Guidelines for determining Budget Standards and managing
costs in the budget for mine clearance and ordnance disposal

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decree No. 18/2019/NĐ-CP dated February 1, 2019 of the Government on Management and Implementation of Activities to Address the Consequences of Mines and Ordnance After War;
Pursuant to Decree No. 10/2021/NĐ-CP dated February 9, 2021 of the Government on the management of construction investment costs;
At the proposal of the Commander of the Engineering Corps;
The Minister of National Defense promulgates this Circular hguiding the determination 3. Amend Clause 3 Article 2 as follows:of budget standards and management of costs in the budget for mine clearance and ordnance disposal.
Article 1. Scope of Regulation
This Circular guides the determination of Budget Standards and management of costs in the budget for mine clearance and ordnance disposal.
Article 2. Applicability
Article 1. This Circular applies to units, organizations, and individuals related to the preparation of budgets and settlement of accounts for mine clearance and ordnance disposal activities using state budget funds and state non-budget funds.
Article 2. It is encouraged for units, organizations, and individuals related to the preparation of budgets and settlement of accounts for mine clearance and ordnance disposal activities using other sources of funds to apply the provisions of this Circular to determine Budget Standards and manage costs in the budget for mine clearance and ordnance disposal.
Article 3. Budget Standards for Mine Clearance and Ordnance Disposal
Budget Standards for mine clearance and ordnance disposal include necessary consumption rates regarding materials, labor, construction machinery to complete a unit volume of work specified in Appendix I attached to this Circular, serving as a basis for preparing budgets and settling accounts for mine clearance and ordnance disposal work.
Article 4. Determining the management of costs in the budget for mine clearance and ordnance disposal
Management of costs in the budget for mine clearance and ordnance disposal includes direct costs, common costs, taxes, and other costs as stipulated in Appendix II attached to this Circular, serving as a basis for preparing budgets and settling accounts for mine clearance and ordnance disposal work.
Article 5. Transitional Provisions
Projects, items, tasks of mine clearance and ordnance disposal that have been approved by competent authorities for technical construction plans and budgets before the effective date of this Circular shall implement budget standards and management of costs in the budget for mine clearance and ordnance disposal according to the approved technical construction plans and budgets.
Article 6. Effectiveness
Article 5. This Circular takes effect from November 5, 2021.
Article 6. Circular No. 155/2013/TT-BQP dated August 19, 2013 of the Minister of National Defense on the issuance of Budget Standards for mine clearance and ordnance disposal under water; Decision No. 117/2007/QĐ-BQP dated July 30, 2007 of the Minister of National Defense on the issuance of Budget Standards for mine clearance and ordnance disposal cease to be effective from the date this Circular takes effect.
3. In cases where legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new amended, supplemented, or replaced documents.
Article 7. Responsibility for Implementation
The Commander of the Engineering Corps, heads of agencies, units, and relevant individuals are responsible for implementing this Circular./.
