Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to the Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,
DECISION:
Article 1.
1. To establish the Institute for Strategy and Policy on Natural Resources and Environment under the Ministry of Natural Resources and Environment.
2. The Institute for Strategy and Policy on Natural Resources and Environment is a scientific research organization; its function is to study economic and social policies related to natural resources and the environment; propose the development of strategies, institutions, policies, and overall planning for natural resource management and environmental protection; carry out training tasks and other activities in accordance with the law.
3. The Institute for Strategy and Policy on Natural Resources and Environment has legal personality, its own seal and bank account; its main office is located in Hanoi; it is guaranteed state budget funding for regular operations according to assigned tasks.
4. The Institute for Strategy and Policy on Natural Resources and Environment has the English name: Institute of Strategy and Policy on Natural Resources and Environment (abbreviated as ISPONRE).

The Minister of Natural Resources and Environment shall be responsible for detailing the functions, tasks, powers, and organizational structure of the Institute for Strategy and Policy on Natural Resources and Environment.
Article 3.
1. This Decision takes effect from October 1, 2006.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decision.
