Approve the list of particularly difficult communes and border communes within the scope of the socio-economic development program for mountainous and remote areas
belonging to the particularly difficult communes in mountainous regions and remote areas
On the basis of Decision No. 135/1998/QĐ-TTg dated July 31, 1998 of the Government Chairman regarding the Socio-Economic Development Program for Particularly Difficult Communes in Mountainous Regions and Remote Areas;

Considering the proposal of the Minister, Head of the Committee for Ethnic Minorities and Mountainous Areas, and the Ministers of the Ministries of Planning and Investment, Finance, Labor - Invalids and Social Affairs, Agriculture and Rural Development,
This Decision approves the list of particularly difficult communes and border communes within the scope of the Socio-Economic Development Program for Particularly Difficult Communes in Mountainous Regions and Remote Areas (referred to as Program 135) to implement the tasks of the Program from the 2000 plan.

Article 1: The total number of particularly difficult communes and border communes is 1,870 communes in 284 districts of 49 provinces and centrally governed cities.
Among the total of 1,870 particularly difficult communes and border communes:
Article 2. - The central budget supports investment for 1,746 communes (including 1,602 particularly difficult communes and 144 border communes).
- The local budget supports investment for 124 communes which are particularly difficult communes.
This Decision takes effect fifteen days from the date of signature.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.
Article 4. The ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of provincial People's Committees under the central government shall be responsible for implementing this Decision.
