Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;

Article 1. The list of State Secrets of Top Secret level for the Finance Sector includes documents and data within the following scope:
1. Documents and data submitted to the Politburo, the Secretariat, the National Assembly, the Standing Committee of the National Assembly, the Government, and the Prime Minister for reporting or seeking guidance on the policy of drafting the state budget for national defense and security sectors and state reserves.
2. Documents and data on personnel strength, specialized assets serving national defense and security; detailed figures on the draft, allocation, and settlement of state budget expenditures for national defense and security.
3. Special important directives and instructions of the Party and the State on financial matters that have not been or will not be disclosed.
4. Information on the national financial reserve (gold, silver, precious stones, rare metals, foreign currency) that has not been or will not be disclosed.
5. Guidance opinions of Party and State leaders on special budgets for national defense (national defense strategy) and national security.
6. Reports and other documents using information and materials listed under the Top Secret category from other agencies and organizations.
Article 2. The list of State Secrets of High Secret level in the Finance sector includes the following documents and data:
1. Documents and data on foreign loans and aid to Vietnam in the fields of national defense and security.
2. Long-term plans for state reserves, absolute figures on stock levels of various reserve goods.
3. Information from foreign countries or international organizations transferred to Vietnam related to combating smuggling and illegal transportation of goods and weapons across borders; drug trafficking and money laundering with origins from cross-border drug and weapon trafficking, as requested by the transferring party not to be disclosed.
4. Organization of operational activities to combat smuggling or illegal transportation of goods, foreign currency, and Vietnamese currency across borders; combating fraudulent trade practices and money laundering through smuggling or fraud.
5. Network systems, secret facilities; files and documents related to networks and secret facilities of the Customs force.
6. News, information, and plans for coordination between the Customs and Tax forces and relevant sectors in the areas of Customs and Tax that have not been or will not be disclosed.
7. Information on the export and import of weapons and equipment for the purpose of protecting national interests, sovereignty, and security.
8. Reports and other documents using information and materials listed under the High Secret category from other agencies and organizations.
Article 3. Effectiveness
This Decision shall take effect from December 10, 2009, and replace Decision No. 237/2003/QĐ-TTg dated November 13, 2003 of the Prime Minister on the list of State Secrets of Top Secret and High Secret levels in the Finance sector.
Article 4. Responsibility for Implementation
1. The Minister of Finance and the Minister of Public Security shall be responsible for guiding and supervising the implementation of this Decision.
2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of the People's Committees of provinces and centrally governed cities are responsible for enforcing this Decision.
