ON THE REORGANIZATION AND RESTRUCTURING OF UNITS UNDER THE MINISTRY OF CULTURE AND INFORMATION
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 81/CP dated November 8, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
At the request of the Minister of Culture and Information, the Minister in charge of the Government Organizational and Cadre Affairs Department.

Article 1.- Now, some units assisting the Minister of Culture and Information to perform state management functions shall be reorganized as follows:
1/ Establish the Copyright Protection Agency based on the restructuring of the copyright protection agency.
2/ Establish the Cultural Heritage and Museum Management Agency based on the restructuring of the Cultural Heritage and Museum Department.
3/ Establish the Legal Affairs Department of Culture and Information.
Article 2.- Reorganize the subordinate public service units under the Ministry of Culture and Information according to the list below:
a) Research Institutes:
1- Vietnam Institute of Arts and Culture (including the Ho Chi Minh City Branch).
2- Institute of Performing Arts and Film Archives.
3- Institute of Film and Video Technology.
4- Center for Design and Restoration of Historical Sites.
b) Universities and Colleges:
1- Hanoi University of Culture (including Nguyen Du Literature College and the Cultural Institute).
2- Hanoi University of Fine Arts (including the Fine Arts Institute).
3- Hanoi Conservatory of Music.
4- Hanoi University of Theatre and Cinema (including the Theatre Institute and the Dong Loa Cinema Secondary School).
5/ Establish the Ho Chi Minh City University of Culture and Arts based on the restructuring of cultural and artistic schools in Ho Chi Minh City, including:
- Ho Chi Minh City University of Fine Arts,
- Ho Chi Minh City Conservatory of Music,
- Ho Chi Minh City College of Culture,
- Ho Chi Minh City College of Theatre and Cinema,
- Dong Nai Fine Arts College,
- Ho Chi Minh City Dance Secondary School.
6- National Dance Secondary School.
7- National Circus Secondary School.
8- Northern Vietnam Cultural and Artistic Secondary School.
9- Northwest Vietnam Cultural and Artistic Secondary School.
10- Cadre Training School.
11- Printing Technology Secondary School.
c) Museums and Libraries:
1- Ho Chi Minh Museum.
2- History Museum.
3- Revolution Museum.
4- Fine Arts Museum.
5- Museum of Ethnic Cultures of Vietnam.
6- Uncle Ho Presidential Site.
7- National Library.
d) Newspapers:
1- Cultural Newspaper.
2- Vietnam Cinematography Newspaper.
3- Journal of Cultural and Artistic Research.
4- Full View - Events and Public Opinion Journal.
e) Art Units under the Performing Arts Administration Bureau:
1- Central Tuong Theatre.
2- Vietnam Vocal and Dance Theatre.
3- Vietnam Opera and Ballet Theatre.
4- Vietnam Drama Theatre.
5- Youth Theatre.
6- Central Vietnamese Water Puppet Theatre.
7- Central Vietnamese Traditional Opera Theatre.
8- Central Vietnamese Shadow Puppet Theatre.
9- Vietnam Circus Federation.
10- Vietnam Symphony Orchestra.
11- Central Light Music Ensemble.
12- Northern Vietnam Folk Ensemble.

The tasks and organizational structure of the units mentioned in Article 1 and 2 of this Decision shall be specified by the Minister of Culture and Information.
Article 3. This Decision takes effect from the date of issuance. All provisions in previous documents that conflict with this Decision are hereby abolished. The Minister of Culture and Information, other Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
