GENERAL INSPECTOR
Pursuant to the Inspection Law dated June 15, 2004;
Pursuant to Decree No. 65/2008/NĐ-CP dated May 20, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Government Inspectorate;
Considering the proposal of the Director of the Cadre and Civil Service Department,
DECISION:
Article 1. The organizational structure of the Government Inspectorate shall be reorganized and transformed according to Decree No. 65/2008/NĐ-CP dated May 20, 2008 of the Government as follows:
1. Reorganize and transform the following departments, bureaus, and units:
1. 1. Department of Inspection and Resolution of Complaints and Petitions in Economic Sectors to be transformed into Department of Inspection in Economic Sectors (referred to as Department I).
1. 2. Department of Inspection and Resolution of Complaints and Petitions in Comprehensive Economic Sectors to be transformed into Department of Inspection in Internal Affairs and Comprehensive Economic Sectors (referred to as Department II).
1. 3. Department of Inspection and Resolution of Complaints and Petitions in Internal Affairs - Cultural and Social Sectors to be transformed into Department of Inspection in Culture and Society (referred to as Department III).
1. 4. Department of Public Reception and Handling of Letters and Documents to be transformed into Bureau for Resolution of Complaints and Petitions and Inspection in Region 1 (referred to as Bureau I).
1. 5. Department of Inspection and Resolution of Complaints and Petitions in Region 1 to be transformed into Bureau for Resolution of Complaints and Petitions and Inspection in Region 2 (referred to as Bureau II).

3. The Office, departments, and units have functional rooms determined specifically by the Chief Inspector in the Regulation on Functions, Tasks, Powers, and Organizational Operations of each unit.
4. The Office, bureaus, and units under the State Inspection (Institute of Inspection Science, Inspection Newspaper, Inspection Magazine, Inspection Cadre School, Information Center) have separate seals.
Article 2. Attached to this Decision is the "Regulation on Functions of Departments, Bureaus, and Units"; the Cadre and Civil Service Organization Department is responsible for guiding and coordinating with other departments, bureaus, and units to develop specific Regulations on Functions, Tasks, Powers, and Organizational Operations of each unit, to be submitted to the Chief Inspector for issuance.
Departments, bureaus, and units shall base themselves on the Regulations on Functions, Tasks, Powers, and Organizational Operations issued by the Chief Inspector to establish and issue their own operational regulations.
Article 3. Heads of departments, bureau chiefs, and heads of units under the Government Inspectorate are responsible for implementing this Decision ./.

1. Department of Inspection in Economic Sectors (Department I):
Assist the Chief Inspector in state management of inspection work and resolution of complaints and petitions concerning Ministries and sectors: Information and Communications, Industry and Trade, Transport, Construction, Agriculture and Rural Development, Natural Resources and Environment; responsible for performing inspection and complaint resolution tasks within its jurisdiction and carrying out other tasks assigned by the Chief Inspector.
2. Department of Inspection in Internal Affairs and Comprehensive Economic Sectors (Department II):
Assist the Chief Inspector in state management of inspection work and resolution of complaints and petitions concerning Ministries and sectors: Finance, Planning and Investment, State Bank of Vietnam, Public Security, Defense, Justice, Home Affairs, Government Office; responsible for performing inspection and complaint resolution tasks within its jurisdiction and carrying out other tasks assigned by the Chief Inspector.
3. Department of Inspection in Culture and Society (Department III):
Assist the Chief Inspector in state management of inspection work and resolution of complaints and petitions concerning Ministries and sectors: Education and Training, Science and Technology, Labor, Invalids and Social Affairs, Health, Foreign Affairs, Culture, Sports and Tourism, Ethnic Minority Commission; responsible for performing inspection and complaint resolution tasks within its jurisdiction and carrying out other tasks assigned by the Chief Inspector.
4. Bureau for Resolution of Complaints and Petitions and Inspection in Region 1 (Bureau I):
Assist the Chief Inspector in state management of complaint resolution and inspection work concerning localities in Region 1, including 26 provinces and centrally-administered cities: Lai Châu, Điện Biên, Sơn La, Lào Cai, Yên Bái, Hà Giang, Tuyên Quang, Cao Bằng, Bắc Cạn, Thái Nguyên, Lạng Sơn, Phú Thọ, Bắc Ninh, Bắc Giang, Vĩnh Phúc, Hải Dương, Hưng Yên, Hải Phòng, Quảng Ninh, Hà Nội, Hà Tây, Hòa Bình, Hà Nam, Nam Định, Thái Bình, Ninh Bình; manage and direct the Central Party and State Public Reception Office in Hanoi; responsible for performing complaint resolution and inspection tasks within its jurisdiction and carrying out other tasks assigned by the Chief Inspector; act as the focal point for compiling and reporting to the Chief Inspector the results of public reception and handling of letters and documents by the Government Inspectorate and the Central Party and State Public Reception Office.
5. Bureau for Resolution of Complaints and Petitions and Inspection in Region 2 (Bureau II):
Assist the Chief Inspector in state management of complaint resolution and inspection work concerning localities in Region 2, including 18 provinces and centrally-administered cities: Thanh Hóa, Nghệ An, Hà Tĩnh, Quảng Bình, Quảng Trị, Thừa Thiên-Huế, Đà Nẵng, Quảng Nam, Quảng Ngãi, Bình Định, Phú Yên, Lâm Đồng, Kon Tum, Gia Lai, Đắk Lắk, Đắk Nông, Khánh Hòa, Ninh Thuận; responsible for performing complaint resolution and inspection tasks within its jurisdiction and carrying out other tasks assigned by the Chief Inspector.
6. Bureau for Resolution of Complaints and Petitions and Inspection in Region 3 (Bureau III):
Assists the Chief Inspector to manage state administration regarding complaint resolution and inspection work for the 20 provinces and centrally governed cities in Region 3: Binh Thuan, Dong Nai, Binh Phuoc, Tay Ninh, Binh Duong, Ba Ria-Vung Tau, Ho Chi Minh City, Long An, Tien Giang, Ben Tre, Dong Thap, An Giang, Vinh Long, Tra Vinh, Can Tho, Hau Giang, Soc Trang, Kien Giang, Bac Lieu, Ca Mau; responsible for performing complaint resolution and inspection tasks within the assigned scope and other tasks assigned by the Chief Inspector; manages and operates the Central Party and State Reception Office in Ho Chi Minh City; ensures service support for the activities of the IIIrd Department and for the leadership of the Government Inspectorate and inspection teams of the Government Inspectorate working in the southern region.
7. The Anti-Corruption Department (IVth Department):
Assists the Chief Inspector to manage state administration regarding anti-corruption work; performs inspection tasks against corruption within the authority of the Government Inspectorate.
8. The Legal Affairs Department:
Advises the Chief Inspector on legal affairs work; organizes the implementation of legislative work, reviews, overhauls, and systematizes regulatory legal documents; inspects regulatory legal documents; guides, disseminates, and educates on laws related to inspection, complaint resolution, and anti-corruption.
9. The Organization and Cadre Department:
Advises the Chief Inspector on managing state administration regarding organization and cadre work of the Government Inspectorate and the Inspection sector.
10. The International Cooperation Department:
Advises the Chief Inspector on uniformly managing international cooperation activities of the Government Inspectorate.
11. The Office:
Assists the Chief Inspector in summarizing the activities of the Government Inspectorate and the entire Inspection sector; coordinates the activities of departments, bureaus, and units under the Government Inspectorate according to the program and plan of work; implements information, administrative, documentation, statistical, archival, financial, management, and service support activities to ensure the operations of the Government Inspectorate as required by the Chief Inspector's leadership and directives.
12. The Inspection Science Institute:
Is a subordinate public service unit of the Government Inspectorate, with the function of conducting scientific research to serve the development of strategies, policies, and state management in the fields of inspection, complaint resolution, and anti-corruption; assists the Chief Inspector in organizing scientific management and applying research results to various areas of inspection work, contributing to improving organizational structures, training, and enhancing inspection cadres.
13. The Inspection Cadre Training School:
Is a subordinate public service unit of the Government Inspectorate, with the function of training and enhancing inspection skills and necessary knowledge related to inspection activities for the inspection sector's staff and civil servants. The training and enhancement programs of the Inspection Cadre Training School include: training and enhancing inspection skills for inspector positions; specialized topic training and updating knowledge to serve inspection, complaint resolution, and anti-corruption work; coordinating with schools to provide second-degree diplomas for inspection cadres.
14. The Inspection Newspaper:
Is the press organ of the Government Inspectorate and the Inspection sector, with the function of propagandizing the Party's guidelines and policies, the State's laws, especially in the field of inspection, complaint resolution, and anti-corruption; providing truthful, objective, and timely information about the activities of the Inspection sector according to the Law on Press and the Government Inspectorate's regulations.
15. The Inspection Magazine:
Is a press organ of the Government Inspectorate, with the function of providing information and propaganda on the Party's policies and State laws concerning the fields of inspection, complaint resolution, and anti-corruption; serving as a scientific forum for exchanging practical experiences, theories, and professional knowledge on inspection work, complaint resolution, anti-corruption, and other areas of activity according to the Law on Press and the Chief Inspector's directives.
16. The Information Center:
The Information Center is a subordinate public service unit of the Government Inspectorate, with the function of building, developing, and implementing the application of information technology to serve management, operation, and operational tasks of the Government Inspectorate and the Inspection sector; exploiting and storing information; providing information according to the Chief Inspector's directives.
