DIRECTIVE

REGARDING THE REGULARIZATION OF MOTOR VEHICLE DRIVER TRAINING WORK AT TRAINING INSTITUTIONS ACROSS THE COUNTRY

Implementing Decree No. 36/CP of the Government issued on May 29, 1995, concerning "ensuring traffic safety and order on roads and urban traffic safety."

In order to gradually regularize and improve the training institution system, enhance training quality, and contribute to ensuring traffic safety.

The Ministry of Transport requests localities and sectors with driver training schools to immediately implement the following points:

1. Report to the Ministry of Transport a list of schools and training institutions for driver training under their management, including those under the Public Security and Defense sectors that recruit and train civilian drivers (attached model). Prepare two copies of the dossier: one copy sent to the Ministry of Transport (through the Personnel and Labor Affairs Department); one copy sent to the Provincial Department of Transport (or Provincial Department of Transportation) before July 20, 1995. Any training institution that does not report within the above deadline will be considered as having no need to continue driver training.

The Departments of Transport and Transportation have the responsibility to urge and compile statistics on driver training institutions in their locality to report to the Ministry of Transport.

2. Training schools and institutions currently conducting driver training that require continued training must strengthen material facilities, teaching staff, and ensure compliance with the training program issued according to Decision No. 1002/QD dated April 21, 1995 of the Ministry of Education and Training (MOET). At the same time, prepare all conditions for the Ministry of Transport and MOET to organize inspections and issue driver training licenses in accordance with Article 31 of the Traffic Safety Regulations promulgated together with Decree No. 36/CP of the Government.

From August 1, 1995, the organization of exams and issuance of driver's licenses shall be uniformly implemented according to the "Regulations on Exams, Issuance, and Replacement of Driver's Licenses" issued by the Ministry of Transport.

3. From now on, localities and sectors are not allowed to open new driver training institutions without permission. In cases where it is necessary, they must submit applications in accordance with regulations and guidelines provided by the Ministry of Transport.

Localities, sectors, and driver training institutions are required to strictly comply with the contents of this Directive. During implementation, if there are any difficulties, they should promptly reflect them to the Ministry of Transport for consideration and resolution.
