WHEREAS, the Ordinance on Handling Administrative Violations dated July 16, 2002;
WHEREAS, the Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and Ministerial-Level Agencies;
Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance.

Article 1: ATTACHED TO THIS DECISION ARE FIVE FORMS OF "ADMINISTRATIVE FINES RECEIPT" WITH PREPRINTED DENOMINATIONS OF 5,000 VND, 10,000 VND, 20,000 VND, 50,000 VND AND 100,000 VND (SEE ATTACHED SAMPLES) FOR UNIFORM USE ACROSS THE COUNTRY BY ORGANIZATIONS AND UNITS AUTHORIZED TO COLLECT ON-THE-SPOT FINES FOR ADMINISTRATIVE VIOLATIONS.
Article 2: The General Department of Taxation shall be responsible for printing, issuing, distributing, managing, and guiding the use of the "Administrative Fines Receipt" as stipulated in Article 1.
Article 3: THIS DECISION SHALL TAKE EFFECT FROM OCTOBER 1, 2002.
