PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of the overall socio-economic development plan; Decree No. 04/2008/NĐ-CP dated January 11, 2008 amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006;
Considering the proposal of the People's Committee of Ninh Thuan province,
DECISION:
Clause 4 of Article 6Approves the overall socio-economic development plan for Ninh Thuan province until 2020 with the main contents as follows:
I. DEVELOPMENT VIEWS
1. The overall socio-economic development plan for Ninh Thuan province until 2020 is consistent with the national socio-economic development strategy, the overall socio-economic development plan for the North Central Coast and South Central Coast region, and the planning of various industries and fields.
2. To leverage internal strength, exploit potential and advantages in marine economy and renewable energy to form leading products and dynamic regions, thereby accelerating the transformation of economic structure, improving the quality of growth and competitiveness of the economy; strengthen development linkage with provinces within the region and nationwide; promote international economic integration.
3. To value human factors, prioritize the development of high-quality human resources; preserve, promote, and develop traditional cultural values of ethnic groups in the province.
4. To closely combine socio-economic development with political system building and a strong administrative system, enhance national defense and security, maintain political stability and social order and safety.
II. DEVELOPMENT OBJECTIVES
1. General objectives:
Building Ninh Thuan into a destination of Vietnam in the future, with a synchronized infrastructure system, a transparent investment and business environment, capable of responding to climate change and natural disasters; achieving rapid and sustainable economic growth according to the "green and clean" economic model; transforming the economic structure towards industry and services while addressing social issues, protecting the ecological environment, creating jobs, reducing poverty, improving material and spiritual life for the people; ensuring national defense and security, maintaining political stability and social order and safety.
2. Specific objectives
a) On economy:
- The annual GDP growth rate during the period 2011-2015 will reach 16-18% and during the period 2016-2020 will reach 19-20%; in which, during the period 2011-2015: Industry-construction will grow at 30-31%, agriculture-forestry-fishery will grow at 5-6%, service sector will grow at 15-16%; and during the period 2016-2020: Industry-construction will grow at 32-33%, agriculture-forestry-fishery will grow at 6-7%, service sector will grow at 16-17%;
- Per capita GDP at current prices will reach about 1,400 USD by 2015 and about 2,800 USD by 2020;
- To shift the economic structure towards increasing the share of industry and services and decreasing the share of agriculture. By 2015, the share of industry-construction will reach 40%, agriculture-forestry-fishery will reach 25%, and services will reach 35%, and by 2020, the corresponding shares will be 52%, 20%, and 28%;
- The annual increase in budget revenue during the period 2011-2015 will reach 17-18% and during the period 2016-2020 will reach 19-20%; total budget revenue on the territory will reach 17,000 billion VND by 2015 and 45,000 billion VND by 2020; the proportion of GDP mobilized into the budget will reach 10% by 2015 and 10-11% by 2020;
- The annual increase in export turnover during the period 2011-2015 will reach 29-30% and during the period 2016-2020 will reach 24-25%; export turnover will reach 180 million USD by 2015 and 470-480 million USD by 2020;
- Total social investment capital during the period 2011-2015 will increase at 24-25% annually and during the period 2016-2020 will reach 29-30% annually; total social investment capital over the period 2011-2020 will reach 260 trillion VND; of which, during the period 2011-2015 it will reach 60 trillion VND and during the period 2016-2020 it will reach 200 trillion VND.
b) On society:
- Reduce the natural population growth rate. During the period 2011-2015, the natural population growth rate will be approximately 1.15% annually and during the period 2016-2020 it will be approximately 1.1% annually. By 2015, the population size will reach around 640-650 thousand people and by 2020 it will reach around 740-750 thousand people;
- The poverty rate during the period 2011-2020 will decrease by about 1.2%-1.5% annually. The doctor-to-population ratio will reach 7 doctors per 10,000 people by 2015 and exceed 8 doctors per 10,000 people by 2020. The malnutrition rate among children under five years old will decrease to below 18% by 2015 and below 13% by 2020;
- The labor force with vocational training will reach 50% by 2015, of which vocational training will account for 33%, and by 2020 it will exceed 60% (vocational training exceeding 45%). The labor force structure will shift towards reducing the proportion of labor working in the agriculture, forestry, and fishery sector and increasing the proportion of labor working in the industry and service sectors. By 2015, the proportion of labor working in the agriculture, forestry, and fishery sector will decrease to 37%; the industry-construction sector will increase to 28%, and the service sector will increase to 35%; by 2020, the agriculture, forestry, and fishery sector will decrease to 29%; the industry-construction sector will increase to 34%, and the service sector will increase to 37%;
- By 2015, complete the universalization of secondary education in Phan Rang-Thap Cham city. By 2020, complete the universalization of secondary education in towns and some communes with favorable conditions; the ratio of communes and wards reaching comprehensive excellence will exceed 50%.
c) On environment:
- Increase forest coverage to over 45% by 2015 and 50% by 2020; improve environmental quality and ensure safe drinking water for residents in the province. By 2015, the proportion of rural residents using safe drinking water will reach 95%, the number of rural households with hygienic latrines will reach 85%, household waste collection and centralized treatment will reach 80%, and the management and treatment of hazardous industrial waste and medical waste will reach 100%; by 2020, the corresponding targets will be over 98%, 95%, 90%, and 100%;
- Manage and use natural resources reasonably, protect biodiversity; enhance environmental education, training, and awareness; strengthen environmental management capacity.
III. DIRECTION FOR DEVELOPMENT OF INDUSTRIES AND SECTORS
1. Development direction:
Focus on prioritizing the development of six industries including: energy, tourism, agriculture and forestry, aquaculture, manufacturing and processing, and two supporting industries are education and training, construction, and real estate business; by 2020, the goal is for these six industries to contribute 91% of GDP and address 85% of the province's labor force, specifically:
a) Develop the energy industry, with a focus on nuclear power and renewable energy to make Ninh Thuan the clean energy center of the country; the target is that by 2020, this industry will contribute 11% of GDP and meet 5-8% of the national energy demand;
- Implement investment in constructing two nuclear power plants with a capacity of 4,000 MW, the first plant expected to start construction in 2014, completed and operational by 2020 (as per the Resolution of the National Assembly and Decision of the Prime Minister);
- Develop pumped storage hydropower with a scale of 1,200 MW on the Tan My irrigation system, expected to be completed and operational by 2020; accelerate the development of wind power in 14 potential wind areas with a scale of 1,600 MW, and solar power with a scale of 282 MW.
b) Tourism:
Develop comprehensive tourism based on the province's tourism potential and advantages, including: marine tourism, eco-tourism, cultural tourism; gradually form key tourist areas of the country and Southeast Asia with competitive special tourism products, diverse quality services, specifically:
- Develop high-end yacht tourism, with a scale of 100 to 200 berths at Vinh Hy Bay (Ninh Hai District) and the Binh Son - Ninh Chu Tourist Area (Phan Rang - Thap Cham City); establish high-end resort facilities in the Vinh Hy and Mui Dinh Tourist Areas; develop combined tourism experiences featuring local wine tasting, becoming an attractive destination in Southeast Asia; focus on developing coastal tourist areas, including: Binh Tien, Binh Tien - Vinh Hy, Binh Son - Ninh Chu, Mui Dinh, Ca Na;
- The target is that by 2020, the tourism industry will contribute 12% of GDP and address 13% of the province's labor force; by 2015, welcome approximately 1.3 to 1.4 million visitors, of which international tourists account for about 14 to 15%; by 2020, welcome 2.5 to 3 million visitors, of which international tourists account for about 19 to 20%.
c) Agriculture, Forestry, Aquaculture:
Build a modern agricultural foundation with high productivity and quality, gradually forming large-scale production areas ensuring raw materials for processing industries; the target is that by 2015, the agriculture, forestry, and aquaculture industries will contribute 25% of GDP and address 37% of the province's labor force, and by 2020, contribute 20% of GDP and address 29% of the province's labor force, specifically:
- In agriculture: Vigorously apply new science and technology, especially biotechnology, to enhance land value; average annual growth rate of production value at 6-7%; stabilize rice planting area at 17-18 thousand hectares, annual yield reaching 200-220 thousand tons; improve livestock quality, develop concentrated farm models linked to processing industries, increase the percentage of crossbred cattle, reaching 38% by 2015 and 45% by 2020;
- In aquaculture: Leverage advantages in aquatic seed production, develop centralized breeding areas in An Hai and Nhon Hai, and shrimp farming linked to processing and export industries; promote distant-water fishing; average annual growth rate of production value at 7-8%; the target is that by 2015, shrimp seed production will reach 11.5 billion seeds, aquaculture area reaching 1,200-1,300 hectares, shrimp meat production reaching 13,000 tons, distant-water fishery production reaching 60,000 tons, seafood export value reaching $100 million, and by 2020, corresponding targets will be: 17 billion seeds, 1,200-1,300 hectares, 20,000 tons, 65,000 tons, and $150 million;
- In forestry: Enhance land use efficiency and reasonably improve forest coverage to ensure sustainable agricultural development; protect and care for existing forests, actively plant new trees, encircle and regenerate forests, develop rubber production towards commodity production in poor soil areas in Bac Ai and Ninh Son districts; the target is that by 2015, forest coverage will reach over 45%, and by 2020, reach around 50%.
d) Industry:
Develop the industry towards clean industry and breakthrough growth to quickly transform the economic structure and improve economic efficiency; the target is that by 2020, the industry will contribute 12% of GDP and address 13% of the province's labor force, with an average annual growth rate of added value from 2011 to 2015 at 22-24%, and from 2016 to 2020 at 26-28%, specifically:
- Focus on developing advantageous processing industries such as salt production and post-salt chemical industry, food and beverage processing industry, expand salt production area to 4,000-5,000 hectares, annual production reaching 450-500 thousand tons, and develop post-salt chemical products like premium salt, magnesium chloride, annual production reaching 200-250 thousand tons; invest in building 1-2 export-oriented shrimp processing plants, each plant reaching 10,000 tons annually; meat processing plants, beer, and grape wine production linked to the formation of eco-tourism areas;
- Call for investment in steel production projects in the Doc Ham - Ca Na area, with a scale of 14.5 million tons/year linked to cargo ports, with a cargo handling capacity of 15 million tons/year;
- Develop industrial parks and clusters: From 2011 to 2015, focus on completing infrastructure investment in Du Long Industrial Park and Phuoc Nam Industrial Park; from 2016 to 2020, develop Hieu Thien Industrial Park and Ca Na Industrial Park; each district will build 1-2 industrial clusters, with a scale of about 30-50 hectares, prioritizing the development of eight clusters: Thanh Hai, Thap Cham (Phan Rang - Thap Cham City), Ca Na (Thuan Nam), Tri Hai (Ninh Hai), Tan Son, Quang Son (Ninh Son), Phuoc Thang (Bac Ai), Suoi Da (Thuan Bac).
Construction and real estate development, developing new urban areas:
Develop the construction industry into a strong economic sector with high technical standards, gradually forming a real estate market; the target is for the industry to contribute 37% to GDP and resolve 25% of the province's labor force by 2020, specifically:
- Forming construction enterprises with financial capability, strong human resources, and high expertise to undertake large-scale projects with complex technical requirements; leveraging economic advantages to form concentrated urban areas of reasonable scale; focusing on developing high-end urban areas in Phan Rang - Tháp Chàm city;
- Developing the real estate market, including: brokerage services, rental real estate, intermediary market development for buying and selling real estate services, and developing repair and maintenance services for construction works, anti-degradation services; developing the rental housing market, high-end office areas.
e) Education and training:
Comprehensive and synchronized development in both scale and quality of education and training, ensuring good material infrastructure and improving the quality of teaching staff, mobilizing all children of school age to attend school, minimizing disparities in education between regions within the province; striving to reach 3% GDP contribution and resolve 0.2% of the province's labor force by 2020, specifically:
- Developing school networks at all levels to meet national standards, focusing on developing kindergartens towards socialization; striving to achieve 30% of schools meeting national standards by 2015, 50% of primary school students studying two sessions per day, and 10% of kindergartens meeting national standards; by 2020, corresponding targets will be 50%, 60%, and 20%;
- Vocational training: Striving to basically meet the demand for skilled labor for socio-economic development of the province by 2015; during the period from 2016 to 2020, vocational training for labor in the province and neighboring provinces; enhancing the effectiveness of operations of the Nong Lam University Branch; establishing universities for water management and power; upgrading Ninh Thuan College of Education into a multi-disciplinary college; promoting full preparation for establishing Ninh Thuan University after 2015, while calling for investment to build training facilities in the province that meet international standards.
2. Construction and Development of Infrastructure
a) Transportation Infrastructure:
- Roadways: Prioritizing investment in road axes connecting National Highway 1A and coastal routes, the transverse axis of National Highway 27 linking with Lam Dong Province and Central Highlands provinces, Dong Hai - Phu Tho Bridge (An Dong Bridge). Upgrading national roads: 1A, 27A, 27B, coastal route (Binh Tien - Ca Na), Route 703 connecting National Highway 1A to Yen Ninh and Hai Thuong Lan Ong, Kien Kien to Ninh Chu Cargo Port, Van Lam - Son Hai. Constructing ring roads around Phan Rang - Thap Cham City connected to National Highway 27 and routes through districts: Ninh Hai, Thuong Bac, Bac Ai, Ninh Son, Ninh Phuoc, Tan Bac airport area to Du Long Industrial Zone and areas of communes: Phuoc Thai, Phuoc Vinh (Ninh Phuoc), Ma Noi (Ninh Son). Completing rural, mountainous transportation systems and transportation routes to raw material areas; upgrading district roads to VI and V standard plains;
- Railways: Implementing investment in railway lines according to planning, completing Phase I of the renovation and upgrade of the North-South railway by 2020, including the high-speed railway from Nha Trang to Ho Chi Minh City passing through Ninh Thuan Province; researching planning to restore the Dalat - Thap Cham railway line to develop tourism and link with Dalat's tourism development;
- Sea Ports: Developing Dac Ham Port with a capacity of 15 million tons/year; Ninh Chu Cargo Port capable of receiving ships up to 10,000 tons; specialized ports serving tourism including Binh Tien - Vinh Hy, Binh Son - Ninh Chu to receive domestic cruise ships; upgrading and expanding fishing ports: Ca Na, Dong Hai, and Ninh Chu as storm shelters for vessels, each port capable of accommodating 500 to 1,000 boats and able to receive ships with power from 500 to 1,000 HP.
b) Water Resources: Concentrating investment in water resource works to increase irrigation capacity to about 50% of agricultural land by 2015 and 56% by 2020. By 2015, completing the investment in the Tan My Reservoir system with a capacity of approximately 219 million cubic meters, Song Than Reservoir, Oc Cam Reservoir, Tan Giang II Reservoir, Tan Noi Reservoir, Ta Lam Reservoir (Ma Noi), Da May Reservoir (Phuoc Binh Commune, Bac Ai District). Investing in building the expanded 19/5 Dam (Lam Son), downstream Dinh River dam to prevent salinity, retain fresh water, change the ecological environment, and exploit the advantages of the two sides of the Dinh River; investing in solidifying canal systems, focusing on first-level canals in the Nhat Trinh - Lam Cam, Tan Giang, and canal systems to enhance the effectiveness of existing reservoirs;3c) Water Supply and Drainage Systems: Expanding and upgrading water supply, drainage, and wastewater treatment networks in Phan Rang - Thap Cham City and other cities in the province; investing in water supply, drainage, and wastewater treatment systems for industrial zones and nuclear power plants;
d) Power Supply:
- Upgrading and developing the power grid in the province, ensuring 100% of households have access to the national power grid, meeting 100% of production electricity needs consistent with production scales in industrial zones and clusters;
- Building Nuclear Power Plant No. 1 and No. 2 (500 KV Substation); developing power grids to connect nuclear, thermal, and wind power sources with the national power system and power distribution network for loads in Ninh Thuan Province; upgrading the 15 KV power grid (currently existing) to 22 KV and gradually replacing overhead 22 KV lines in central urban areas with underground 22 KV cables;
- Building 220 KV and 110 KV substations to serve Du Long, Phuoc Nam Industrial Zones, Dac Ham area, and Phan Rang - Thap Cham City.

- Expand, upgrade, and modernize large-capacity, high-speed postal-telecommunication and information networks connecting all localities nationwide and internationally; modernize high-tech distribution and transmission systems and optical cables throughout the province to the district and commune levels;
- Strengthen the application of information technology in state management (e-Government) and electronic transactions; increase telephone subscriptions, reaching an average of 34 subscriptions per 100 people by 2015 and increasing to 50 subscriptions per 100 people by 2020;
- Ensure that 100% communes have network nodes, providing multi-service packages with high speed; the number of Internet users reaches 50% by 2015, and after 2015, all basic Internet needs will be met; Internet subscription density reaches 6.4 subscriptions per 100 people by 2015 and increases to 15 subscriptions per 100 people by 2020;
3. Social development issues
a) Population and family planning: Implement the national population strategy effectively, ensuring a reasonable population size and improving population quality. Strive to reduce the natural population growth rate, reaching approximately 1.15% by 2015 and 1.1% by 2020; increase the mechanical population growth rate from 2011 to 2015 at about 6.46% per year and from 2016 to 2020 at about 8% per year; the population size of Ninh Thuận will reach approximately 640,000 to 650,000 people by 2015 and 740,000 to 750,000 people by 2020; urbanization rate will reach 43.9% by 2015 and 48% by 2020;
b) Health care and public health: Develop and improve the healthcare network in accordance with the socio-economic conditions of the Province; invest in completing the Provincial General Hospital with 500 beds equipped with modern facilities, build new Traditional Medicine Hospitals and Ethnic Medicine Hospitals in Ninh Phuoc and Ninh Son districts; upgrade commune health stations and ensure other conditions towards meeting national standards; strive to achieve 70% of communes, wards, and towns meeting national health standards by 2015 and 90% by 2020; ensure 100% health stations have midwives and 80% commune health stations have doctors. Prioritize human resource development for the health sector, striving to reach a ratio of 8 doctors per ten thousand people by 2020;
c) Orientation for cultural, information, and broadcasting development: Continue to enhance the quality of activities in the mass movement for building a civilized lifestyle; strive to achieve 65% of villages and neighborhoods meeting cultural standards by 2015 and over 80% by 2020. Strengthen grassroots cultural institutions, improve cultural enjoyment for ethnic minorities, mountainous areas, remote regions; strive to achieve 60% of communes, wards, and towns in the province establishing cultural-information-sports centers by 2015, 98% of villages having radio stations, 96% households able to watch television programs and listen to the Voice of Vietnam Radio, and by 2020, corresponding targets will reach 80%, 100%, and 100%;
d) Orientation for physical education and sports development: Develop the provincial physical education and sports network to better meet the exercise and health protection needs of the people, combining the development of high-performance sports with advantages; simultaneously develop sports movements linked to restoring traditional sports among ethnic groups in the province; focus on training young athletes of quality; develop mass sports movements; strive to increase the number of people participating in physical education and sports;
đ) Science and technology development: Develop science and technology to serve economic development needs, prioritizing applied scientific research to support production and daily life; strengthen cooperation with central scientific agencies located within the province, cooperate with international organizations in expanding new varieties with high commercial value, meeting international standards aimed at export. Focus investment on scientific work, establish some applied research centers, experimental workshops for producing new products, seed production centers, and invest in equipment to meet scientific research needs;
4. Environmental protection
Environmental protection is a continuous task in socio-economic development and one of three important goals for sustainable development and ensuring the achievement of millennium goals; the general goal during the planning period is to make living environments better, proactively preventing and limiting negative impacts on the environment, combined with pollution control, restoration, improvement, and conservation of nature;
5. National defense and security
a) Prioritize land with particularly strategic positions for developing the province's and the country's defense potential. Build the whole-people defense posture, the people's security posture, and the people's border defense posture;
b) Closely coordinate between military, border guard, police agencies, departments, sectors, front organizations, and the entire people to form a comprehensive strength, building Ninh Thuận Province politically stable, economically prosperous, and strong in national defense and security. Focus on building a strong political system, enhancing economic and defense potential, and security;
IV. DEVELOPMENT DIRECTION BY TERRITORY
1. Development orientation of space and territory of Ninh Thuận Province until 2020 towards developing two corridors and six main development areas with three priority areas, as follows:
a) Two corridors: National Highway 1A and coastal road;
b) Six main areas: Western area (mountainous districts), northern tourism area, Dam Nai area, southern industrial area, suburban village (Phuoc Dan - Ninh Phuoc), city center of Phan Rang - Thap Cham; among which, prioritize three areas: Phan Rang - Thap Cham urban center, northern tourism area of the province, southern industrial area of the province;
2. Orientation for distribution of production sectors
Distribute production spatially into four priority regions, as follows:
a) Mountainous region (Ninh Son, Bac Ai): Mainly agricultural and forestry production, forming short-term cash crop production areas linked to processing industries such as noodles, sugar cane, tobacco, cashew nuts, rubber, and developing livestock farming, building新农村发展规划到2020年的空间和领土发展方向如下:
b) Northern region: Focus on developing tourism, prioritizing high-end resort areas with large scale along the coast from Bình Tiên - Vĩnh Hy; form several famous tourist areas in the region such as: Bình Tiên Tourist Area, high-end resort area Vĩnh Hy, Núi Chúa, and Bãi Thùng, Hòn Đỏ Tourist Areas.
c) Southern region: Prioritize industrial development, mainly focusing on arranging the Phước Nam Industrial Zone and Cà Ná Industrial Zone, constructing the first nuclear power plant at Vĩnh Trường Village, Phước Diêm Commune, Thuận Nam District.
d) Plain region: Prioritize urban and service-trade development, develop central city Phan Rang - Tháp Chàm as a tourism-commerce city, develop towards "City Park", form satellite urban clusters: Ecological Urban Area in Area 02 along the Dinh River, Đầm Nại Tourism-Destination Urban Area, Eastern Văn Sơn - Northern Bình Sơn Urban Area, Coastal Urban Area and High-Rise Office Urban Area Bình Sơn - Ninh Chữ, Urban Area serving experts for the construction of two nuclear power plants in Thuận Nam.
3. Orientation for the development of administrative units
Upgrade cities when they meet the prescribed conditions; divide communes and districts that have excessively large populations and natural areas to be suitable with economic and social development conditions, economic and social management levels. The orientation for the development of administrative units is as follows:
||| a) Stage 2011 - 2015:
The province will have 6 district-level administrative units and 1 city; upgrade Phan Rang - Tháp Chàm City to a Class II city (when meeting the prescribed conditions), consider adjusting commune administrative boundaries (commune, ward, town) to about 91 communes, wards, towns by 2015.
||| b) Stage 2016 - 2020:
The province will have approximately 7 district-level administrative units (increasing 1 district separated from Ninh Sơn District), forming Tân Sơn Town (Class IV city); expand the territorial space of Phan Rang - Tháp Chàm City in the direction of development including Khánh Hải Town and both sides of Đầm Nại to build coastal tourism-destination urban areas, and expanding westward to include the southern bank of the Dinh River to form urban areas along both banks of the Dinh River; adjust commune administrative boundaries to about 101 communes, wards, towns by 2020.

VI. MAJOR SOLUTIONS TO IMPLEMENT THE PLAN
1. Solutions for mobilizing investment resources
Total capital investment demand during the period 2011 - 2020 is approximately 260 trillion VND, of which the period 2011 - 2015 is about 60 trillion VND, and the period 2016 - 2020 is about 200 trillion VND. Based on annual budget balance capacity, the Province needs to have specific solutions to mobilize the highest possible domestic and foreign resources for development investment such as:
a) Building and promulgating a list of programs and projects to call for investment until 2020; implementing policies to encourage domestic and foreign enterprises to invest in infrastructure; using ODA funds effectively to construct main infrastructure for major water conservancy works, transportation, electricity, water...; implementing the policy of "State and people working together" to concrete canal channels, build and reinforce rural and community transportation systems, and socialize education, healthcare, sports, etc.;
b) Implementing measures to encourage investment; creating a stable, transparent, equal investment environment and ensuring investors' interests; actively promoting and calling for potential investment partners; investing accurately and effectively in key areas to maximize efficiency. Ensuring strict economy in administrative spending, preventing waste in basic construction investment. Completing breakthrough projects to achieve high and sustainable development;
c) Diversifying forms of resource mobilization and capital creation, considering domestic capital as decisive, and foreign capital as important; implementing administrative reform, creating a transparent investment environment, issuing mechanisms and policies to mobilize capital from the public and encouraging various economic sectors to participate in development investment; prioritizing attracting foreign investment through various appropriate forms, especially multinational companies to take advantage of modern technology, advanced management skills, and penetrate regional and global markets;
d) Reforming investment credit mechanisms, building close relationships between businesses and financial organizations to facilitate access to capital sources and timely meet production and business capital needs; completing corporate shareholding to create a basis for participation in the stock market;
đ) Coordinating closely with relevant ministries and sectors to accelerate the implementation of national key projects invested in the locality;
e) Enhancing the economic geographical position of the Province to increase land value, raise GDP contributions to the budget based on strong development of industries, services, and strengthening revenue management to ensure expenditure and surplus for reinvestment;
g) Effectively implementing the socialization policy in health care, vocational training, education, culture, sports, environment, striving for about 20-25% of investment in these fields to be mobilized from socialization;
h) Mobilizing FDI capital for development, focusing on calling for investment in large-scale projects in energy, tourism, industry, seaports, new urban areas, education, and international-standard healthcare sectors to create breakthroughs in exploiting local potential and strengths, implementing key socio-economic development programs of the Province; for ODA capital: Concentrating on infrastructure investment, especially infrastructure in poor and difficult regions of the Province. Continuing to proactively cooperate with development partners and sponsors to identify investment opportunities consistent with priority goals and sponsor criteria.
i) Implement the state credit program for enterprises with projects that fall within the support categories as prescribed by the Government. Prioritize large-scale projects in key industries, technology innovation projects in agricultural and aquatic product processing, and clean energy development projects. It is anticipated that this capital will meet approximately 7 to 8.8% of the total investment capital demand in the province.
k) Significantly improve the business and investment environment to enhance provincial competitiveness in attracting maximum capital from all economic sectors, implementing provincial comparative advantage projects such as marine economy, urban area construction, and rental office buildings; encourage all economic sectors to invest in developing household and farm economies, smallholdings; develop agricultural, forestry, and aquatic product processing facilities, revive traditional local crafts.
2. Measures to strengthen improvements in the business and investment environment and enhance provincial competitiveness.
a) Enhance provincial competitiveness, serving as motivation to implement the socio-economic development plan of Ninh Thuan Province until 2020; increase investor and strategic partner interest in the Province's development.
b) Improve the effectiveness of investment attraction efforts and the implementation of various sources of investment capital from different economic sectors, foreign direct investment enterprises, ODA and NGO support funds; simultaneously simplify administrative procedures and promote investment activities for investors and development partners.
c) Strengthen the capacity of the provincial administrative civil service workforce and enterprise management teams, characterized by professionalism and readiness for international economic integration.
3. Measures to develop human resources.
a) Emphasize training and improving the qualifications of cadres and civil servants at all levels on laws, management, and administration of socio-economic fields, national defense, and security; issue specific salary, allowance, and other incentive policies to attract talent and skilled labor to work long-term in Ninh Thuan Province, especially leading experts.
b) Encourage enterprises to train workers to improve the quality of the labor force or collaborate with educational institutions for training purposes. Establish connections between state management agencies, consulting bodies, enterprises, and universities and training centers to provide human resources.
c) Create favorable conditions to encourage capable individuals to study, implement policies to encourage young talents to research, innovate, and apply new technological achievements; rejuvenate the cadre management team, facilitate cadres' visits, learning, and exchanges with foreign countries to grasp market and technological information.
d) Regularly organize management training courses for enterprise managers to enhance management skills, meeting requirements for integration and competition; focus on promoting invitations from reputable universities and training centers with experience to establish training facilities in the province to international standards; encourage all economic sectors, especially large-scale investment enterprises, to open training schools or joint training classes to meet the human resource needs for socio-economic development in the upcoming period; initially focusing on meeting the best needs for the six key economic sectors of the Province; concentrate on building a good living environment to attract domestic and foreign experts to work in the province.
4. Measures for scientific and technological development.
a) Encourage enterprises to focus on investing in production technology upgrades, gradually replacing outdated equipment, and synchronizing technology in advantageous industries such as agricultural, forestry, and aquatic product processing, food processing. Provide information on new technologies to enterprises, facilitating their investment in production and management technology innovation. Expand cooperation forms between production facilities and applied science research agencies and universities to bring science into real life, promptly catching up with national and global development trends.
b) Vigorously apply techniques, invest in modernizing equipment and production lines while protecting the environment: Select appropriate technologies for upgrading, use multi-layered technologies, combine traditional and modern technologies. Shift from producing and exporting raw products to processing and exporting refined products, producing substitutes for imports; link research institutes, universities, and provide funding for research, application, and technology transfer projects for enterprises, regardless of ownership.
c) Focus on investing in and modernizing equipment in industries where there is domestic and international market demand and the province can produce competitively. Closely integrate technological innovation with environmental protection.
5. Measures to effectively address pressing social issues, with a focus on poverty reduction in areas with high poverty rates and ethnic minority regions.
a) Strengthen the capacity of the people to develop production and access opportunities for economic development: Concentrate on training to improve knowledge in production and business for the people; enhance agricultural, forestry, and fishery promotion work, support technology transfer.
b) Increase people's access to social services: Ensure people have access to basic services; upgrade infrastructure for education and healthcare in difficult areas and ethnic minority regions; plan investments in essential facilities suitable for each commune's priority needs with community participation.
6. Measures for environmental protection and green, clean economic model development for sustainable growth.
a) Strengthening work on disaster prevention and mitigation, responding to climate change, and incorporating the task of combating climate change into economic development programs of the province, especially in infrastructure investment and residential planning in coastal areas; enhancing the review process to create conditions for environmental protection of investment projects, effectively implementing environmental monitoring;
b) Promoting the development of clean energy sources, encouraging production facilities to innovate environmentally friendly technologies; strengthening communication efforts to raise public awareness in environmental protection and climate change prevention.
7. Solutions to enhance the effectiveness and efficiency of the state management machinery, promoting administrative reform.
a) Promoting administrative reform, improving the effectiveness and efficiency of state management; creating a fair competitive environment among different economic sectors; enhancing the quality of activities of the Economic Development Office (EDO) to improve competitiveness indices, creating a transparent business environment to fully exploit internal resources and attract maximum external resources for development investment;
b) Continuing to decentralize authority to the People's Committees of districts and cities and delegate authority to departments and agencies in the direction of decentralization and delegation combined with increasing the responsibility of leaders and enhancing the capacity of grassroots administrative machinery; enhancing the capacity of civil servants in state administrative agencies to ensure high professionalism;
c) Perfecting institutional frameworks, improving the quality of legislative documents within the jurisdiction of the Provincial People's Council and the Provincial People's Committee, particularly mechanisms and policies for local socio-economic development; widely applying information technology in administrative reform, increasing transparency in administrative procedures related to citizens and businesses.
8. Solutions to expand cooperation and linkage for regional, national development and international economic integration.
a) Expanding comprehensive cooperation between Ninh Thuan and provinces in the South Central Coast region and provinces in the Southeast Economic Zone and major cities nationwide; prioritizing cooperation and linkage in developing tourism, trade, production, exploitation and processing, consumption of industrial, agricultural, and marine products, focusing on traditional products that are strengths of each locality;
b) Cooperating in training and developing human resources in healthcare, education, and vocational training fields; cooperating in implementing central projects on oil and mineral exploration such as titanium ore, and developing port services and maritime transport.
VII. IMPLEMENTATION AND MONITORING OF THE PLAN
1. After the Comprehensive Plan for Socio-Economic Development of Ninh Thuan Province until 2020 is approved by the Prime Minister, the Province needs to organize its announcement and dissemination to all levels of Party committees, governments, sectors, mass organizations, enterprises, and the people in the Province; at the same time, develop specific action programs to implement the Plan.
2. Specificizing the goals and tasks of the Plan through five-year and annual socio-economic development plans to implement effectively; annually evaluating the implementation of the Plan, based on which conducting reviews and making recommendations within the scope of authority for adjusting and supplementing the Plan to be consistent with the socio-economic development situation of the Province during each period.
3. All levels, sectors, political-social organizations, and the people have the responsibility to inspect and supervise the implementation of the Plan.
Article 2. The Comprehensive Plan for Socio-Economic Development of Ninh Thuan Province until 2020 serves as the basis for establishing, approving, and implementing sectoral plans (urban planning, land use plans, and other sectoral plans), socio-economic development plans for districts, towns, and cities directly under the province, and investment projects within the territory of Ninh Thuan Province.
Article 3. The People's Committee of Ninh Thuan Province is tasked with organizing and coordinating with relevant ministries and sectors to direct the establishment and approval according to regulations of the following contents based on the approved Plan:
1. Comprehensive Plans for Socio-Economic Development of districts, towns, and cities; urban planning and residential points; land use plans; industry and sector development plans to ensure overall and synchronized development within the territory of Ninh Thuan Province.
2. Studying and issuing, within their authority, or submitting to competent state agencies for issuance certain mechanisms and policies suitable for the development requirements of the Province and state laws at each stage to attract and mobilize resources to implement the Plan.
3. Establishing five-year and annual plans; key socio-economic development programs; specific projects to implement the Plan.
4. Studying and submitting to the Prime Minister for consideration and decision timely adjustments and supplements to the Plan to be consistent with the socio-economic development situation of the Province and the country at each stage of the Plan.
Article 4. Relevant ministries and sectors within the scope of their functions, tasks, and powers have the responsibility:
1. Guiding and assisting the People's Committee of Ninh Thuan Province in the implementation of the Plan.
2. Cooperating with Ninh Thuan Province to review, adjust, and supplement sectoral and field plans to ensure consistency and unity of the Plan; supporting the Province in mobilizing domestic and foreign investment capital to implement the Plan.
Article 5.This Decision takes effect from the date of issuance.
Article 6.The Chairman of the People's Committee of Ninh Thuan Province, Ministers, Heads of ministerial-level agencies, and Heads of agencies under the Government are responsible for enforcing this Decision./.
