CIRCULAR

Providing for the expenditure regime for organizing the Eighth National Model Congress in 2010

Pursuant to the State Budget Law;

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the State Budget Law;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Implementing Decision No. 582/QĐ-TTg dated May 5, 2010 of the Prime Minister on organizing the Congress and establishing the Organizing Committee for the Eighth National Model Congress;

To manage, use, and settle accounts for the budget to organize the Eighth National Model Congress in 2010 in accordance with regulations, the Ministry of Finance provides for the expenditure regime for organizing the Eighth National Model Congress in 2010 as follows:

Article 1. General Provisions

Article 1. This Circular stipulates the expenditure regime for organizing the Eighth National Model Congress in 2010.

Article 2. The funding for organizing the Eighth National Model Congress shall be guaranteed by the State budget and other legitimate sources of fundraising (if any).

Article 3. Agencies and units organizing and serving the Eighth National Model Congress shall be responsible for managing and using the allocated funds for their intended purposes in accordance with the current financial expenditure regime and the specific provisions set forth in this Circular.

Article 2. Contents of Expenditure:

1. Renting equipment, decoration, and venue for the Congress.

2. Purchasing materials; collecting data; buying some equipment for service; writing, printing reports, documents, and congress proceedings; compiling a book on exemplary models and heroes from 2006 to 2010; exhibiting images at the congress venue.

3. Designing, printing invitations, making badges for staff, journalists, and cars serving the Congress.

4. Building software for managing, evaluating representatives, allocating representatives, and arranging seating during the Congress.

5. Making badges for representatives, the Organizing Committee, and guests; presenting gifts at the Congress.

6. Publicity: Press conferences before, during, and after the Congress; setting up and operating the press center for the Congress; writing contests about new factors and exemplary models; producing documentary films for the Congress; organizing exchanges with exemplary models during the Congress; printing posters, banners, logos, emblems, filming, photographing, flags, slogans, printing promotional materials, and organizing publicity through mass media (radio, television, newspapers...).

7. Renting cars to serve the Congress.

8. Travel expenses, accommodation, and interpreter fees for foreign delegates and overseas Vietnamese patriots attending the Congress.

9. Serving meals and accommodations for delegates during the Congress period, one day before the opening ceremony, and one day after the closing ceremony.

10. Serving activities of the Congress Organizing Committee.

11. Expenses for security, order, hygiene, health services, and support; expenses for renting uniforms for volunteers and liaison officers participating in serving the Congress.

12. Cultural and artistic activities during the Congress and the gala night celebrating the success of the Congress.

13. Office supplies, commemorative photographs for delegates, information, and communication.

14. Other expenditures directly serving Congress activities.

Article 3. Specific Levels of Expenditure:

1. Food and beverages:

a) For domestic delegates:

- Delegates and guests of the Congress who stay together are subject to a meal allowance of VND 200,000 per person per day during the Congress period and one day before and after the Congress. For days when there is a centralized lunch at the conference hall, the meal allowance is VND 100,000 per person per day.

- For delegates who do not register for centralized accommodation during the Congress, the meal allowance is VND 200,000 per person per day based on actual attendance time. For days when there is a centralized lunch at the conference hall for all delegates, the meal allowance is VND 100,000 per person per day.

b) For centralized meals at the conference hall during the Congress days: A meal subsidy of VND 100,000 per person per day is provided for delegates.

c) For foreign delegates and overseas Vietnamese: A meal allowance of up to VND 400,000 per person per day.

d) Refreshment and fruit expenses between meetings: VND 70,000 per person per day during the Congress period. For refreshment expenses during Organizing Committee meetings and sub-committee meetings, the provisions of Circular No. 97/2010/TT-BTC dated July 6, 2010 of the Ministry of Finance on travel expenses and meeting organization costs for state agencies and public institutions shall apply.

2. Accommodation:

- Delegates from afar who have registered for centralized accommodation will be arranged to stay at hotels designated by the Organizing Committee (during the Congress period and one day before and after the Congress).

- The Organizing Committee pays accommodation expenses for delegates according to the provisions of Circular No. 97/2010/TT-BTC dated July 6, 2010 of the Ministry of Finance on travel expenses and meeting organization costs for state agencies and public institutions;

- For foreign guests and overseas Vietnamese attending the Congress: The Organizing Committee pays accommodation expenses for guests based on actual receipts but not exceeding VND 1,700,000 per person per day.

3. Means of transportation:

Agencies, organizations, and localities sending delegates to attend the Congress ensure transportation and costs for delegates traveling from their place of residence or work to the reception venue in Hanoi. For delegates coming from far away and traveling by air, the Organizing Committee will be responsible for picking up and dropping off delegates from Noi Bai Airport to their accommodation in Hanoi and vice versa.

Transportation from the accommodation to the Congress venues is provided by the Organizing Committee and settled from the Congress service budget.

4. Other expenses related to organizing the Congress:

a) Allowance for participants in Organizing Committee meetings to prepare for the Congress:

Chairperson of the meeting: VND 400,000 per person per session.

- Other Organizing Committee members: VND 300,000 per person per session.

Invited participants: VND 100,000 per person per session.

- Service personnel: VND 50,000/person/session.

b) Sub-committee meeting subsidies; meetings to review experiences of model congresses at three regions (North, Central, South); seminars and discussions on report contents; reviewing exemplary reports; press conferences before, during, and after the Congress:

- Chairperson of the meeting or seminar: VND 200,000 per person per session.

Participants: VND 100,000 per person per session.

- Service personnel: VND 50,000/person/session.

c) Allowance for individuals contributing articles to draft reports and Congress documents: VND 200,000 per article.

d) Support for mobile phone charges during the Congress period, allocated as follows:

Heads and deputy heads of the Congress Organizing Committee; heads of sub-committees (Content Sub-committee, Propaganda Sub-committee, Service Sub-committee): VND 300,000 per person.

Members of sub-committees: VND 200,000 per person.

In cases where necessary, the Head of the Service Sub-committee decides the list of officials eligible for mobile phone reimbursement, with a maximum quota of VND 200,000 per person.

d) Payment for individuals with exemplary reports selected by the Organizing Board to be published in the book of outstanding examples, heroes, and national model workers from 2006 to 2010: VND 150,000 per report.

e) Expenses for meals and accommodation for exemplary reporters at the Congress shall be implemented according to the level of expenses stipulated in Circular No. 97/2010/TT-BTC dated July 6, 2010, issued by the Ministry of Finance, regarding the system of travel expenses and regulations on organizing conferences for state agencies and public service units; payment for exemplary reporters at the Congress: VND 300,000 per person.

g) Allowance for participants serving the Congress:

- Members of the Congress Organizing Board and Heads of Sub-Boards: VND 200,000 per person per day;

- Members of Organization Sub-Boards: VND 150,000 per person per day;

- Members of working groups under Sub-Boards responsible for mobilization and service during the Congress: VND 120,000 per person per day;

- Service staff (security guards, drivers, receptionists, medical personnel, volunteers, liaison officers, and officials directly assigned to serve the Congress): VND 70,000 per person per day;

- Officials indirectly assigned to serve the Congress (police forces, traffic police...): VND 50,000 per person per day. The list of service staff assigned to work during the Congress shall be approved by the Heads of Sub-Boards.

The duration for allowance shall not exceed five days, and officials who have received allowances shall not be entitled to travel expenses during these days. Participants serving the Congress who receive allowances as prescribed above shall not be entitled to additional standards provided for delegates attending the Congress.

In case an individual performs multiple tasks, they shall only be entitled to the highest allowance level. Once an individual has received an allowance, they shall not be entitled to overtime pay (if applicable).

If the competent authority approves the project organizing the Congress to allow centralized meals for service staff (security, guards, medical personnel, drivers, receptionists...) during the official Congress days, the maximum meal expense shall be VND 150,000 per person per day (excluding taxes and service fees). No cash payment shall be made if centralized meals and accommodations are not organized.

h) Support for renting uniforms for volunteers and liaison officers participating in service during the Congress days: VND 100,000 per person per day.

i) Other expenditure items shall be implemented according to the financial expenditure standards of similar sectors or settled based on actual costs and must be approved by the Heads of Sub-Boards before implementation.

Article 4. Budget preparation, allocation, and settlement:

1. Establishment of budget projections:

Based on the content of work related to organizing the Eighth National Patriotic Exemplary Congress that has been approved by the Heads of Sub-Boards; based on current financial expenditure standards and the levels of expenditure stipulated in Article 3 of this Circular, Sub-Boards shall prepare the budget to implement their respective responsibilities (detailed according to each Ministry or agency assigned to lead specific tasks within the Sub-Board) and submit it to the Congress Service Sub-Board (the Standing Committee being the Central Commendation and Reward Board under the Ministry of Home Affairs) for consolidation.

The Ministry of Home Affairs shall consolidate the detailed budget for organizing the Eighth National Patriotic Exemplary Congress and submit it to the Ministry of Finance for review and approval.

3. Management, Use, and Final Settlement of Funds:

Ministries and agencies assigned the budget to perform tasks serving the Eighth National Patriotic Exemplary Congress in 2010 shall manage, use, and settle the budget according to the approved budget and the guidelines set out in this Circular. All cases exceeding the approved budget must be approved by the Congress Organizing Board before implementation.

At the end of the year, Ministries and agencies assigned the budget for implementing tasks shall compile and settle the budget for organizing the Eighth National Patriotic Exemplary Congress in 2010 into their annual revenue and expenditure settlement report according to the State Budget Law and guiding documents. Any unspent budget for organizing the Eighth National Patriotic Exemplary Congress in 2010 must be returned to the State Treasury.

Article 5. Implementation Provisions

This Circular shall take effect 45 days from the date of signature. During the implementation process, any issues encountered should be reported to the Organizing Board of the Eighth National Patriotic Exemplary Congress - Central Commendation and Reward Board, Ministry of Finance for prompt resolution.
