REGARDING THE ESTABLISHMENT OF THE ADVISORY BOARD FOR ROAD MANAGEMENT AND MAINTENANCE WORKS OF THE ROADS UPGRADE AND REHABILITATION PROJECT NETWORK - WB4

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
WHEREAS, pursuant to Circular No. 1245/CP-CN dated September 16, 2003 of the Prime Minister approving the investment in the "Roads Upgrade and Rehabilitation Project Network" using World Bank loan funds (Project WB4);
WHEREAS, pursuant to Decision No. 3056/QĐ-BGTVT dated October 17, 2003 of the Ministry of Transport approving the investment in Project WB4;
CONSIDERING the proposal No. 555/XDCB-WB4 dated March 17, 2004 of the Vietnam Highway Administration proposing the establishment of the Advisory Board for Road Management and Maintenance - Project WB4;
WHEREAS, at the request of the Director of the Investment Planning Department,
DECISION:
Article 1. The Advisory Board for Road Management and Maintenance for the "Roads Upgrade and Rehabilitation Project Network" - WB4 using World Bank loan funds is hereby established with the following components:
1. Deputy Minister of Transport Nguyen Viet Tien, Chairman.
2. Mr. Le Van Thang, Deputy Director General of the Vietnam Highway Administration, Vice-Chairman in charge.
3. Mr. Ha Khac Hao, Deputy Director of the Investment Planning Department, Member.
4. Mr. Nguyen Do Hiep, General Director of Highway Project Management Board 2, Member.
5. Mr. Tran Manh Cuong, Head of the Foreign Economic Affairs Department - Ministry of Planning and Investment, Member.
6. Ms. Nguyen Thi Hong Yen, Head of the Foreign Financial Affairs Department - Ministry of Finance, Member.
7. Mr. Dang Anh Mai, Deputy Director of the International Cooperation Department - State Bank of Vietnam, Member.
8. Mr. Nguyen Viet Ly, Head of the Project Investment Audit Department 1 - State Audit Office, Member.

Article 2. The Advisory Board shall be responsible for advising and assisting the Minister of Transport on issues related to road management and maintenance. It is recommended that the Minister approve and implement the best models and practices regarding management, allocation, disbursement, settlement, and auditing of funds for road maintenance activities in Vietnam.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 4. Members of the Advisory Board and heads of relevant units are responsible for implementing this Decision./.
