Regarding support for implementing National Programs on

promoting trade, investment, and tourism

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the State Budget Law dated December 16, 2002.

Considering the proposal of the Minister of Finance,

DECISION:

Article 1. The funding support for implementing National Programs on promoting trade, investment, and tourism shall be directly from the state budget and comply with the following principles:

1. The program must be approved by the competent state agency regarding the content of activities and detailed budget estimates.

2. The state budget will only support expenses according to prescribed regulations.

3. Program sponsors must manage and use funds effectively and conduct accounting and financial reporting in accordance with regulations.

The Ministry of Finance is tasked to base on the Regulations on building and implementing programs for promoting trade, investment, and tourism, approved by the Prime Minister, to guide the financial mechanism for implementing these programs. Annually, the Ministries of Industry and Trade, Planning and Investment, Culture, Sports and Tourism shall aggregate the needs of the program sponsors, prepare budgets for the promotion programs of trade, investment, and tourism, and submit them to the Ministry of Finance for consolidation into the state budget plan to be submitted to the competent authority for approval in accordance with current regulations.

Article 2. Based on the approved state budget estimate, the Ministry of Finance shall notify the Ministries of Industry and Trade, Planning and Investment, Culture, Sports and Tourism to approve programs for the program sponsors to implement in accordance with the allocated state budget estimate.

The Ministries of Industry and Trade, Planning and Investment, Culture, Sports and Tourism shall take the lead, coordinate with the program sponsors, the Ministry of Finance, and the business community to periodically review and evaluate the implementation results of national programs and promotional activities in trade, investment, and tourism, to consider adjustments and supplements to related policies and mechanisms to effectively promote these activities.

Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette. Previous provisions contrary to this Decision are hereby abolished.

Article 4. This Decision shall take effect fifteen days after its publication in the Official Gazette. Previous provisions contrary to this Decision are hereby repealed.

Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
