Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the Urban Planning Management Charter issued together with Decree No. 91/CP dated August 17, 1994 of the Government;

Considering the proposal of the Chairman of the People's Committee of Quang Nam Province at Document No. 258/TT-UB dated March 19, 1998 and that of the Minister of Construction at Circular No. 2213/BXD-KTQH dated December 22, 1998.

DECISION:

Article 1. Approving the Master Plan for the new urban area of Dien Nam - Dien Ngoc until 2020 with the main contents as follows:

1. On objectives:

The Master Plan for the new urban area of Dien Nam - Dien Ngoc aims to concretize the overall planning orientation for the development of urban areas in Vietnam until 2020, supporting the development of Da Nang City, meeting the investment construction needs of Da Nang University (400 hectares), Dien Nam - Dien Ngoc Concentrated Industrial Zone (420 hectares), and a Tourism and Leisure Area (over 300 hectares) based on exploiting the advantages of natural conditions, scenery, and climate of the region to form a center for industry, services, education and training, tourism, and leisure for Quang Nam Province and the Central Region.

2. Scope of the Master Plan:

The selected land for urban development is located within the Da Nang - Hoi An Plain area, with an exploitable area of approximately 2,700 hectares belonging to parts of the land of Dien Nam, Dien Ngoc, and Dien Duong communes, with boundaries as follows:

- North bordering Da Nang City (Non Nuoc - Hoa Quy - Hoa Hai area);

- South bordering the outskirts of Hoi An Town (Cam An and Cam Ha communes);

- South bordering Quynh Luu District, Nghe An Province;

- West bordering the Da Nang - Hoi An road.

The direction of development of the new urban area is: northward to the boundary of Da Nang City, southward to the outskirts of Hoi An Town, eastward embracing the section of Co Co River and extending to the beach, and westward to the provincial road linking Da Nang City and Hoi An Town.

3. Population Scale:

By 2020, the population of the new urban area of Dien Nam - Dien Ngoc within the planning scope will be about 150,000 people, with the first phase (until 2005) being about 50,000 people.

4. Land use planning and urban landscape architecture:

a) On land use indicators:

The average urban land use index is 80 m2/person, including 23 m2/person for transportation land, 12 m2/person for green space, physical exercise, and sports, and 5 m2/person for land to build public utility facilities.

b) Regarding functional zoning:

- The Dien Nam - Dien Ngoc Concentrated Industrial Zone with a planned scale of 420 hectares is arranged in the western part of the city near the Da Nang - Hoi An axis;

- Residential areas with a total area of about 680 hectares, including 150 hectares linked to the industrial zone, 300 hectares linked to the university area, and 230 hectares preserved as Dien Duong agricultural and fishing villages;

- Public service system: The main center of the city has a planned scale of 50 hectares, located along the main axis of the city facing the sea. The centers of residential areas have a planned scale of 20 hectares, located in Dien Nam, Dien Ngoc, and Dien Duong communes. Specialized centers include: The university training area comprising Da Nang University and Private Quang Nam University with a planned scale of 400 hectares located in the northern part of the city; The tourist and golf area with a planned land scale of 300 hectares distributed on both sides of Co Co River, along the coast, and the sand dune area of Dien Duong commune, including medical facilities, treatment centers, and health resorts;

- Green space and recreational areas: Including 150 hectares of park green space along Co Co River, 30 hectares for green spaces within residential areas, along streets, and the mangrove forest and coastal sand dunes;

- Development reserve area with a scale of about 300 hectares planned in the southern part of the industrial zone, adjacent to the outskirts of Hoi An Town;

c) Regarding architecture and urban landscape:

- Urban space includes two areas: The modern construction area consisting of many high-rise buildings adjacent to external traffic routes in the western part of the city, the industrial zone, and the training area; the ecological urban area mainly in the eastern part of the city, including the city center, parks, and tourist areas built with low-rise and scattered structures. The urban space gradually decreases towards the sea and the south;

- Clearing the Co Co River from Cuu Dai (Hoi An) to Non Nuoc and Han River (Da Nang) as the main spatial axis of the city, creating water surfaces and green corridors, scenic areas, and rest zones for the city;

- Maintaining the traditional rural villages of Dien Duong agricultural and fishing communities, transforming them into eco-villages connected to the ancient village outskirts of Hoi An Town.

5. On traffic planning and technical infrastructure:

a) Transportation:

- External traffic includes provincial roads connecting the city to National Highway 1A, Da Nang City, Hoi An Town, and Vinh Dien Town; dredging and clearing the Co Co River to organize a cruise route. Utilizing Da Nang International Airport and Chu Lai Airport to serve the city;

- Internal city traffic includes the main city axis with a right-of-way of 34 - 50 meters, the main regional axis with a right-of-way of 31 meters, regional roads with a right-of-way of 22.5 meters, and residential area roads with a right-of-way of 19.5 meters, planned appropriately according to the topography and natural rivers with an area of about 270 hectares (including static traffic). The inter-provincial bus station is located in the western part of the city near Dien Ngoc intersection with an area of about 2.5 hectares.

- Minimum design ground level:

- Site leveling:

The planned construction area has a terrain elevation from +4.0 to +7.0 meters, so major earthwork is not necessary, only local leveling of each area is required. The controlled elevation for functional zones ranges from +2.5 to +4.0 meters.

- Stormwater drainage:

Organizing separate stormwater drainage and sewage systems. Stormwater drains in two directions: East of the industrial zone drains into Co Co River, west of the industrial zone drains into Vinh Dien River.

c) Regarding water supply:

- Potable water:

In 2005: 100 L/person/day-night

In 2020: 130 L/person/day-night

- Industrial water: Determined according to the industrial project

Other types of water follow regulations

- Water supply requirements:

In 2005, 80% of the population will be supplied with water

In 2020, 85% of the population will be supplied with water

- Water plant capacity:

In 2005: 35,000 m3/day

In 2020: 85,000 m3/day

- Water source: Initially using groundwater locally and long-term using surface water from the Vinh Dien River system;

- Water distribution network: A pumping station with a capacity of 85,000 m3/day located at the junction of Vinh Dien - Thanh Quyt Rivers, a water treatment plant with the same capacity located at the head of the network near the industrial zone, near the Da Nang - Hoi An road with an area of about 4 - 5 hectares. Transfer pipelines of diameter 700 mm and distribution networks of diameters 100 to 700 mm.

d) Regarding electricity supply:

||| - Civil load 53,332 KW (first phase 6,000 KW) and industrial power load 120,000 KW (first phase 69,207 KW). Total load 173,332 KW;

||| - Power source: from the 220/110 KV - 2 x 250 MVA Cau Do substation;

||| - Grid includes: 110 KV grid from the 220/110 KV Cau Do substation, constructing a double-circuit 110 KV line to the 110/22 KV substations of the new urban area (including substations in the North and South); 22 KV and 0.4 KV grids designed with closed-loop circuits, using underground cables.

||| e) Regarding drainage and environmental sanitation:

||| - All industrial wastewater and domestic sewage must be treated before being discharged into the river;

||| - Average wastewater flow rate estimated at 120 L/person/day, total flow rate 14,500 m³/day;

||| - Constructing a separate sewer system, 12 pumping stations, and 2 centralized treatment plants. Wastewater treated at the Northwest station will be discharged into the Vinh Dien River, while wastewater treated at the Southwest station will be discharged into the Co Luu stream flowing into the Thu Bon River;

||| - Household and industrial waste will be disposed of in a landfill site according to technical standards (long-term treatment will be implemented) covering an area of 20 hectares in the Da Hiep commune hills, Dai Loc district;

||| - The cemetery is planned on a hillside area belonging to Da Phuoc commune, Dai Loc district, approximately 20 kilometers from the city center along the route to the Central Highlands, with an area of 40 hectares. In the coming years, existing land at the current southern city cemetery will still be utilized.

Prioritize the construction of the infrastructure system of the Ha Tien Border Gate, international trade area, and concentrated industrial zone.

||| To achieve the goal of forming an initial urban residential area, while developing infrastructure to meet the operational needs of the Dien Nam-Dien Ngoc Industrial Zone and the university training area, it is necessary to focus on establishing and implementing priority investment projects for renovation and construction as follows:

||| - Investment project for the construction of infrastructure for the industrial zone and the university training area;

||| - Construction project of the residential area of the new urban area including administrative buildings, public welfare facilities such as culture, education, and healthcare for urban residents, industrial workers, and staff and students of the university training area;

||| - Projects for the construction of high-rise and low-rise residential areas with a total land area of 150 hectares;

||| - Project for the construction of main urban roads covering 80 hectares, initially focusing on roads connecting the industrial zone, the university training area, and the urban residential area;

||| - Project for the construction of water supply, power supply, telecommunications, stormwater drainage, and wastewater systems for the industrial zone, the university training area, and the urban residential area.

Article 2. ||| The People's Committee of Quang Nam Province shall coordinate with the Ministry of Construction and relevant ministries and sectors to implement the planning of the new urban area Dien Nam-Dien Ngoc:

||| 1. Approving the design dossier of the overall urban planning for the new urban area Dien Nam-Dien Ngoc until 2020 after obtaining the unified opinion of the Ministry of Construction;

||| 2. Organizing the announcement of the overall urban planning for the new urban area Dien Nam-Dien Ngoc until 2020 so that the people are aware, inspect, and implement; organizing the establishment and implementation of detailed planning for urban functional zones and investment projects in accordance with current regulations, preparing annual and long-term plans to implement the overall planning;

||| 3. Issuing the Urban Management and Construction Planning Regulations for the new urban area Dien Nam-Dien Ngoc after obtaining the unified opinion of the Ministry of Construction;

||| 4. Mobilizing domestic and foreign investment sources in various forms to implement investment projects for the construction of the new urban area Dien Nam-Dien Ngoc.

Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

||| The Chairman of the People's Committee of Quang Nam Province; Ministers: Construction, Defense, Planning and Investment, Agriculture and Rural Development, Finance, Transport, Industry, Science, Technology and Environment, Education and Training; Director-General of the Land Administration General Department are responsible for enforcing this Decision.
