National Target Program on Rural Clean Water Supply and Environmental Sanitation
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on the management of national programs;
Pursuant to Decision No. 69/1998/QĐ-BNN dated May 5, 1998 of the Minister of Agriculture and Rural Development regarding the establishment of the Steering Committee for the National Clean Water Supply and Environmental Sanitation Program in rural areas;
At the proposal of the Head of the National Clean Water Supply and Environmental Sanitation Program Steering Committee and the Director of the Cadre and Civil Service Department.
DECISION:
Article 1. The Permanent Office of the National Target Program on Rural Clean Water Supply and Environmental Sanitation shall be established at the Rural Water Supply and Environmental Sanitation Center.
The Permanent Office shall have its own seal and shall open an account at the State Treasury.
Article 2. The Permanent Office shall assist the Steering Committee in performing the following tasks:
1. Implement clerical, administrative work, and implement policies and regulations to ensure the implementation of the Program and financial management according to the regulations of the State and the Ministry.
2. Develop plans and provide guidance for the implementation of the National Clean Water Supply and Environmental Sanitation Program in rural areas.
3. Assist the Steering Committee in monitoring the implementation of the Program to ensure that it meets the goals approved by the Government and the Ministry.
4. Coordinate with relevant ministries, sectors, and localities in evaluating and accepting the results of the Program's implementation, and report to the Steering Committee.
5. Assist the Steering Committee in compiling periodic reports (quarterly and annual) on the implementation of the Program for submission to the Government Office and related ministries and sectors.
Article 3. The Permanent Office of the National Target Program on Rural Clean Water Supply and Environmental Sanitation shall be headed by a Director who concurrently serves as a leader of the Rural Water Supply and Environmental Sanitation Center.
The Permanent Office shall have a staff of 7 to 9 full-time officials, including one Deputy Director to assist the Director.
These officials shall be appointed by the Center Director from within the Center's staffing quota.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 5. The Heads of the Ministries' Departments, the Director of the Cadre and Civil Service Department, the Heads of related units under the Ministry, the Head of the National Clean Water Supply and Environmental Sanitation Program Steering Committee, and the Director of the Rural Water Supply and Environmental Sanitation Center are responsible for implementing this Decision. / .
