Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the People's Committee of Ho Chi Minh City at Circular No. 2234/UB-CNN and No. 600/UB-CNN; opinions of the Ministries of Planning and Investment, Finance, Labor - Invalids and Social Affairs, Home Affairs,
DECISION:
Article 1. Approving the overall plan for restructuring and modernizing state-owned enterprises of the People's Committee of Ho Chi Minh City for the period 2003-2005 as attached in the appendix.
Article 2. The Chairman of the People's Committee of Ho Chi Minh City shall be responsible for:
- Directing the implementation of the restructuring and modernization of state-owned enterprises directly under it according to the approved content and schedule. Any adjustment or supplementation must be approved by the Prime Minister.
- Cooperating with the Ministries of Industry, Transport, Construction, Posts and Telecommunications and other relevant agencies to develop strategies and plans for the development of key economic sectors with comparative advantages based on geographical regions to promote economic and social development throughout the region, thereby implementing a reasonable restructuring of state-owned enterprises operating within the territory of Ho Chi Minh City.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, Labor - Invalids and Social Affairs, Industry, Transport, Posts and Telecommunications, Construction and related agencies shall be responsible for coordinating with the People's Committee of Ho Chi Minh City in the implementation of this Plan in accordance with current procedures and regulations.
The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation of this Plan, and recommending solutions to overcome difficulties during the implementation process to the Prime Minister.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Ho Chi Minh City and the heads of relevant agencies shall be responsible for enforcing this Decision./.
