DIRECTIVE OF THE PRIME MINISTER
Regarding the preparation for the general population and housing census on April 1, 1999
The results of the most recent general population census (GPC) conducted on April 1, 1989 have provided a large amount of detailed information, which has been used as a basis for developing economic and social development plans and policies and serving management work of various sectors and levels over the past period. To date, the quantity, quality, distribution, and standard of living of the population have undergone significant changes, necessitating accurate investigation to evaluate the outcomes of policies and initiatives over the ten years since the 1989 GPC, and to develop plans for economic and social development in the early years of the 21st century.
In order to meet the demand for high-quality demographic information, the Prime Minister instructs:
1. The General Statistics Office shall take the lead in coordinating with relevant sectors to promptly implement preparatory works for the general population and housing census nationwide at the beginning of 1999. All preparatory stages related to the formulation of census schemes and plans, including pilot surveys, must be completed by the second quarter of 1998.
2. The Ministries of National Defense, Interior, and Foreign Affairs shall cooperate with the General Statistics Office to develop schemes and plans for investigating the number of personnel under their respective jurisdictions.
3. The Ministry of Finance shall allocate funds for preparatory stages and work together with the General Statistics Office to prepare a detailed budget for the general population and housing census.
4. During the preparation process for the general population and housing census, the General Statistics Office may seek technical and financial support from international organizations and countries. Such support must be balanced within the budget for the general population and housing census.
After completing the preparatory work and census scheme for the general population and housing census, the General Statistics Office shall report to the Government for consideration and decision.
The General Statistics Office and relevant ministries and sectors are responsible for implementing this Directive./.
