THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 86/2003/NĐ-CP dated November 18, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Considering the proposal of the Director of the Cadre and Civil Service Department,
DECISION:
Article 1: Position and Function
The Rural Clean Water and Environmental Sanitation Center is a self-financing public service unit under the Ministry of Agriculture and Rural Development in the field of clean water supply and environmental sanitation for rural areas throughout the country.
The Rural Clean Water and Environmental Sanitation Center has legal personality, its own seal, operational funds from the state budget and other sources, and is allowed to open accounts in accordance with the law.
The headquarters of the Center is located in Hanoi.
Article 2: Tasks and Powers
1. To take the lead in drafting and submitting to the Minister programs, projects, policies, and five-year and annual plans on clean water supply and environmental sanitation for rural areas, and to organize their implementation after approval.
2. To provide professional guidance on activities related to clean water supply and environmental sanitation for rural areas.
3. To implement national and international programs and projects within the scope of clean water supply and environmental sanitation for rural areas as assigned.
4. To perform the duties of the Office of the National Target Program on Clean Water Supply and Environmental Sanitation for Rural Areas and the National Strategy on Clean Water Supply and Rural Environmental Sanitation according to the assignment of the Minister - Head of the program.
5. To cooperate with international organizations, sponsors, and relevant organizations both domestically and internationally to develop and implement programs and projects on clean water supply and environmental sanitation for rural areas.
6. To advise, develop, and transfer scientific and technological advancements, model projects, and pilot projects on clean water supply and environmental sanitation for rural areas.
7. To promote and mobilize the people to use clean water and maintain environmental sanitation in rural areas; to train and instruct technical skills and professional practices on clean water supply and environmental sanitation for rural areas for organizations and individuals who have needs.
8. To provide supplies, equipment, and consulting services on clean water supply and environmental sanitation for rural areas.
9. To manage the organizational structure; to implement salary systems and incentive policies, rewards, and disciplinary measures for civil servants and employees under the Center's management in accordance with regulations.
10. To manage finances, assets, state-owned land, and other resources allocated; to organize the implementation of the budget allocated according to regulations.
11. Perform other tasks assigned by the Minister.
Article 3. Organizational Structure
1. Leadership:
The leadership of the Center consists of a Director and Deputy Directors appointed by the Minister of Agriculture and Rural Development in accordance with regulations.
The Director of the Center manages the Center's operations, is responsible to the Minister of Agriculture and Rural Development and to the law regarding the Center's activities in accordance with the law.
Deputy Directors assist the Director of the Center, are responsible to the Director and to the law for the tasks assigned to them. The number of Deputy Directors shall not exceed three; if it exceeds this limit, a report must be submitted to the Minister.
2. Organization of the Center:
a) Administrative and General Affairs Department (including Organization and Finance)
b) Planning and International Cooperation Department
c) Technical and Technology Department
d) Training and Propaganda Department
đ) Clean Water and Environmental Sanitation Technology Advisory and Transfer Station
The Director of the Rural Clean Water and Environmental Sanitation Center is responsible for establishing the operating regulations of the Center to submit to the Ministry for approval, determining tasks, and staffing for subordinate units according to current classification levels.
Article 4. Effective date
The Director of the Rural Clean Water and Environmental Sanitation Center transfers the Rural Clean Water and Environmental Sanitation Center in its original condition to the Director of the Rural Clean Water and Environmental Sanitation Center in accordance with current regulations.
This Decision takes effect fifteen days after its publication in the Official Gazette of the Government, replacing Decision No. 236/NN-TCCB dated December 12, 1995 of the Minister of Agriculture and Rural Development on the functions, tasks, and organizational structure of the Rural Clean Water and Environmental Sanitation Center and previous regulations of the Ministry that conflict with this Decision.
Article 5. Responsibilities for Implementation
The Director of the Rural Clean Water and Environmental Sanitation Center, the Chief of the Office, the Heads of the Cadre and Civil Servant Organization Department, and the Heads of related agencies and units under the Ministry are responsible for implementing this Decision./.
