Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 47/2006/QD-TTg dated March 1, 2006 of the Government Chairman approving the "Comprehensive Program for Basic Investigation and Management of Marine Resources and Environment until 2010, with Vision until 2020";

CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,

DECISION:

Article 1. To supplement the Program for researching and basic investigation on methane hydrate potential in Vietnam's marine areas and continental shelf to the tasks of the "Comprehensive Program for Basic Investigation and Management of Marine Resources and Environment until 2010, with Vision until 2020", which has been approved by the Government Chairman under Decision No. 47/2006/QD-TTg dated March 1, 2006.

The Minister of Natural Resources and Environment, the Deputy Head of the National Steering Committee for Basic Investigation of Natural Resources and Environment, shall take the lead and coordinate with relevant ministries, sectors, localities, and agencies to direct the development, review, approval, and implementation of the aforementioned research and basic investigation program in accordance with current State regulations.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Minister of Natural Resources and Environment, the Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, and related agencies are responsible for implementing this Decision.
