DECREE

Regarding the adjustment of administrative boundaries and the establishment of communes and towns in Ha Quang, Bao Lam, and Ha Lang districts, Cao Bang province  Ha Quang, Bao Lam, and Ha Lang districts, Cao Bang province

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Cao Bang province.

DECREE

Article 1. Adjusting administrative boundaries and establishing communes and towns in Ha Quang, Bao Lam, and Ha Lang districts, Cao Bang province, as follows:

1. Establishing the town of Xuan Hoa in Ha Quang district based on adjusting 3,395 hectares of natural area and 3,460 population from Xuan Hoa commune.

The town of Xuan Hoa has 3,395 hectares of natural area and 3,460 population. 

Administrative boundary of the town of Xuan Hoa: East borders Van Dinh commune and Keo Yen commune; West borders Quy Nhan commune and Hoa An district; South borders Phu Ngoc commune and Dao Ngan commune; North borders Truong Ha commune and Na Sac commune.

2. Establishing Van Dinh commune in Ha Quang district based on adjusting 1,203 hectares of natural area and 1,056 population remaining from Xuan Hoa commune; 853 hectares of natural area and 960 population from Thang Thon commune.

Van Dinh commune has 2,056 hectares of natural area and 2,016 population.

Administrative boundary of Van Dinh commune: East borders Thang Thon commune; West borders Xuan Hoa town; South borders Phu Ngoc commune; North borders Keo Yen commune and Lung Nam commune.

After adjusting administrative boundaries:

- Thang Thon commune retains 3,004 hectares of natural area and 2,148 population.

Ha Quang district has 45,367 hectares of natural area and 35,184 population, with 19 subordinate administrative units including communes: Dao Ngan, Phu Ngoc, Na Sac, Soc Ha, Quy Quan, Truong Ha, Keo Yen, Lung Nam, Van An, Cai Vien, Tong Cot, Noi Thon, Thang Thon, Hong Sy, Sy Hai, Ma Ba, Ha Thon, Van Dinh, and Xuan Hoa town.

3. Establishing Pac Mieu town in Bao Lam district based on adjusting 4,036 hectares of natural area and 2,619 population from Mong An commune.

Pac Mieu town has 4,036 hectares of natural area and 2,619 population.

Administrative boundary of Pac Mieu town: East borders Mong An commune; West borders Quang Lam commune and Nam Quang commune; South borders Thai Hoc commune and Quang Lam commune; North borders Ly Bon commune, Nam Quang commune, and Vinh Phong commune.

4. Adjusting 1,800 hectares of natural area and 653 population from Mong An commune to be managed by Quang Lam commune, Bao Lam district.

5. Adjusting 330 hectares of natural area and 189 population from Mong An commune to be managed by Thai Hoc commune, Bao Lam district.

6. Establishing Thach Lam commune in Bao Lam district based on adjusting 8,774 hectares of natural area and 3,897 population from Quang Lam commune.

Thach Lam commune has 8,774 hectares of natural area and 3,897 population.

Administrative boundary of Thach Lam commune: East borders Nam Quang commune and Tan Viet commune; West borders Quang Lam commune; South borders Quang Lam commune; North borders Nam Cao commune and Yen Minh district, Ha Giang province.

7. Establishing Nam Cao commune in Bao Lam district based on adjusting 7,507 hectares of natural area and 2,587 population from Nam Quang commune.

Nam Cao commune has 7,507 hectares of natural area and 2,587 population.

Administrative boundary of Nam Cao commune: East borders Ly Bon commune; West borders Thach Lam commune and Yen Minh district, Ha Giang province; South borders Nam Quang commune and Thach Lam commune; North borders Yen Minh district, Ha Giang province.

8. Establishing Thai Son commune in Bao Lam district based on adjusting 5,548 hectares of natural area and 2,215 population from Thai Hoc commune.

Thai Son commune has 5,548 hectares of natural area and 2,215 population.

Administrative boundary of Thai Son commune: East borders Bao Lac district; West borders Thai Hoc commune and Yen Tho commune; South borders Yen Tho commune; North borders Vinh Phong commune and Mong An commune.

After adjusting administrative boundaries:

- Mong An commune retains 5,341 hectares of natural area and 2,960 population.

- Quang Lam commune retains 8,720 hectares of natural area and 6,452 population.

- Nam Quang commune retains 4,978 hectares of natural area and 2,985 population. 

- Thai Hoc commune retains 3,990 hectares of natural area and 2,732 population.

Bao Lam district has 91,341 hectares of natural area and 47,761 population, with 14 subordinate administrative units including communes: Mong An, Quang Lam, Thach Lam, Nam Quang, Nam Cao, Thai Hoc, Thai Son, Yen Tho, Vinh Quang, Vinh Phong, Ly Bon, Tan Viet, Duc Hanh, and Pac Mieu town.

9. Establishing Thanh Nhat town in Ha Lang district based on adjusting the entire 1,580 hectares of natural area and 2,751 population from Thanh Nhat commune.

Thanh Nhat town has 1,580 hectares of natural area and 2,751 population. Administrative boundary of Thanh Nhat town: East borders Quang Long commune; West borders An Lac commune; South borders Vinh Quy commune and Viet Chu commune; North borders Duc Quang commune and Thang Loi commune.

After establishing Thanh Nhat town:

Ha Lang district has 46,335 hectares of natural area and 26,600 population, with 14 subordinate administrative units including communes: Thi Hoa, Quang Long, Ly Quoc, Thai Duc, Viet Chu, Vinh Quy, Co Ngan, Minh Long, Kim Loan, Dong Loan, Duc Quang, An Lac, Thang Loi, and Thanh Nhat town.

Article 2. This Decree takes effect fifteen days after its publication in the Official Gazette. All previous regulations contrary to this Decree are hereby abolished.

Article 3. The Minister of Home Affairs, the Chairman of the People's Committee of Cao Bang province, and the heads of relevant agencies are responsible for implementing this Decree./.
