THE MINISTER OF FINANCE
Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 620/QD-TTg dated May 23, 2008 of the Prime Minister on the export of national reserve rice to support the provinces of Quang Nam, Ha Tinh, and Cao Bang;
At the proposal of the Director of the National Reserve Agency,
DECISION:
Article 1. The National Reserve Agency shall allocate (without charge) 4,550 tons of rice from the national reserve to support the provinces of Quang Nam, Ha Tinh, and Cao Bang for emergency food aid during the lean season for the people, with delivery at the district centers according to the provincial distribution plan, including:
- Province of Quang Nam: 2,000 tons
- Province of Ha Tinh: 2,000 tons
- Province of Cao Bang: 550 tons.
Article 2. The National Reserve Agency shall coordinate with the People's Committees of the provinces of Quang Nam, Ha Tinh, and Cao Bang to promptly organize the handover and receipt of rice to provide timely famine relief to the people.
The National Reserve Agency shall record the reduction of the national reserve capital for the aforementioned quantity of rice at the accounting price currently being tracked and report the final settlement of the relief goods in accordance with the prescribed guidelines.
Article 3. This Decision takes effect from the date of signature. The Director of the National Reserve Agency, the Director of the State Budget Department, the Director of the Financial Management Department, the Director of the Price Management Bureau, and the Head of the Ministry's Office are responsible for implementing this Decision./.
