DECISION OF THE MINISTER OF PUBLIC SECURITY
On the list of state secrets classified as Confidential for the Internal Affairs Sector
THE MINISTER OF PUBLIC SECURITY
Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on the Protection of State Secrets;
Pursuant to Decree No. 136/2003/ND-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
After reaching agreement with the Minister of Internal Affairs,
DECISION:
Article 1. The list of state secrets classified as Confidential within the Internal Affairs Sector includes information within the following scope:
1. Proposals regarding the establishment, merger, division, dissolution of Ministries, agencies at the ministerial level, and government agencies; proposals concerning the establishment, merger, division of administrative units at various levels; data and figures related to the upgrading of cities that have not been announced;
2. Strategic plans, master plans, long-term development plans in fields under the management of the Internal Affairs Sector that are currently being developed;
3. Proposals and measures for the organization of the state administration implemented by the Government and the Ministry of Internal Affairs;
4. Regular and ad hoc reports from the Internal Affairs Sector on cadre work, administrative machinery of the state, local government organization, and unannounced administrative boundaries;
5. Plans for elections of People's Councils at all levels that have not been announced;
6. Documents on adjustments to administrative boundaries, draft proposals for naming islands, sandbanks, and submerged reefs in Vietnam's maritime areas that the Internal Affairs Sector is leading;
7. Projects for establishing, amending, and supplementing salary systems and other policies for civil servants and public officials; policies for village-level cadres that have not been announced;
8. Survey, investigation, and statistical results on the current status of civil servants and public officials, organizational structures of the administrative machinery of the state, local government organizations, administrative boundary management, organizations and non-governmental organizations, and archival work that have not been announced;
9. Agreements signed with foreign individuals, organizations, and international organizations in the fields of work of the Internal Affairs Sector that have not been announced;
10. Examination questions for civil servants and public officials prepared by the Examination Board for annual grade promotion examinations;
11. Information and documents on cadre planning, appointment, reappointment, removal, transfer, rotation, and disciplinary actions for cadres at the departmental level and above within the Internal Affairs Sector that have not been announced;
12. Personnel files of cadres and public officials at the specialist level and above in the Ministry of Internal Affairs, its subordinate units, and provincial Internal Affairs Departments. Files and documents on ongoing inspection and supervision cases; reports on the results of inspections and supervisions within the Internal Affairs Sector that have not been announced;
13. Design documents, technical specifications, security and safety regulations for internal computer networks of the Ministry of Internal Affairs, National Administration Academy, State Archives and Records Administration, provincial Internal Affairs Departments; software and databases for managing cadres and public officials in the Ministry of Internal Affairs, its subordinate units, provincial Internal Affairs Departments, and public officials in state management agencies.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. Competent agencies of the Ministry of Internal Affairs and the Ministry of Public Security are responsible for guiding and monitoring the implementation of this Decision.
Article 3. Ministries, agencies at the ministerial level, government agencies; agencies and organizations mentioned in Article 2 of the Ordinance on the Protection of State Secrets dated December 28, 2000, and People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
