OF THE MINISTRY OF FINANCE NUMBER 1225 TC/ĐTPT DATED APRIL 17, 1996 ON IMPLEMENTING THE INVESTMENT PLAN FOR 1996
REGARDING IMPLEMENTATION OF THE INVESTMENT PLAN FOR 1996
RESPECTED: - Ministries, ministerial-level agencies, and government agencies
- People's Committees of provinces and centrally-run cities
Pursuant to the Prime Minister’s Decision No. 863/TTg dated December 30, 1995 on assigning national plan targets for 1996 and Decision No. 34 BKH/TH dated December 31, 1995 of the Ministry of Planning and Investment on assigning national plan targets for 1996, the Ministry of Finance has organized meetings with ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities regarding the allocation of the investment plan for 1996 and has prepared funds ready to allocate to projects and works included in the investment plan for 1996. However, up until now, disbursement of the 1996 investment capital has not been carried out because ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities have yet to detail the allocation of volume plans for projects A-B groups and have yet to allocate and assign plan targets to units for project C groups.
To have a basis for disbursing investment capital in 1996 from early months and handle definitively completed volumes within the 1995 investment plan according to the spirit of the National Assembly’s Resolution and Government's Circular No. 63-KHTH dated March 22, 1996, the Ministry of Finance requests ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities to immediately implement the following:
1/ Direct project sponsors to promptly work with the General Department for Investment Development to settle definitively completed volumes within the 1995 investment plan before June 30, 1996 for the following categories:
+ Construction works carried out up to December 31, 1995 but within the scope of capital planned in 1995.
+ Volumes of construction work recorded in the 1995 plan that were permitted by the Prime Minister to extend implementation from 1995 to 1996.
+ Some projects completed in 1995 with volumes of construction work carried out exceeding the planned capital for 1995 but not exceeding the approved total budget. For these projects, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities are requested to report to the Ministry of Finance and the Ministry of Planning and Investment no later than April 25, 1996 for consolidation and submission to the Prime Minister for decision.
+ Other cases shall be handled in accordance with Decision No. 862-TTg dated December 30, 1995 of the Prime Minister.
2/ Promptly detail the allocation of volume plans for projects A-B groups and allocate and assign plan targets to units for project C groups and send them to the Ministry of Finance (General Department for Investment Development) in accordance with the deadline specified in Circular No. 253 - TC/ĐTPT dated January 23, 1996 of the Ministry of Finance, organize construction and disburse funds.
3/ Direct project sponsors to quickly complete investment and construction procedures as stipulated in Government Decree No. 177-CP dated October 20, 1994; conduct bidding for new projects initiated in 1996.
4/ The Ministry of Finance (General Department for Investment Development) shall prioritize disbursement of funds for important and critical economic projects such as dikes, irrigation, transportation assurance, healthcare, culture-society, remote areas...
It is requested that ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities closely coordinate with the Ministry of Finance (General Department for Investment Development) to effectively implement the 1996 investment plan.
