Regarding the establishment of Phước Bình Nature Reserve, Ninh Thuận Province

PRIME MINISTER

Pursuant to the Law on Government Organization dated December 25, 2001.

Pursuant to the Law on Forest Protection and Development 1991.

Considering the proposal of the Ministry of Agriculture and Rural Development at Circular No. 2353/BNN-KL dated September 3, 2002; and the proposal of the People's Committee of Ninh Thuận Province at Circular No. 25/TTr dated May 24, 2002.

DECISION:

Clause 4 of Article 6Establishing Phước Bình Nature Reserve, located in Bác Ái District, Ninh Thuận Province, within the system of special-use forests in Vietnam, including the following contents:

1. Name: Phước Bình Nature Reserve.

2. Location, geographic coordinates, and area:

a) Geographic location: Phước Bình Nature Reserve is situated in Phước Bình Commune, Bác Ái District, Ninh Thuận Province.

To the north and west, it borders Lâm Đồng Province; to the south, it borders Tân Tiến Forestry Station; to the east, it borders Khánh Hòa Province.

b) Geographic coordinates:

From 111⁰ 58' 32" to 12⁰ 10' North latitude.

From 108⁰ 41' to 108⁰ 49' 05" East longitude.

c) Area and functional zones:

The total natural area is: 19,814 hectares.

Including:

Strict protection zone: 16,041 hectares.

Ecological restoration zone: 3,755 hectares.

Administrative and service zone: 18 hectares.

The buffer zone of Phước Bình Nature Reserve has an area of 11,082 hectares, according to the planning of the buffer zone development project.

3. Objectives and tasks:

- Protecting typical and unique natural habitats of the mountainous tropical forest ecosystem with various types of forests: Tropical evergreen rainforest; Mixed broadleaf and coniferous subtropical forest; Coniferous forest with dominant plant associations of Two-needle Pine and Three-needle Pine; Sparse oil tree forest characteristic of the arid forest type of Ninh Thuận Province.

- Preserving biodiversity and the integrity of the ecosystem, with 15 species of plants, 10 species of birds, 8 species of mammals, and 8 species of reptiles that are endemic and rare, valuable for scientific research and genetic resource conservation.

- Cooperating with Bidoup-Nui Ba Nature Reserve, Lâm Đồng Province, to maintain and develop wild flora and fauna, while contributing to enhancing the upstream protective capacity of the entire Ninh Thuận Province.

- Contributing to preserving the cultural and historical values of the ethnic minority region, which was once a base area during the two periods of resistance against French and American forces in the Central Highlands and South Central Coast.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe People's Committee of Ninh Thuận Province shall be responsible for:

1. Directing the preparation and submission to the competent authority for approval of the Projects: Investment in constructing Phước Bình Nature Reserve, Investment in constructing the buffer zone of Phước Bình Nature Reserve, and Project for investment in developing eco-tourism activities at Phước Bình Nature Reserve.

2. Deciding on the organization and staffing of Phước Bình Nature Reserve based on the provisions of Decision No. 08/2001/QĐ-TTg dated January 11, 2001 of the Prime Minister on the Management Regulations for Special-Use Forests, Protective Forests, and Naturally Produced Production Forests, and the consensus opinion of the Ministry of Home Affairs.

Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

The Ministers of the Ministries of Agriculture and Rural Development, Planning and Investment, Science and Technology, Natural Resources and Environment, Finance, Home Affairs, Heads of agencies equivalent to ministries, Heads of government-affiliated agencies, and the Chairman of the People's Committee of Ninh Thuận Province are responsible for implementing this Decision.
