Article 1. This Decision promulgates the Action Program of the Government to implement Resolution No. 53-NQ/TW dated August 29, 2005 of the Politburo on economic and social development and national defense and security in the Southeast Region and the Southern Key Economic Zone until 2010 and with orientations towards 2020.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
