Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Science and Technology dated June 9, 2000;
Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing certain provisions of the Law on Science and Technology;
Considering the proposal of the Minister of Science and Technology,
DECISION:
Clause 4 of Article 6Approves the Program on Building Models for Application and Transfer of Science and Technology to Serve Rural and Mountainous Economic and Social Development from Now to 2010 ("Program NTMN") with the following main contents:
I. OBJECTIVES OF THE PROGRAM:
1. General Objective:
- To build models for the application and transfer of advanced science and technology suitable for each stage of production, processing, and preservation in rural areas to enhance productivity, quality, efficiency, and competitiveness of agricultural products in both domestic and international markets, gradually forming a technology market and service sector in rural areas to facilitate the rapid application of scientific and technological achievements in production and promote economic and social development in rural and mountainous regions towards industrialization and modernization.
- To link and coordinate this Program with regional and local economic and social development programs concerning agriculture and rural areas, research science programs, and other national target programs to improve the effectiveness of state resource investment and maximize social resource mobilization, contributing to the development of commodity production, increasing income, creating additional jobs for farmers, and achieving strategic growth targets and poverty reduction.
- Through the implementation of application and transfer models of science and technology, combined with short-term training and capacity building for grassroots technical staff and farmers, to form a network of technical staff and grassroots collaborators with appropriate technical levels to help localities proactively seek, select, and implement appropriate advanced technology projects in line with their economic and social development needs.
2. Specific Objectives:
a) Main objectives by 2007:
- Implementing 82 projects and building approximately 110 models for the application of high-tech in agriculture; enhancing the efficiency of production of goods that still need to be imported; applying advanced technology to each stage of production; developing animal husbandry in an industrial direction; aquaculture linked with processing, restoring, and developing rural crafts; developing solar energy, wind energy, and biogas technologies; applying information technology to serve agriculture, rural areas, and mountainous regions; exploiting natural potential to serve eco-tourism with high efficiency.
- Organizing training and capacity building to enhance management and project implementation skills for about 2,400 local administrative officials. Training and instructing technical staff and farmers in techniques to establish a network of grassroots collaborators who will continuously assist farmers in implementing projects when technology transfer officers have left the area.
- Developing and implementing special topics to introduce and disseminate scientific knowledge and technical training through mass media at central and local levels.
b) Main objectives by 2010:
In the years 2008-2010, continue implementing the Program's objectives from now until 2007. By 2010, achieve 160 projects with approximately 220 models; train and enhance management and project implementation skills for about 5,000 local administrative officials; provide technical training for local technical staff and farmers; develop and implement special topics to introduce and disseminate scientific knowledge and technical training through mass media at central and local levels.
II. CONTENTS OF THE PROGRAM:
1. Projects for Building Models for Application and Transfer of Science and Technology:
Projects for building models for the application and transfer of science and technology are formed according to groups tied to specific goals and contents as follows:
- Enhancing the efficiency of rice production to ensure food security and the quality of exported rice;
- Applying high-tech in agriculture to produce valuable crops, fruits, and flowers, and developing tropical crop production with comparative advantages (coffee, pepper, cashew nuts, tea, rubber, tropical fruits, etc.);
- Enhancing the efficiency of production of goods that still need to be imported (substituting imports) such as tobacco, cotton, oilseed crops, paper pulp;
- Applying modern equipment, advanced technology, and biotechnology to each stage of production, processing, and preservation in agriculture, forestry, fisheries, salt industry, and industries using local raw materials to reduce costs, increase quality, and create employment, attracting idle labor;
- Applying science and technology to develop local food production in mountainous areas, scattered communities, and areas with difficult transportation conditions;
- Developing animal husbandry in an industrial direction, farm-scale, suitable, and closed-loop from production to processing and market consumption;
- Modern aquaculture linked with processing, industrial, semi-industrial, and ecological farming methods;
- Developing rural crafts using improved machinery and tools, mechanizing production stages, and increasing labor productivity;
- Comprehensive utilization of water resources for agricultural, industrial, and domestic water supply, improving the environment, preventing, and mitigating natural disasters; applying advanced irrigation and water-saving technologies in hilly and drought-prone areas;
- Developing technologies using solar energy, wind energy, and biogas to serve daily life in rural areas.
- Applying information technology to serve agricultural development;
- Exploiting natural potential to serve eco-tourism with high efficiency.
2. Short-term Training and Capacity Building:
Short-term training and capacity building are conducted in two forms:
- Training and enhancing the management and implementation capabilities of local science and technology managers, agricultural extension workers, forestry extension workers, fishery extension workers, and staff from scientific agencies who directly participate in technology transfer.
- Training technical staff for local areas and providing technical training to farmers to create a network of technical staff and cooperators at the grassroots level to continue expanding and popularizing the results of the Program when technology transfer officers withdraw from the area.
3. Information and propaganda activities:
The information and propaganda activities of the Rural Industry and Science Program include the following main contents:
- Developing and implementing special topics introducing the activities of the Program and disseminating scientific knowledge and technical training through mass media at both central and local levels. Expanding forms of news reporting and writing articles in newspapers and specialized journals.
- Publishing publications on summarizing experiences, lessons learned from the application, transfer, dissemination, implementation, and expansion of scientific and technological models and other issues related to the Program.
- Building databases of technology and expert databases to serve the dissemination of science and technology transfer to rural and mountainous areas.
III. IMPLEMENTATION SOLUTIONS FOR THE PROGRAM:
1. Selecting advanced technologies that have been evaluated and accepted to be superior to existing local technologies for inclusion in models, focusing on addressing significant economic and social issues for the locality while ensuring environmental protection requirements.
2. Mobilizing the maximum number of science and technology staff from scientific and technological organizations to serve rural areas, remote regions, and far-flung areas.
3. Strengthening training and capacity building for local science and technology managers to enhance their ability to manage and implement applications in practice, and providing technical training to farmers to improve their ability to expand the results of models.
4. Concentrating efforts from multiple sectors to build models, improving the ability to apply technological advancements in production, enhancing farmers' understanding and the competence of grassroots staff regarding science and technology, gradually forming a linkage between the four parties: "State - Scientist - Farmer - Business."
5. Promoting the socialization of Rural Industry and Science Program activities. Diversifying investment sources by mobilizing the maximum contributions from various economic sectors. Mobilizing all social resources to effectively achieve the Program's goals.
6. Enhancing decentralization in management to localities to promote their initiative, creativity, and accountability, creating favorable conditions for localities to participate in proposing content and directly implementing Program projects.
7. Strengthening information and propaganda work to popularize scientific and technological knowledge and information among farmers and gradually form a technology market in rural areas.
8. Timely rewarding and motivating units and individuals with outstanding achievements in implementing and transferring science and technology in rural areas, especially in mountainous regions.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentBudget for implementing the Program:
1. Funding for implementing the Program from the state budget for science and technology and other sources.
2. Annually, the Ministry of Science and Technology, the Ministry of Finance, and the Ministry of Planning and Investment will coordinate to balance funding from the central state budget for science and technology affairs to implement tasks under the Program managed directly by the central government and support localities in implementing projects authorized to manage.
3. People's Committees of provinces and centrally-administered cities will balance funding from provincial and city state budgets for science and technology affairs, together with funding supported from the central budget, to implement projects authorized by the central government to manage.
Article 3. Implementation organization:
1. The Ministry of Science and Technology shall take the lead and coordinate with ministries, ministerial-level agencies, governmental agencies, and People's Committees of provinces and centrally-administered cities to establish a management mechanism for the Program; organize the implementation of the Program; urge, inspect, evaluate, and report annually to the Prime Minister on the implementation status of the Program; establish a Steering Committee for the Program headed by the Minister of Science and Technology as Chairperson, a Deputy Minister of Science and Technology as Vice-Chairperson, and members representing leaders from the Ministries of Agriculture and Rural Development, Fisheries, Ethnic Affairs, and relevant ministries and sectors.
2. The Ministry of Finance shall cooperate with the Ministry of Science and Technology to study and develop a financial management mechanism for the Program.
3. People's Committees of provinces and centrally-administered cities shall be responsible for organizing and mobilizing resources, integrating the contents of projects under this Program, particularly authorized projects, with national target program projects and other socio-economic development programs to direct implementation within their jurisdictions.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5.Ministers, heads of ministerial-level agencies, heads of governmental agencies, Chairpersons of People's Committees of provinces and centrally-administered cities, and related agencies are responsible for enforcing this Decision./.
