CIRCULAR

Issuing the National Technical Regulations on

“Fire Prevention and Fighting Equipment”

Pursuant to the Law on Fire Prevention and Fighting 2001;

Pursuant to the Law Amending Certain Provisions of the Law on Fire Prevention and Fighting 2013;

Pursuant to the Law on Standards and Technical Regulations 2006;

Pursuant to the Law on People's Police Force 2018;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Pursuant to Decree No. 136/2020/NĐ-CP dated November 24, 2020 of the Government detailing certain provisions and measures for implementation of the Law on Fire Prevention and Fighting and the Law Amending Certain Provisions of the Law on Fire Prevention and Fighting;

At the proposal of the Director of the Fire Prevention and Fighting Police Department;

The Minister of Public Security issues this Circular to issue National Technical Regulations on “Fire Prevention and Fighting Equipment”.

Article 1. Issued with this Circular are the National Technical Regulations on “Fire Prevention and Fighting Equipment - QCVN 03:2021/BCA”.

Article 2. Effective Date

This Circular takes effect from June 28, 2022.

Article 3. Implementation

1. The Director of the Fire Prevention and Fighting Police Department is responsible for directing and inspecting the implementation of this Circular.

2. Heads of units under the Ministry of Public Security, Directors of provincial public security departments, centrally-administered city public security departments, and relevant organizations and individuals are responsible for implementing this Circular.

During the course of implementation, if any difficulties arise, public security agencies at all levels, relevant organizations, and individuals shall report to the Ministry of Public Security (through the Fire Prevention and Fighting Police Department) for timely guidance./.
