Regarding the amendment to Point 1, Section I "regulations on opening and ceasing operations of transaction offices under joint-stock commercial banks" issued pursuant to Decision No. 227/QĐ-NH5 dated December 1, 1993 of the Governor of the State Bank.
Pursuant to the Ordinance on the State Bank, the Ordinance on Banks, Credit Cooperatives and Financial Companies dated May 24, 1990;
Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government stipulating the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

GOVERNOR OF THE STATE BANK OF VIETNAM
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Circular No. 05/TT-BNV (C13) dated June 6, 1994 of the Ministry of Home Affairs;
At the proposal of the Director of the Department of Financial Institutions,
Now amend Point 1, Section I of the Regulations issued pursuant to Decision No. 227/QĐ-NH5 dated December 1, 1993 of the Governor of the State Bank as follows:
"A transaction office is a unit directly subordinate to the head office or branch of a joint-stock commercial bank (hereinafter referred to as the direct managing unit), accounting and reporting independently, without its own balance sheet, and does not directly fulfill obligations towards the State budget.
DECISION:
Article 1. A transaction office shall have a seal in accordance with the regulations of the State.
At the end of each business day, all books, documents, and cash reserves of the transaction office must be concentrated at the direct managing unit."
The Head of the Governor's Office, the Director of the Department of Financial Institutions, the Heads of relevant units under the Central State Bank, the Governors of the State Bank branches in provinces and cities, and the Chairmen of the Boards of Directors of joint-stock commercial banks are responsible for implementing this Decision.
By the end of each trading day, the ledgers, vouchers, and cash balances of the trading rooms must be consolidated with the directly managing unit.
Article 2. This Decision shall take effect from the date of signing.
Article 3. The Director of the Governor's Office, the Heads of the Financial Accounting Department, the Heads of relevant units under the State Bank of Vietnam, the Governors of the provincial and municipal branches of the State Bank of Vietnam, and the Chairmen of the Boards of Directors of Joint Stock Commercial Banks are responsible for implementing this Decision.
