OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
CHAIRMAN
GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to Decree No. 33-SL dated March 22, 1946 and Decree No. 71 dated May 22, 1946 organizing the National Army of Vietnam and establishing regulations;
Pursuant to Decree No. 50-SL dated June 18, 1949 organizing the Ministry of Defense;
At the proposal of the Minister of Defense;
In accordance with the resolution of the Council of Ministers after consultation with the Standing Committee of the National Assembly;
ISSUES THE DECREE:
Article 1- Clause 4 of Decree No. 33-SL dated March 22, 1946 establishing ranks, insignia, and grades for the National Army of Vietnam is hereby amended as follows:
"New Clause 4 - The authority to determine ranks shall be established as follows:"
- A Regiment Commander has the authority to determine ranks for soldiers at the Private level;
- A Division Commander has the authority to determine ranks for soldiers at the Sergeant level;
- The Director of the Personnel Department has the authority to determine ranks for soldiers at the Private and Sergeant levels working in the General Staff Office, various departments within the Ministry of Defense, or other bureaus;
- The Minister of Defense has the authority to determine ranks from Second Lieutenant to Colonel;
- The Chairman of the Government has the authority to determine ranks for Generals and Colonels."
Article 2- The Minister of Defense shall implement this Decree./.
