DECISION OF THE PRIME MINISTER

Approving the National Target Program on Culture for the period 2006-2010

period 2006 - 2010

PRIME MINISTER

Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 42/2002/QĐ-TTg dated March 19, 2002 of the Prime Minister on management and implementation of National Target Programs;

Considering the proposal of the Minister of Culture, Sports and Tourism (Official Letter No. 31/TTr-BVHTT dated March 12, 2007) and the Minister of Planning and Investment (Official Letter No. 715/BKH-TĐ&GSĐT dated January 31, 2007),

DECISION:

Article 1. Approves the National Target Program on Culture for the period 2006-2010 with the following main contents:

1. General objectives:

a) Enhancing the awareness of the entire Party, people, levels, and sectors; mobilizing the strength of the whole society towards cultural development so that culture truly becomes the spiritual foundation, driving force, and factor contributing to the industrialization and modernization of the country;

b) Preventing the risk of deterioration of historical sites and intangible cultural heritage destruction. Preserving and promoting the value of historical sites, scenic spots, and intangible cultural heritage to become cultural products of value, serving educational work on historical traditions and cultural heritage, and meeting the general cultural life needs of society and the specific needs of tourism development;

c) Continuing to promote the achievements made in building and developing grassroots cultural information, especially in remote areas, mountainous regions, border areas, islands, and ethnic minority areas; eliminating cultural blank spots and creating bright spots in various aspects of spiritual life;

d) Equipping some devices to serve film dissemination; improving the proficiency in using modern technical equipment in film production and dissemination.

2. Specific Objectives:

a) Preserving and promoting outstanding cultural values of the nation, including: - Investing in repairing and restoring 70% of historical and revolutionary sites, 80% of architectural and artistic sites, and scenic spots recognized as national-level relics; supporting anti-deterioration efforts for about 1,200 other national-level relics; - Collecting comprehensively the intangible cultural heritage of the 54 ethnic groups; establishing scientific files and preserving five intangible cultural masterpieces to be recognized as world cultural heritage by UNESCO; building 15 local satellite databases of intangible cultural heritage; - Preserving 20 villages, hamlets, and communes and reconstructing 30 traditional festivals of ethnic minorities.

b) Building and developing grassroots cultural information life: - Supporting equipment and program activities for 80% of community cultural centers and cultural houses; ensuring 70% of villages, hamlets, and 85% of communes have cultural information facilities; constructing 30 information bulletin boards at national border crossings; equipping 500 multi-purpose information vehicles for provincial and county mobile information teams in remote areas; - Establishing 64 mobile libraries in provinces and cities, each library circulating an additional 20,000 books annually; supporting construction of 30 county libraries in particularly difficult areas; - Ensuring 100% of border guard posts are provided with cultural information products; - Investing in building and supporting operation of 80 cultural activity points in villages and hamlets with special circumstances.

c) Supporting film activities: - Equipping 20 stereophonic film projectors for cinemas and multiplexes in some particularly difficult central and county areas; equipping 200 35mm film projectors, 300 video projection systems, and 100 vehicles for mobile film teams; - Ensuring all technical staff are proficient in using new equipment.

3. Projects of the Program: including nine component projects:

a) Project to prevent deterioration and restore historical sites;

b) Project to collect, preserve, and promote the value of intangible cultural heritage of ethnic groups in Vietnam;

c) Project to investigate, research, and preserve representative villages and distinctive traditional festivals of ethnic minorities;

d) Project to build exemplary communes effectively implementing the nationwide movement to build a civilized lifestyle;

đ) Project to strengthen investment in building and developing grassroots cultural information systems in remote areas;

e) Project for villages, hamlets, and communes with special circumstances;

g) Project to consolidate and develop public library systems;

h) Project to provide cultural information equipment and products to ethnic minorities, borderlines, and islands;

i) Project to enhance film dissemination capacity; training to improve proficiency in using modern technology in film production and dissemination in remote areas.

4. Implementation Period of the Program: The Program will be implemented from 2006 to 2010.

5. Total Investment Capital and Sources of Investment for the Projects:

a) Total investment capital: 4,542 billion VND.

b) Sources of capital: - Central budget: 2,496 billion VND. + Development investment: 1,531 billion VND; + Public service budget: 965 billion VND. - Local budget: 1,098 billion VND. - Other raised funds: 948 billion VND. The funding for the National Target Program on Culture for the period 2006-2010 will be balanced within the state budget estimate for the cultural information sector according to the laws on state budget.

6. Responsibilities of Agencies Cooperating in Implementing the Program:

a) The Ministry of Culture, Sports and Tourism is the agency managing and directing the Program, taking the lead and coordinating with relevant ministries, sectors, and People's Committees of provinces in organizing planning, reviewing, approving investment, and managing the implementation of the Program's projects according to current regulations;

b) Provincial People's Committees are responsible for organizing the implementation of the Program within their jurisdiction, actively mobilizing additional resources to implement the Program's projects.

7. Mechanisms and Policies for Implementing the Program: The mechanism for managing and directing National Target Programs on Culture shall be carried out in accordance with Decision No. 42/2002/QĐ-TTg dated March 19, 2002 of

The effectiveness of the Programme shall be based on the specific objectives and targets of the Programme to direct the monitoring and evaluation of the investment efficiency of projects and the effectiveness of the Programme during its implementation, and shall be responsible for implementing the reporting system in accordance with current regulations.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
