DECISION OF THE PRIME MINISTER

Regarding functions, tasks, powers, responsibilities, and organizational structure

of the Steering Committee for Enterprise Reform and Development

 

PRIME MINISTER

Pursuant to the Law on the Organization of the Government dated September 30, 1992;

To implement Decision No. 98/2000/QĐ-TTg dated August 17, 2000 of the Government Chairman;

Considering the proposal of the Head of the Steering Committee for Enterprise Reform and Development; of the Minister, Head of the Organizational Cadre Department of the Government, in Document No. 259/TTr-BTCCBCP dated October 27, 2000; of the Minister, Head of the Government Office,

 

DECISION:

Article 1. The Steering Committee for Enterprise Reform and Development shall have the function of assisting the Prime Minister in directing the work of restructuring, reforming, and developing state-owned enterprises.

Article 2. The Steering Committee for Enterprise Reform and Development has the following tasks and powers:

1. Submit to the Government,the Prime Minister comprehensive programs and plans on the restructuring, reforming, and developing state-owned enterprises nationwide. Direct, guide, and monitor the implementation of restructuring, reforming, and developing state-owned enterprise programs and plans that have been approved by the Government and the Prime Minister.

2. Coordinate with functional agencies to organize research and submit to the Prime Minister models of organization, mechanisms, and policies serving the restructuring, reforming, and developing of state-owned enterprises.

3. Summarize, evaluate, and report to the Prime Minister periodically and urgently on the situation of restructuring, reforming, and developing state-owned enterprises.

Article 3. The organization and personnel of the Steering Committee for Enterprise Reform and Development shall be implemented according to Decisions No. 98/2000/QĐ-TTg dated August 17, 2000 on the restructuring of the Steering Committee for Enterprise Reform and Development and Decision No. 1050/QĐ-TTg dated October 23, 2000 on appointing members of the Steering Committee for Enterprise Reform and Development. The Head of the Steering Committee for Enterprise Reform and Development is responsible for all activities of the Committee before the Prime Minister. Members are responsible to the Head for their assigned areas.

Article 4. The Head of the Steering Committee for Enterprise Reform and Development, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under the central government, Chairmen of the Board of Directors of Total Company 91 are responsible for implementing this decision.
