CIRCULAR

ISSUED BY THE MINISTRY OF FINANCE NUMBER 122/1998/TT-BTC DATED SEPTEMBER 4, 1998 REGULATING THE FINANCIAL MANAGEMENT SYSTEM FOR THE FINAL ROUND OF THE TIGER CUP VIETNAM '98

Pursuant to Decree No. 87/CP dated December 19, 1996 of the Government guiding the implementation of the decentralization of budget management, preparation, execution, and settlement according to the State Budget Law.
Pursuant to the directive of Deputy Prime Minister Mr. Pham Gia Khiem in Official Letter No. 2496/VPCP-KGVX dated July 3, 1998 of the Government Office regarding the hosting of the second Tiger Cup football tournament in 1998.
In order to strengthen financial revenue and expenditure management for the final round of the Tiger Cup Vietnam '98, the Ministry of Finance hereby stipulates the expenditure regime and financial management as follows:

I. GENERAL PROVISIONS:

1. The final round of the Tiger Cup Vietnam '98 shall be organized as an international cultural-sports festival, combining with Vietnamese traditional culture, ensuring efficiency in terms of expertise, reflecting the spirit of equality, solidarity, and mutual understanding among countries in Southeast Asia.

2. The final round of the Tiger Cup shall be organized on the principle of self-financing to cover all expenses, with no support from the state budget.

All sources of income and expenditure must ensure their intended purposes as prescribed in this Circular, while also ensuring economy and preventing waste.

Assets and equipment purchased to serve the final round of the Tiger Cup Vietnam 1998 must be managed in accordance with current regulations of the state.

II. SPECIFIC PROVISIONS:

1. Sources of funds for the event:

The sources of funds for the event include:

- Financial and material sponsorships from the Southeast Asian Football Federation (referred to as AFF).

- Revenue from ticket sales for watching football matches under the contract between the Central Organizing Committee and the organizing committees of Hanoi City and Ho Chi Minh City.

- Contributions and support from organizations, mass associations, people's organizations, agencies, enterprises within and outside the country.

- Revenue from advertising activities.

- Other sources of income (if any).

2. Contents of expenditure:

The above sources of funds shall be used for the following purposes:

- Expenses for publicity, promotion, and advertising (printing banners, posters, invitations, emblems, filming, photography).

- Expenses for the opening ceremony, closing ceremony, and summary of the event.

- Expenses for training the ceremonial parade, marching, dance, music, decoration.

- Expenses for purchasing uniforms, flags, slogans, office supplies.

- Expenses for the operations of the organizing committee.

- Expenses for security, safety, health, and sanitation.

- Expenses for purchasing equipment and facilities, renting practice venues.

- Expenses for food, accommodation, travel, and allowances for guests, referees, supervisors, coaches, athletes, the steering committee, organizing committee, and service staff.

- Expenses for international conferences, seminars, press conferences during the event period.

- Other expenses.

3. Level of expenditure:

e) Proof of practical experience.

Food, accommodation, travel, and allowances for foreign officials, referees, supervisors (including Vietnamese), participating teams according to the general regulations of the AFF.

2. For Vietnamese members of the organizing committee who work during night shifts, holidays, and Sundays, they will receive allowances at the following rates:

+ Steering Committee members, heads, and deputy heads of the organizing committee: 150,000 VND/day/person.

+ Heads and deputy heads of sub-committees: 100,000 VND/day/person.

+ Members of sub-committees: 80,000 VND/day/person.

+ Service staff: 50,000 VND/day/person.

The number of days eligible for receiving allowances for members of the Steering Committee, Organizing Committee, and sub-committees is calculated from August 23 to September 6, 1998. In special cases where work must be carried out earlier or completed later, the Head of the Organizing Committee will consider and decide to extend the allowance period, but not exceeding ten days, with each day's allowance being 50% of the corresponding rate specified in Point 3.2, Section II above.

In a single day, if a person performs multiple tasks, they will only receive the highest level of allowance.

Members of the Organizing Committee traveling on business will receive travel expenses according to Circular No. 94/1998/TT-BTC dated June 30, 1998 of the Ministry of Finance. In cases where individuals do not receive salaries from the state budget, they will receive a lump sum of 150,000 VND/day/person to arrange their own meals, accommodations, and travel.

3. Contracted personnel working as interpreters and guides for foreign delegations will receive contractual wages ranging from 50,000 VND to 80,000 VND/day/person.

4. Budget estimates, revenue and expenditure settlements.

The funds for the entire event are raised from various non-state budget sources but must be managed like state budget funds. For assets and equipment purchased to serve the final round of the Tiger Cup '98, they must be managed and used according to current state regulations.

The Sports Management Committee is responsible for preparing a comprehensive budget for all financial revenues and expenditures of the event in accordance with current state financial regulations, and organizing the management of revenues and expenditures according to the provisions of this Circular.

Revenues and expenditures shall be recorded under Item 16, Sub-item 11 (Sports Affairs) and settled according to the financial accounting regulations stipulated in Decision No. 999-TC/QĐ-CĐKT dated November 2, 1996 of the Ministry of Finance.

Within thirty days after the conclusion of the event, the Sports Management Committee will compile and submit the financial settlement of the event to the Ministry of Finance.

III. IMPLEMENTATION

This Circular applies solely to the organization of the Tiger Cup Vietnam '98.
