Regulations on preferential policies and support for individuals pursuing training in atomic energy

in the atomic energy sector

Pursuant to the Law N |||ăng ldated June 3, 2008;

Pursuant to the Law ofhigher education; 1August 8, 2012;

Pursuant to the proposal of the Director of the Department of Ethnic Affairs and Religion Propaganda;on Decree issued by the Minister of Education and Training;

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

Article 1. This Decree stipulates preferential policies and support for individuals pursuing training in the field of atomic energy.

Article 2. In cases where different preferential policies and supports are prescribed in various documents, individuals pursuing training in the field of atomic energy shall enjoy the highest level of preferential policies and support.

Article 2. Applicability

Article 3. This Decree applies to individuals pursuing training in specialized fields within the field of atomic energy who meet the following conditions:

a) They are Vietnamese citizens currently studying, researching, or working in the field of atomic energy;

b) They fully meet the criteria for selection to pursue training and further education;

c) They possess good moral character, organizational discipline, and a high sense of responsibility;

d) They have sufficient health to participate in study, research, and work in the field of atomic energy.

Article 4. This Decree applies to higher education institutions tasked with training human resources in the field of atomic energy.

Chapter II

LEVELS OF PREFERENTIAL POLICIES AND SUPPORT AND BASIS FOR ESTIMATING BUDGET

Article 5. Levels of preferential policies and support for domestic training

Clause 1. Students pursuing associate degree programs shall enjoy the following preferential policies and support:

a) Exemption from tuition fees and free accommodation in dormitories;

b) Monthly living allowance equivalent to 1.5 times the base salary for civil servants, employees, and officials if they are classified as excellent or above in academic performance;

c) Monthly living allowance equivalent to 1.0 times the base salary for civil servants, employees, and officials if they are classified as good in academic performance;

The examination for granting living allowances shall be conducted twice per academic year.

Clause 2. Students pursuing bachelor's degree programs shall enjoy the following preferential policies and support:

a) Exemption from tuition fees and free accommodation in dormitories;

b) Monthly living allowance equivalent to 2.5 times the base salary for civil servants, employees, and officials if they are classified as excellent or above in academic performance;

c) Monthly living allowance equivalent to 1.5 times the base salary for civil servants, employees, and officials if they are classified as good in academic performance;

The examination for granting living allowances shall be conducted twice per academic year;

d) Consideration for selection to undertake six-month internships abroad if they achieve good grades or above in their final year of the program. All internship costs abroad shall be covered by the state budget;

đ) Eligibility to continue to pursue master's and doctoral studies and become research fellows domestically and internationally if they graduate with excellent grades or above;

e) Priority consideration for employment at agencies and organizations operating in the field of atomic energy without undergoing a probationary period if they graduate with excellent grades or above.

Clause 3. Graduate students and doctoral candidates pursuing master's and doctoral programs shall enjoy the following preferential policies and support:

a) Exemption from tuition fees and free accommodation in dormitories;

b) Monthly living allowance equivalent to 3.5 times the base salary for civil servants, employees, and officials;

c) Retention of salary during the training period;

d) Participation in scientific conferences and seminars in the field of atomic energy abroad. Conference and seminar expenses shall be covered by the state budget;

đ) Leading research projects at all levels;

e) Undertaking six-month internships abroad in the final year of the program. All internship costs abroad shall be covered by the state budget;

g) Financial support equivalent to 30 times the base salary for civil servants, employees, and officials for each scientific work published in international scientific journals listed in the ISI index.

Clause 4. Lecturers, managers, scientists, and technicians working in the field of atomic energy may participate in short-term training and development courses.

Article 4. Levels of incentives and support for training abroad

1. University students, graduate students, and doctoral candidates studying fields related to atomic energy abroad shall enjoy the following preferential benefits:

a) Two round-trip economy class air tickets for students and doctoral candidates, and one round-trip economy class air ticket for graduate students during their study period to travel between Vietnam and the host country;

b) Issuance fees for passports and visas;

c) Living expenses at 1.2 times the highest living expense currently provided to Vietnamese students, graduate students, and doctoral candidates studying abroad under the Government's training programs;

d) Purchase of minimum health insurance as prescribed by the host country for foreign citizens studying there;

e) Airport departure and arrival fees, transportation costs from the airport to the place of training and vice versa;

e) Maintenance of salary for graduate students and doctoral candidates during their study and research periods abroad.

2. Lecturers, managers, scientific and technical staff working in the field of atomic energy who are sent abroad for short-term training and upgrading shall enjoy benefits according to current regulations, with salaries and other benefits maintained during the short-term training and upgrading period abroad.

Article 5. Source of Funds

The financial resources to implement the incentive and support policies stipulated in this Decree shall be guaranteed by the state budget and allocated in the annual budget of the Ministry of Education and Training. Management and use of funds to implement the incentive and support policies shall comply with the laws on the state budget.

Article 6. Basis for establishing the budget expenditure plan

1. Annual domestic and overseas training quotas.

2. Training and upgrading plans for lecturers assigned to universities tasked with training human resources in the field of atomic energy.

3. Training, upgrading, and knowledge enhancement plans for management staff and scientific personnel in the field of atomic energy.

4. Preferential and support levels specified in Articles 3 and 4 of this Decree.

Chapter III

IMPLEMENTATION PROVISIONS

Article 7. Effective Date

This Decree takes effect from December 1, 2013.

Article 8. Responsibility for Implementation

1. The Ministry of Education and Training and the Ministry of Finance are responsible for guiding the implementation of this Decree.

2. The Minister of Education and Training shall organize the implementation of this Decree.

3. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees, and relevant agencies and organizations are responsible for implementing this Decree./.
