Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decree No. 115/2005/NĐ-CP dated September 5, 2005 of the Government stipulating the self-management and self-responsibility mechanism for public scientific and technological organizations;
CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,
DECISION:
Article 1. Renaming certain scientific research institutes under the Ministry of Natural Resources and Environment
Renaming certain scientific research institutes under the Ministry of Natural Resources and Environment as follows:
1. The Institute of Land Administration shall be renamed as the Institute of Surveying, Mapping, and Cartography.
2. The Institute of Geology and Mineral Resources shall be renamed as the Institute of Geology and Mineral Resources Science.
3. The Hydrology and Meteorology Institute shall be renamed as the Institute of Hydrology, Meteorology, and Environment Science.
Article 2. Responsibilities of the Minister of Natural Resources and Environment
1. To take the lead and coordinate with the Ministers of Science and Technology, Home Affairs, and Finance to direct the development, approval, and implementation of reform plans for the operations and organization of the renamed institutes as specified in Article 1 of this Decision, in accordance with Decree No. 115/2005/NĐ-CP dated September 5, 2005 of the Government stipulating the self-management and self-responsibility mechanism for public scientific and technological organizations and other relevant legal documents.
2. To define the functions, tasks, powers, and organizational structure of the units specified in Article 1 of this Decision.
Article 3. Effectiveness and Responsibility for Implementation
1. This Decision shall take effect from October 1, 2006.
2. The Ministers, Heads of ministerial-level agencies, Heads of central government agencies, and Chairpersons of provincial People's Committees directly under the Central Government are responsible for implementing this Decision.
