Regarding the issuance of the Model Charter on the organization and operation of State Commercial Banks

Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 and the Law on Credit Organizations No. 02/1997/QH10 dated December 12, 1997;

GOVERNOR OF THE STATE BANK OF VIETNAM

The Model Charter on the organization and operation of State Commercial Banks is hereby promulgated together with this Decision.

Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

Pursuant to Decree No. 49/2000/ND-CP dated September 12, 2000 of the Government on the organization and operation of commercial banks;

Issued herewith are the Regulations on Loan Classification, Provisioning, and Utilization for Credit Risk Management in Banking Activities of Credit Institutions.

Article 1

This Decision shall take effect fifteen days from the date of signature and shall supersede Decision No. 318/QĐ-NHNN5 dated November 25, 1996 issued by the Governor of the State Bank of Vietnam on the Model Charter on the organization and operation of State-owned banks.

Article 2

The Heads of the Office, Directors of the Department of Banks and Non-Bank Credit Institutions, Heads of units under the State Bank of Vietnam, Governors of the State Bank of Vietnam Branches in provinces and centrally-administered cities, Chairmen of the Board of Management, and General Directors of State Commercial Banks are responsible for implementing this Decision./.

Article 3

The Director of the Office, the Head of the Department of Banks and Non-Bank Credit Institutions, the Heads of Units under the State Bank, the Governors of the State Bank Branches in provinces and centrally governed cities, the Chairmen of the Boards of Directors, and the General Managers of State Commercial Banks are responsible for implementing this Decision./.
