PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Statistics dated June 26, 2003;

Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics.

At the proposal of the General Statistic Office Director

DECISION:

Article 1. This Decision promulgates the List and Code of Administrative Units of Vietnam up to June 30, 2004 for uniform implementation throughout the country.

The code assigned to an administrative unit is a unique identifier that does not change during the entire existence of that administrative unit. When there is a change, the code is assigned according to the following principles:

a) For provincial level:

- In the case of splitting a province:

+ If the provincial People's Committee headquarters remains at the original location, the codes for the provincial, district, and commune levels will not change.

+ If the provincial People's Committee headquarters moves to a new location, it will be placed in an appropriate position and assigned a new code. The codes for the district and commune levels within that province will not change.

- In the case of merging provinces:

+ The merged province whose People's Committee headquarters is located in one of the provinces will retain the code of that province, while the code of the other province will be closed and not reassigned to another administrative unit. The codes for the district and commune levels of the merged province will not change.

b) For district level:

- In the case of splitting a district:

+ If the district People's Committee headquarters remains at the original location, the codes for the district and commune levels will not change.

+ If the district People's Committee headquarters moves to a new location, it will be placed in an appropriate position and assigned a new code. The codes for the commune levels within that district will not change.

- In the case of merging districts:

+ The merged district whose People's Committee headquarters is located in one of the old districts will retain the code of that district, while the code of the other district will be closed and not reassigned to another administrative unit. The codes for the commune levels of the merged district will not change.

- In the case where a district-level administrative unit transfers to another province, the codes for the district and commune levels will not change.

c) For commune level:

- In the case of splitting a commune:

+ If the commune People's Committee headquarters remains at the original location, it retains the old code.

+ If the commune People's Committee headquarters moves to a new location, it will be placed in an appropriate position and assigned a new code.

- In the case of merging communes:

The merged commune whose People's Committee headquarters is located in one of the communes will retain the code of that commune, while the code of the other commune will be closed and not reassigned to another administrative unit.

- In the case where a commune-level administrative unit transfers to another district, the code for that commune-level administrative unit will not change.

d) In the case where administrative units at all levels change their names or transfer from rural to urban areas or vice versa, the codes will not change.

Article 2. The General Statistic Office is tasked with:

- Managing, arranging, and assigning new codes for administrative units at all levels when changes occur.

- Guiding ministries, sectors, and agencies to implement in accordance with this Decision.

Article 3. This Decision takes effect thirty days after its publication in the Official Gazette. All previous documents that conflict with this Decision are hereby abolished.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.

LIST AND CODE OF ADMINISTRATIVE UNITS OF VIETNAM

Part I

GENERAL PROVISIONS

1. Coding PrinciplesCoat

The code of an administrative unit is a series of numbers assigned to each unit according to unified principles, serving as a unique identifier that does not change and remains stable throughout the entire existence of an administrative unit. A code once assigned cannot be reused for another administrative unit at the same level.

2. Structure of Administrative Unit Codes

An administrative unit code consists of ten digits, divided into three independent levels, each having a prefix for assigning new codes when changes occur. Specifically:

+ Provincial level is codedCoat by two digits from 01 to 99;

+ District level is codedCoat by three digits from 001 to 999;

+ Commune level is codedCoatby five digits from 00001 to 99999.

3. Arrangement Principle of Administrative Units When CodingCoat

Administrative units are arranged in a north-south, west-east sequence based on geographical boundaries and regions at each level as a basis for determination. Nationwide, Hanoi City is ranked first, followed by other provinces and cities according to the above principle. Within a province and district, administrative units with People's Committee headquartersThe are ranked first, followed by other administrative units in urban areas before rural areas, from north to south, and from west to east.

- In the case of splitting a province:

4.4. Other Cases

In the case where administrative units at all levels change their names or transfer from rural to urban areas or vice versa, the codes will not change.

5. Management and Notification of Administrative Unit CodesThe the people's administrative body located at the old site retains the old code number.

5. Management and announcement of administrative unit code numbers

The Prime Minister issues the Catalogue and Code Numbers of Administrative Units. The General Statistics Office is responsible for managing the system of code numbers of administrative units at all levels nationwide.

- Based on the Resolution of the National Assembly and the Decree of the Government regarding changes to administrative units, the General Statistics Office is responsible for arranging, closing, issuing code numbers for administrative units at all levels and promptly informing all units across the country to ensure uniform use.No.to be used uniformly.
