatching Center:of the National Assembly; - Upstream and downstream reservoir water levels; actual inflow to the reservoir and downstream discharge over the past 10 days before 11 am on the 1st, 11th, and 21st of each month;

- Inflow to the reservoir and projected downstream discharge over the next 10 days before 11 am on the 1st, 11th, and 21st of each month.of the National Assembly; c) Buon Kup Hydropower Company must promptly notify relevant information on operational regulation to Dai Hai Investment and Development Joint Stock Company to ensure compliance with the discharge flow rate requirements set forth in Articles 11, 16, and 17 of this Procedure.

3. Method of Providing Information and Data

The provision of information and data to the agencies and units specified in Clauses 1 and 2 of this Article shall be carried out in one of the following methods:

During the implementation of the Interconnected Reservoir Operation Procedures for Buon Tu Srah, Buon Kup, Srepok 3, Srepok 4, and Srepok 4A Reservoirs, if there are contents that need modification or supplementation, the heads of relevant agencies and units shall submit written proposals to the Ministry of Natural Resources and Environment for review, and then submit them to the Prime Minister for consideration and decision./.for regulate and operate to ensure that the flow rate discharged downstream complies with the provisions of Articles 11, 16, and 17 of this Procedure.

3. Methods of Providing Information and Data

The provision of information and data to the agencies and units specified in Clauses 1 and 2 of this Article shall be conducted according to aIndustry and set of methods as follows:

a) By fax;

b) Through communication channels;

c) Through computer networks;

d) Directly over the telephone.

Article 32. During the implementation of this Regulation, Installation in the joint operation of Buon Tu Srah, Buon Kup, Srepok 3, Srepok 4, and Srepok 4A reservoirs, if there are contents requiring modification or supplementation, the heads of relevant agencies and units shall submit written proposals to the Ministry of Natural Resources and Environment for review, and then submit them to the Prime Minister for consideration and decision./.
