THE MINISTER OF FINANCE
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 663/QD-TTg dated May 30, 2008 of the Prime Minister on the release of national reserve rice to support provinces for famine relief;
At the proposal of the Director of the National Reserve Agency,
DECISION:
Article 1. The National Reserve Agency shall release without charge 8,650 tons of rice from the national reserve to support the provinces of Bac Kan, Hoa Binh, and Nghe An for famine relief purposes, with delivery at the district centers according to the provincial allocation plan. Specifically:
- Bac Kan Province: 650 tons.
- Hoa Binh Province: 1,000 tons.
- Nghe An Province: 7,000 tons.
Article 2. The National Reserve Agency is responsible for coordinating with the People's Committees of Bac Kan, Hoa Binh, and Nghe An provinces to promptly organize the handover and receipt of rice to provide timely famine relief to the people.
The National Reserve Agency shall reduce the national reserve capital by the aforementioned quantity of rice according to the accounting records and report the final settlement of the relief goods in accordance with the prescribed guidelines.
Article 3. This Decision takes effect from the date of signature. The Director of the National Reserve Agency, the Heads of the State Budget Department, the Financial Management Department, the Price Control Department, and the Office of the Ministry are responsible for implementing this Decision./.
