JOINT CIRCULAR

Pursuant to Clause 2, Article 8 of the Decree No. 150/2006/NĐ-CP dated December 12, 2006 of the Government detailing and guiding the implementation of certain provisions of the Ordinance on Veterans;

The Ministry of National Defense and the Association of Veterans of Vietnam hereby uniformly guide the mobilization and organization of former military personnel to join clubs, associations of former military personnel at the grassroots level as follows:

This Circular guides the mobilization and organization of former military personnel to join clubs, associations, and other forms of activities in accordance with the law.

2. Purpose of Mobilization and Organization

Mobilizing and organizing former military personnel to participate in club and association activities to nurture, educate, and encourage former military personnel to maintain and promote the nature and tradition of "Uncle Ho's Army," the traditions of their units; fulfill civic duties well; unite, support, and help each other in life; set examples in participating in various campaigns and movements in politics, economy, culture-society, security, and defense at the local level.

3. Target of Mobilization and Organizational Forms

a) Military personnel who have completed their military service and wish to voluntarily join club and association activities;

b) Clubs and associations of former military personnel shall only be organized at the grassroots level according to village, ward, or community areas. In places with few veterans, clubs and associations shall be organized at the commune, ward, or town level; no vertical system shall be established;

c) The organizational form of clubs and associations must comply with the law and the actual conditions of each locality, operate effectively and practically, avoiding formalism.

4. Principles of Operation of Clubs and Associations

a) Operate under the leadership of the local Party committee and management of the local government;

b) Strictly implement the policies and guidelines of the Party, the Constitution, laws of the State, and local regulations;

c) Operate based on the principles of voluntariness, self-management, self-responsibility, and self-financing;

d) Activities of clubs and associations shall not obstruct or affect the performance of reserve forces, militia, and self-defense forces as prescribed by law;

đ) Clubs and associations must have operational agreements discussed and approved by the collective of former military personnel, consistent with the principles of operation of the clubs and associations.

5. Content of Activities of Clubs and Associations

a) Encourage and assist each other in maintaining and promoting the nature and traditions of "Uncle Ho's Army" and the traditions of their units;

b) Visit, encourage, and assist each other when encountering difficulties and disasters, helping each other develop economically, eradicate poverty, become wealthy legally, and participate in economic, cultural, and social programs at the local level;

c) Encourage members to be exemplary in fulfilling civic duties, actively participate in maintaining public security, preventing crime, and social evils as stipulated by law and local regulations;

d) Participate in building a civilized lifestyle at the grassroots level, participate in revolutionary movements and campaigns at the local level, and set examples in building veteran families that achieve the title of civilized family;

đ) Coordinate with local authorities, the Association of Veterans, and other organizations and families to organize proper funeral arrangements when members pass away;

e) Organize study sessions for clubs and associations to provide information on current policies, exchange experiences in production, health care, sports, culture, arts, and participate in other local activities.

6. Time of Activities of Clubs and Associations

a) The time of activities shall be determined by each club and association in accordance with actual conditions and the requirements of the locality;

b) Members of clubs and associations shall elect a Board of Directors to manage all activities and bear legal responsibility for all activities.

7. Funding to Ensure Activities of Clubs and Associations

a) The operating funds of clubs and associations shall mainly come from voluntary contributions by members or through labor production and services to raise funds, supplemented by support from local authorities and organizations, and financial assistance from economic organizations and individuals with benevolent intentions;

b) Manage and use funds for their intended purposes as uniformly defined by clubs and associations;

c) Annually disclose income and expenditure of funds at a general meeting of the club and association.

8. Responsibilities for Coordinating Implementation of Mobilization and Organization

a) The Ministry of National Defense and the Association of Veterans of Vietnam shall uniformly direct and guide local military agencies and levels of the Association of Veterans to develop plans and measures for mobilizing and organizing former military personnel in accordance with this Circular;

b) Local military agencies and levels of the Association of Veterans shall advise the local Party committees and governments on directing the mobilization and organization of former military personnel. They shall proactively coordinate with the Communist Youth Union, other organizations, and local departments in implementing this Circular;

c) Annually, the Ministry of National Defense and the Association of Veterans of Vietnam shall conduct inspections, grasp situations, summarize experiences, adjust, and supplement as necessary.

The Ministry of National Defense assigns the Political General Department, and the Association of Veterans of Vietnam assigns the Standing Committee of the Organization and Policy Department to assist the Ministry of National Defense and the Association of Veterans of Vietnam in coordinating the implementation of this Circular.

9. Effective Date

This Circular takes effect fifteen days after its publication in the Gazette.

During the implementation process, if there are any difficulties, local military agencies and levels of the Association of Veterans shall report to the Ministry of National Defense (through the Political General Department) and the Association of Veterans of Vietnam (through the Organization and Policy Department) for research and resolution within their authority./.
