DECISION OF THE PRIME MINISTER
Regarding the approval of the adjustment plan for the restructuring and modernization of state-owned enterprises directly under the People's Committee of Thanh Hoa Province

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting member companies under State-owned Corporations;
Considering the proposal of the People's Committee of Thanh Hoa Province,
DECISION:
Article 1. Approves the adjustment plan for the restructuring and modernization of state-owned enterprises directly under the People's Committee of Thanh Hoa Province in 2005 as set out in the Appendix attached hereto.
Article 2. The Chairman of the People's Committee of Thanh Hoa Province shall be responsible for directing the restructuring and modernization of state-owned enterprises directly under the Committee in accordance with the provisions of the law and the approved contents. Based on the criteria and classification list of state-owned enterprises, decide the percentage of state-held shares when implementing the corporatization of state-owned enterprises; for enterprises that cannot be corporatized, take the initiative to convert to one of the following forms: auction sale, dissolution, bankruptcy, and report to the Prime Minister.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Thanh Hoa Province in the implementation of this Decision.
The Steering Committee for Enterprise Reform and Development shall be responsible for urging, guiding, and monitoring the implementation.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Thanh Hoa Province and heads of relevant agencies shall be responsible for enforcing this Decision.
