NO. 125/SL DATED JULY 11, 1950
PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to the resolution of the Council of Ministers dated November 14, 1945 establishing the Ministry of Agriculture;
Pursuant to Decree-Law No. 69-SL dated December 4, 1945 merging agricultural administration, forestry administration, veterinary and livestock fisheries departments into the Ministry of Agriculture;
Pursuant to Decree-Law No. 254-SL dated November 1, 1948 organizing people's administrative power during the resistance period;
Pursuant to Decree-Law No. 103-SL dated June 3, 1950 defining the leadership and control authority of Resistance Administrative Committees over equivalent professional agencies;
At the proposal of the Minister of Interior Affairs, the Minister of Justice, and the Minister of Agriculture;
Pursuant to the resolution of the Council of Ministers after consultation with the Standing Committee of the National Assembly;
ISSUES THE FOLLOWING DECREE-LAW:
Article 1: Whenever an infectious animal disease occurs at any location, all levels of Resistance Administrative Committees and professional agencies, military units, and local residents must enforce epidemic control regulations as prescribed by a joint decree of the Ministries of Interior Affairs, Justice, and Agriculture.
Article 2: Persons violating epidemic control regulations shall be prosecuted before courts and fined from VND 1,000 to VND 20,000.
For repeat offenses, they shall be fined from VND 2,000 to VND 40,000 and imprisoned for one month to six months, or either of these penalties.
Article 3: The Ministers of Interior Affairs, Justice, National Defense, and Agriculture are hereby instructed to enforce this Decree-Law.
