Regarding the establishment of the Vietnam Elderly Care Fund
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on the Elderly dated April 28, 2000;
Pursuant to Decree No. 177/1999/ND-CP dated December 22, 1999 of the Government on the issuance of the Regulations on the organization and operation of Social Funds and Charity Funds;
Pursuant to Decree No. 30/2002/ND-CP dated March 26, 2002 of the Government providing for and guiding the implementation of certain provisions of the Ordinance on the Elderly;
Considering the proposal of the Vietnam Association of the Elderly.
DECISION:
Article 1. Permission is granted to establish the Vietnam Elderly Care Fund under the Central Vietnam Association of the Elderly.
Article 2. The Vietnam Elderly Care Fund is established with the purpose of supporting activities related to health care and mental well-being for elderly people in Vietnam.
Article 3.
1. The Vietnam Elderly Care Fund shall be formed from voluntary contributions by organizations and individuals both within and outside the country.
2. The Vietnam Elderly Care Fund operates on a non-profit basis and is self-sustaining.
3. The Vietnam Elderly Care Fund shall be managed according to financial principles and guidelines issued by the Ministry of Finance.
Article 4. The Ministry of Finance is tasked with issuing the Management and Utilization Regulations for the Vietnam Elderly Care Fund.
Article 5. This Decision shall take effect fifteen days from the date of signature.
Article 6. The Minister of Finance, the Chairman of the Vietnam Association of the Elderly, and the Heads of relevant Ministries, sectors, and agencies are responsible for implementing this Decision./.
