Article 1. Permit the following private universities to convert to private non-profit universities and operate under the regulations for private non-profit universities:
1. Thang Long Private University.
2. Dong Do Private University.
3. Phuong Dong Private University.
4. Hanoi University of Business and Technology.
5. Hai Phong Private University.
6. Duy Tan Private University.
7. Binh Duong Private University.
8. Lac Hong Private University.
9. Cuu Long Private University.
10. Van Lang Private University.
11. Van Hien Private University.
12. Hung Vuong Private University.
13. Hong Bang Private University.
14. Foreign Languages - Information Technology University of Ho Chi Minh City.
15. Saigon Technology University.

Article 2. The universities listed in Article 1 shall be regulated regarding whether to include the phrase indicating the type of university in their name.
Article 3. Entrust the Minister of Education and Training to take the lead and coordinate with relevant ministries and agencies to issue regulations and guidelines on the conversion of the private universities listed in Article 1 of this Decision to private non-profit universities and operation under the regulations for private non-profit universities.
The conversion of private universities to private non-profit universities must ensure strict legality, clarity, transparency, and compliance with property and capital regulations; protect the legitimate rights and interests of those who have genuinely contributed to the formation and development of the university, the rights and interests of employees, and the rights and interests of students, in accordance with the charter and organizational and operational regulations of private non-profit universities and current laws.
Deadline for conversion: completed before June 30, 2007.
Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and municipal People's Committees, Heads of organizations requesting establishment of schools, and Principals of universities listed in Article 1 are responsible for implementing this Decision./.
