Regarding the approval of the operational regulations for lottery savings and recognition of the Standing Board for the term 1998-1999 of the Lottery Savings Council in the Southern Region - Based on Decree No. 15/CP dated March 2, 1993 of the Government on tasks, powers, and responsibilities for state management by Ministries and ministerial-level agencies; - Based on Decree No. 178/CP dated October 28, 1994 of the Government stipulating tasks, powers, and organizational structure of the Ministry of Finance;

 THE MINISTER OF FINANCE

- Pursuant to the proposal of the Standing Board of the Lottery Savings Council in the Southern Region and the Director of the Department of Banking and Financial Organization's Finance;

Article 1. Approves the operational regulations of the Lottery Savings Council in the Southern Region which have been unanimously agreed upon by the members of the Lottery Savings Council on July 25, 1998 in An Giang Province.

Article 2. Recognizes the Standing Board of the Lottery Savings Council in the Southern Region elected by the members of the Lottery Savings Council in the region according to the operational regulations of the Lottery Savings Council in the region.

DECISION:

The Standing Board of the Lottery Savings Council in the Southern Region shall be responsible for leading the Lottery Savings Council in the Southern Region to comply with all management regulations for lottery savings issued by the Ministry of Finance and national laws; at the same time, it shall manage the operation of lottery savings in accordance with the approved issuance regulations for lottery savings.

Article 3. Departments of Finance of provinces and cities in the Southern Region shall be responsible for directing all activities and creating favorable conditions for Lottery Savings Companies to operate effectively and comply with the regulations approved in this decision.

Article 4. This decision shall take effect fifteen days from the date of signature. All related documents that contradict this decision shall be abolished.

The Director of the Department of Banking and Financial Organization's Finance, the Head of the Ministry's Office, the Directors of the Departments of Finance, and the Directors of Lottery Savings Companies in provinces and cities in the Southern Region are responsible for implementing this decision.

This Decision shall take effect fifteen days from the date of signature. All related documents that conflict with this Decision are hereby abolished.

The Director of the Department of Banking Finance, the Head of the Ministry's Office, the Directors of the Departments of Finance, and the Directors of the Lottery Companies in the southern provinces and cities are responsible for implementing this Decision.
