THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 24/CP dated March 24, 1995 of the Government on exit and entry procedures; Decree No. 76/CP dated November 6, 1995 of the Government amending and supplementing certain articles of Decree No. 24/CP;
In order to enhance the responsibility of units in management and improve the effectiveness of sending people abroad for study and work;
Considering the proposal of the Director of the Personnel Department;
DECISION:
Article 1. Now delegates to some subordinate units of the Ministry (listed in the attached list) the authority to decide on exit for official staff and long-term contract workers to handle official and personal matters as follows:
- The Minister decides for the Chairman of the Board of Management, General Directors, Directors of subordinate units, and Heads of subordinate agencies and units of the Ministry; those going for postgraduate studies; those receiving academic degrees, professorships, doctorates, academicians, and other titles; and those sent abroad with high-level delegations of the Party and State.
- The Chairman of the Board of Management decides for members of the Board of Management and positions managed by the Board of Management.
- The Head of the unit decides for all others.
Article 2. The Chairman of the Board of Management and the Head of the unit must fully bear legal responsibility and comply strictly with current regulations of the Party, the Government, and the Ministry regarding personnel management, passport management, and effectiveness when deciding on exit.
Article 3. Implementation:
- Units shall immediately send their exit decisions and submit semi-annual reports and annual summary reports to the Personnel Organization Department and the International Cooperation Department.
- Assign the Personnel Organization Department and the International Cooperation Department to provide guidance, conduct inspections according to their respective functions, and compile exit reports from units granted authority.
Article 4. - This decision takes effect fifteen days from the date of signing.
The Chief of the Ministry's Office, the Director of the Personnel Department, the Director of the International Cooperation Department, and the Heads of units listed in Article 1 are responsible for implementing this decision./.
